Department of Social Welfare gets support from USAID

0

The United States Agency for International Development (USAID) on Monday presented four motorbikes, tablets and projects vehicles valued at GHC154,950.00 to the Social Welfare Department of the Ministry of Gender, Children and Social Protection.

The presentation is to help strengthen Social Welfare workforce capacities of the Department of Social Welfare (DSW) and forms part of the National Care Reform Initiative (CRI) rollout programme signed in July 2016 and implemented by the DSW.

The CRI, which was launched in 2007 by the then New Patriotic Party Government, has the objectives of transforming the care sector by promoting family reintegration of children already in residential homes, de-emphasizing the over-reliance on institutional care and shifting towards a range of integrated family and community-based care services for children without appropriate parental care.

Among the goals of the CRI is to see to the establishment of a more consistent and stable approach to caring for vulnerable children in Ghana so that each child would be assured of a permanent home in a supportive and loving family.

The CRI has prevention of family separation through the conditional cash transfer programme LEAP, reintegrating children back with their family or extended family, placement of the child within a foster family and adoption as some of the key components.

Speaking at the ceremony to mark the presentation, Madam Otiko Afisa Djaba, the Minister of Gender, Children and Social Protection said the items would contribute to the professionalization of social work in Ghana.

It would also support the government of Ghana to develop formal gate-keeping structures to prevent the unnecessary admission and readmission of children into residential care popularly called orphanages and children’s homes, she said.

Madam Afisa Djaba noted that the presentation which formed part of government and development partner’s commitments would improve upon the safety, well-being and development of vulnerable children who through no fault of theirs found themselves in orphanages and children’s homes.

“From the programme implementation letter with the USAID, the four bikes are to be used in four selected districts in four regions namely Greater Accra, Central, Volta and Eastern in which the 2010 SOP which is undergoing a revision will be piloted when completed.

“This means a lot is expected from you as you will be required to provide updates and regular data and information from your routine monitoring visits to homes in respective districts of the regions,” she said.

The sector Minister observed that in addition to the motorbikes, the social welfare workers would be supported with monthly fuel coupons in order to ensure that they perform the gate-keeping functions on monitoring, supervision and inspection of RHC in order to endure compliance to the standards as contained in the 2010 Standard Operations Procedure Manuals.

“Through this support you are also expected to play key roles in the piloting of SOP, play your professional backstopping functions to homes or orphanages that have been licensed as well as make prompt recommendations for the appropriate action on homes that are not adhering to the required standards including closures,” she said.

She thanked USAID for their gesture that would help to respond to the needs of children in the various homes or orphanages.

Mr Alexis D. Dery, the Technical Coordinator of CIR, said through the donation the five year programme would be effectively carried out and would help support the monitoring role of social workers and more importantly reporting on children leaving residential homes to children’s homes.

Mr Benjamain A. Otto, the Social Welfare Director, said the kit would help enhance and sustain the works of the officers.

He appealed for assistance that would help the works of social workers in others regions.

0

Government is moving to increase Ghana’s non-oil exports volumes to the United States from the current 12 million dollars to 500 million dollars by 2020, President Nana Addo Dankwa Akufo-Addo has announced.

To this end, government is in the process of finalising a new African Growth and Opportunities Act (AGOA) export strategy that would enable Ghana exploits fully the opportunities offered by the US market under the initiative.

President Akufo-Addo made the disclosure at the launch of the Ghana Apparel Manufacturing Expansion project of the Dignity DTRT Limited at the Adjabeng Free Zones Garment Enclave in Accra on Monday.

The project, a three- million dollar partnership between the Dignity Do-The-Right-Thing (DTRT) Limited, and Ghanaian/American apparel manufacturer and exporter, and the United States Agency for International Development (USAID).

It is under its Global Development Alliance programme and will generate 1,200 jobs, aside the 1600 employees currently manufacturing garments for the DTRT.

The President noted that Ghana had not taken advantage, nor made significant gains of the US’s AGOA since it was signed into law over a decade ago.

With the extension of the initiative for another 10 years, President Akufo-Addo said Ghana would this time utilise fully and leverage the AGOA programme to increase export volumes, create jobs for the teeming youth, and better the country’s socio-economic development.

The President said the Dignity DTRT Expansion project fit into a wider government policy to develop the textile and garment industry to make it’s a strategic anchor industry for Ghana’s industrialisation.

“The project is consistent to my government’s vision to make Ghana an industrial hub in West Africa, and, thus, drive the socio-economic development of our country,” he said.

President Akufo-Addo noted that though the industry in Ghana had not fared well over the years, but the relative normalisation of the power situation in the country, and the implementation of the business-friendly policies, in the first quarter of 2017, had resulted in impressive growth rate of 11.5 per cent, the highest sectoral growth in the economy.

He said it is the view of government that the private sector should create the needed jobs and it was for this reason “that we have set out to build the most business friendly economy in Africa”.

“We are, therefore, moving quickly to create an environment that will unleash the innovative and entrepreneurial instincts of the Ghanaian people to drive rapid growth and job creation.”

The President applauded the success of Dignity DTRT, which had majority Ghanaian ownership and had within a short period of three years, built a thriving, commercial-scale manufacturing operation that was achieving world-class levels of production efficiency.

He said Ghana through the Dignity DTRT, would ensure that the “made in Ghana” brand was synonymous with international standards of operational and compliance excellence.

President Akufo-Addo pledged governments support for the Dignity DTRT operations in Ghana, which was expected to exports more than 30 million- dollar worth of clothing and generate about 5,000 jobs by 2018.

The Company is expected to contribute some 82 million dollars to Ghana’s economy annually in the long run.

With the US clothing market raking 100 billion- dollar, and the Eastern and Southern African countries exploiting a number of billions of dollars from that market annually, President Akufo-Addo said: “We in Ghana and west Africa must match them… the opportunity is considerable and we need to get hold of it.”

He said his administration’s agenda for job creation would be underpinned by investment in skills development, value-added industrial development and promoting exports.

The DTRT which started operations in Ghana in 2014 currently produces 25,000 garments labeled as “Made in Ghana” destined for consumers across the United States.

The Dignity DTRT/USAID project would further boost the production garments per year and generate more than an additional 20 million-dollar per year in additional exports from Ghana to the US under the AGOA.

ISSER report indicates Ghana lost US$680 million from power crisis

0

President Nana Addo Dankwa Akufo-Addo on Monday disclosed that the nation lost $680million dollars in 2014 alone equivalent to two per cent of the country’s Gross Domestic Product (GDP) as revealed by the Institute for Social Statistics and Economic Research (ISSER).

He said the four years of power crisis led to a loss of more than three billion dollars in economic activities and in the process thousands of Ghanaians lost their jobs.

He said the debilitating power crisis brought many small and medium-scale enterprises to their knees, which was induced by the mismanagement of the energy sector by the previous government.

President Akufo-Addo made this known at the opening of the Second Edition of the National Policy Summit, in Accra, on the theme: ‘‘The Industrial Transformation of Ghana’’.

Regrettably, he said, the industrial sector suffered one of the significant setbacks in the history of Ghana over the period.
The President said in 2008, the New Patriotic Party government under President John Agyekum Kufuor achieved an industrial growth of 15.1 per cent but slumped to 0.8 per cent in 2014.

In addition, he said in 2015, the industrial sector recorded a negative 0.3 per cent and further down to negative 1.4 per cent in 2016, whilst the manufacturing sector recorded negative growth of -2 per cent in 2015.

He noted that the government recognised the role of macro-economic stability as very necessary in management of the economy but not sufficient condition for economic transformation.

To this end, he said government had outlined a 10-point agenda to transform the industrial sector of the economy that would create job opportunities for the teeming unemployed youth and ensure prosperity for all Ghanaians.

The government’s agenda for economic growth and job creation was underpinned by programme of rapid and aggressive industrialisation and value addition, especially in agro-processing and vibrant manufacturing, he added.

The President mentioned the industrial agenda programmes, which were anchored on the following areas as; building competitive businesses of existing local industries by facilitating access to medium and long term financing at low interest rate and implementing the One District, One Factory initiative designed to bring industrialisation to the doorsteps of the people.

Others include; introducing strategic anchor industrial initiatives to create new growth poles for the Ghanaian economy, establishment of industrial parks and special economic zones in at least one of the ten regions (One Region, One Park) and promoting small and medium-scale enterprise development and establishment of an industrial sub-contracting expo that would link a certain need of supply chain of large-scale enterprises.

The rest are; promoting export diversification with particular emphasis on non-traditional exports, improving domestic retail trade and promoting domestically manufactured goods (i.e Made in Ghana goods), enhancing the business enabling environment to regulate businesses to perform and promote public-private sector dialogue as institutionalise process for consultation.

The President observed that these policy initiatives and programmes would be complemented by other policy interventions across government to leverage optimal support for the development of the private sector.

He said these policy initiatives had been crafted after extensive consultations and engagements with the private sector and others players and, thus solicited the unflinching support of all Ghanaians, particularly the private sector to ensure a successful implementation.

He assured the business community and all stakeholders of his personal commitment to ensure the successful implementation of the initiatives that would be one of the significant contributions of his government to the transformation of the national economy.

President Akufo-Addo noted that these policy frameworks was in line with the New Patriotic Party’s campaign promises made during the electioneering in 2016 that would help businesses to expand and create jobs and promote the growth of entrepreneurship particularly the youth.

‘‘It is against this background that in the 2017 Asempa Budget we introduced a number of far reaching reforms designed to reduce the cost of doing business for the private sector and shift government economic policy away from a fixation of taxation to emphasis on production,’’ he emphasised.

Amongst other measures, he said, was the announcement of tax-cuts amounting to over one billion cedis in this year’s budget, which was read to Parliament by the Finance Minister in March.

The platform was created to inform Ghanaians on government strategies to revamp the economy for sustained growth and national prosperity.

The event brought together captains of industry, members of Parliament, the diplomatic community, entrepreneurs, traditional rulers, youth groups and a cross section of Ghanaians.

0

Mr. Ibrahim Akalbila, the Coordinator of the Ghana Trade and Livelihood Coalition has appealed to the government to give the needed attention to female farmers to enable them have adequate access to farm input to improve productivity.

He said female farmers had the potential of improving productivity if they had access to credit facilities, mechanisation services and inputs among others as their male counterparts.

Addressing the media during a press conference to disseminate the 2016 Agro-Policy Performance Barometer (APPB) and Agro Barometer Index (ABI)reports in Wa, Mr. Akalbila stated that there was the need for the government to generate a database of farmers in the country in order to target and support female farmers.

The dissemination of the report in the Greater Accra, Brong Ahafo and Upper West Regions which formed part of activities of GTLC to influence government and private sector policies towards the agricultural sector was supported by the Christian Aid.

He further explained that female small holder farmers had demonstrated proven skills in farming and were more sufficient in the use of farm inputs and other resources to increase productivity.

Mr. Akalbila decried the high cost of ploughing as well as farm inputs such as fertilizer and chemicals among others which had deterred farmers from cultivating large fields to increase food production to help ensure sustainable food security and reduce poverty among small holder farmers.

He also observed that in as much as farmers invested on their farms, poor agronomic practices, lack of improved seeds as well as improper land preparation among others served as barriers to high crop yield.

He lamented government’s low investment in the agricultural sector and said only 51 percent of the 2016 budget for the sector was disbursed, which he noted could not help meet government’s vision of improving suitable productivity in the sector.
Mr. Emmanuel Wullingdool, the Policy Officer of GTLC indicated that the coalition provided farmers with mechanisation services and capacity building in their quest to help farmers improve production.

He also added that the coalition assisted small holder farmers to establish Village Savings and Loans to help them have access to credit to invest on their farms to increase productivity.

The report which focused on the objectives of the Medium-Term Agriculture Sector Investment Plan (METASIP) project such as ensuring food security and increased productivity centred on tomato, maize and rice production in nine farming communities in the Upper West, Greater Accra, Ashanti, Brong Ahafo, Northern and Volta regions.

August 23-September 4 set aside for peace festival

0

The Musama Disco Christo Church (MDCC) has called on its members and the public that the mission’s official Peace Festival will come off as scheduled from August 23- September 4, at Mozano in the Central Region.

Addressing a news conference in Accra, Reverend Isaac Kwesi Bagyinah, the General Secretary of the MDCC claimed that the Church has had information that Prophet Miritaiah Jehu-Appiah, the deposed Akaboha (leader) who has formed Musama Church International and his henchmen are frantically preparing to celebrate their version of the Peace Festival at Mozano, the Headquarters of the Church.

“We would like to remind them that this action will be contemptuous of the Supreme Court and also lead to possible disturbances. We shall take every legally acceptable step to resist any attempts by the sacrilege to our solemn worship.

“We take this opportunity to further remind Prophet Miritaiah and his dissident group to respect the verdict of the Supreme Court and to submit themselves to the leadership of the Church as presently constituted if they want to remain in the Church,” he said.

Rev Bagyinah said the celebration of the Peace Festival by Prophet Miritaiah and his dissident group in the Mozano town had been banned by the Gomoa West District Security Committee, as it would cause a serious breach of the peace in the area, in a letter dated July 13.
He said the letter advised that Prophet Miritaitah and his group could celebrate their festival anywhere within the Gomoa West District, but not at Mozano township.

He said another letter dated August 8, by the Gomoa West District Security Committee re-affirmed its earlier decision on July 13.
He said a ruling by the Supreme Court on Wednesday, November 11, 2015 constituted by Justices Atuguba, Adinyira, Gbadegba, Benin and Akamba unanimously quashed the appeal filed by Prophet Miritaiah, against his removal as Akaboha III and Head Prophet of the MDCC.
He said on June 16 2016, the Supreme Court struck out the case in which Prophet Miritaitah was seeking a review of the judgement upholding his removal.

He said the judgement perpetually restrained the Prophet from holding himself out as the Head of the Church or exercise any spiritual or temporal faculties incidental or ancillary to the office.

Prophet Miritaitah was the leader of the MDCC until 2002 when he was removed by the Church and challenged his removal in court.

“Meanwhile the church will soon roll out programmes and convene series of meetings of all prophets, pastors, priests, church leaders and other relevant identifiable groups and societies… to discuss the welfare and forward march… and its membership,” he said.

Mr Bonahopas Arkhurst, a National Executive Committee Member of MDCC, expressed optimism that the security agencies would step in to carry out their mandate to ensure peace.

Prof Amartey prays upon government on keeping IGF

0

Professor Abednego Feehi Okoe Amartey, the Vice Chancellor, University of Professional Studies, Accra (UPSA), has appealed to government to allow public universities to keep the entire 100 per cent of their internally generated funds (IGF).

He explained that this would facilitate the smooth functioning of the universities in order to produce the needed manpower for the nation’s socio-economic development.

Prof Amartey made the appeal over the weekend in his maiden address at the Ninth Congregation of the UPSA, on the theme: “Celebrating Professional and Scholarly Excellence for Accelerated Nation Building.”

Prof Amartey said: “We have received instructions from the Ministry of Finance that all public universities are required to cede 34 per cent of their IGF to government.

“It is noteworthy that apart from staff emolument and funding of very few projects the government provides; the University of Professional Studies, like other public universities, has to rely heavily on IGF for its operations,” the Vice Chancellor said.

“What makes the matter worse for the University of Professional Studies, in particular, is that while every public university was started with some seed money, our University was not fortunate enough to have enjoyed such a largesse from government,” he added.
He explained that the implication was that the University had to rely mainly on IGF to develop its physical infrastructure facilities for research, teaching and learning, as well as the provision of office equipment and other facilities.

“From the foregoing, parting away with 34 per cent of IGF will have dire consequences on the finances of this University.
“I wish therefore, to humbly appeal that government takes a second look at this matter and allow public universities to keep the entire 100 per cent of the IGF for the smooth functioning of the universities in order to produce the needed manpower for this country,” he remarked.

Dr Matthew Opoku Prempeh, the Minister of Education in a speech read on his behalf announced that government had directed all public universities to reverse their fees to that of the 2016/2017 academic year, until Parliament determined the new fees in line with the Fees Act.

Dr Opoku Prempeh said this new directive was to enable the public universities reopen on time for the 2017/2018 academic year.
He said the concerns expressed by the public universities on the Finance Ministry’s directive that all public universities were required to cede 34 per cent of the IGF to the government was receiving due attention.

At the undergraduate level, a total of 41, representing 1.26 per cent of the graduating class obtained first class degrees; 783, representing 24.06 per cent with second class upper degrees; 1,204, representing 36.99 per cent with second class lower degrees; and 916, representing 28.14 per cent went home with third class.

For the diplomates, seven, representing 2.50 per cent attained distinction, while 136 obtained credit and 137 got pass.
Mr Bagbin, on behalf of his colleagues awardees expressed gratitude to the Management and Staff of the UPSA for the honour done them.
He said the award would go a long way to motivate them to do more for mother Ghana.

Several attempts made to restore peace between these two factions proved futile. The president and spiritual leader of Tijjaniya Muslims council of Ghana Shaikh Ahmed Abulfaid Maikano Jallo made it possible for the Tafo Zongo and the Tafo Traditional council to reconcile.

As part of the delegation were tribal chiefs of Tafo Zongo,Magajiya (queen Mother) the Tafo Chief Imam and the Youth leader of the area.In his speech, the Tafo Hene Nana Agyen Frimpong Ababio showed disappointment in the Zongo Chiefs for not stepping foot in the palace when the incident happened until today.”You were happy when I was beaten.

If not because of* *Shaikh Ahmed Abulfaid, I wouldn’t have allowed you into this palace he said.Khalifa pleaded on behalf of people of Tafo Zongo. His plea was accepted and the chief requested from Khalifa to pray for his people, the Ashanti kingdom and Ghana at large.Earlier, Thr Tafihene had a close door meeting with Khalifa.

Shun intolerance and extremism Muslims urged

0

The Ameer of the Ahmadiyya Muslim Mission Ghana, Alhaji Ahmad Suleman Anderson, has urged Muslims to reject intolerance and extremism.

He reminded them to respect everybody’s freedom of expression and belief, adding that, nobody has the right to bully or annoy anyone because of their religious belief.

They should uphold “our common humanity” and accept to show kindness towards Allah’s creation irrespective of their religion, ideological differences, tribe, culture, color, sex, age or status.

He was addressing the 34th annual national rally of the Ahmadiyya Mission Elders’ Association (Majlis Anserulla Ijtema’s) held in Kumasi.

The Ameer called for all genuine Islamic faithful to preach and to live in harmony with everybody.

“Ensuring peaceful co-existence in a multi-cultural and religious society, the model set by the Holy Prophet” was the theme chosen for the three-day event.

It brought together in excess of 2,000 faithful from across the nation and the goal was to renew their faith.

Alhaji Anderson condemned the violent attacks and brutal killing of people in different parts of the world because of their religion or creed.

These incidents and the likes, he said, “have turned a slogan of religious freedom into a baseless claim that no one abides by in action”.

The Ameer indicated if Muslims would understand the Holy Prophet and truly abide by his examples, they should be able to change the world for the better.

He noted that the Holy Prophet, despite the atrocities, persecution, and ill-treatment by his kinsmen including his closest family members never used aggression as a means to promote his religion.

“He tolerated them without any curse on his lips, no desire for revenge in his eyes and no bragging in his head.”

2016 Election: Aftermath Blues of the NDC

0

The Dr. Kwasi Botchwey committee set up by the NDC to review the NDC’s performance in the 2016 elections has obviously generated debate and controversies on its findings on factors that contributed to the NDC’s loss, and has come up with recommendations for the party going forward. It has also offered opportunity for the NDC to look into its mirror to get a true view of the various dynamics that were at play in the party and as to how to manage them for the success of the NDCgoing forward.

Some of the issues then at play related more to internal issues that played a role in the party’s loss, and are definitely relevant in any analysis of the causes of the party’s loss in election 2016. In this regard issues relating to party unity and the NDC’s organizational strategies for the 2016 elections are very relevant. It is very easy to point to disunity as a cause of the NDC’s loss and cite various instances to support this position; however the fact that the NPP was more disunited than the NDC going into election 2016 and yet won the 2016 election convincingly, indicates that the unity factor may be an overplayed card in the dynamics of factors that significantly featured in the NDC’s loss in the election. Indeed, it is undeniable facts that for as long as political parties continue to be entities with diverse constituents and personalities, total unity would continue to elude all of them. The key is for parties to effectively manage their internal blocks and factions such that issues that generate disunity do not divert them from the main focus of winning elections. Indeed an effective organizational strategy for winning elections appears more important than the over flogged issue of party unity that some have cited for the NDC’s loss in election 2016.

Did the NDC have an effective organizational campaign strategy for winning election 2016? Obviously not, as per the results of the elections. In this regard, the NDC’s communications strategy very much comes to light as compared to the NPP which had a communications and that worked to near perfection. The NDC therefore needs to do a comprehensive review of its media and communications strategies going forward if it is to succeed. In an era where the average Ghanaian, be it on the farms, in the offices, at markets, in residences, and in most remote corners of the country is glued to radio and TV stations for most parts of the day, it is suicidal to go into elections in Ghana today without an effective strategy for getting your message across on all radio, TV and media outlets in the country.

Indeed, you can execute most of infrastructure projects across the country, however if you lack an effective strategy for communicating your work and its relevance to the people and their communities, you would not be credited with doing much for the people. This was largely the situation of the NDC in election 2016.

The obvious strategy employed by the NPP was to ensure that the negative issues of the day dominated discussions on media outlets, not the schools, hospitals,, airports, interchanges, asphalt roads and factories that were being constructed by the NDC. Again, on communications, the role of the social media has also assumed significant relevance in elections management strategy and need to be taken seriously by the NDC going forward. Hopefully, the Dr. Botchwey’s committee has reviewed the overall communications strategy of the NDC in the 2016 elections and recommended a better strategy for improving upon an obvious achilles hill of the NDC- a weak communication and media strategy that played a significant role in the party’s loss in the 2016 election.

Another organisational and structural issue that affected the NDC negatively was the lackadaisical manner in which it introduced reforms to its party register. The Dr. Botchwey committee has highlighted this very important issue in its report as one of the primary issues for review by the party going forward. A party register that is haphazardly put together obviously opens the party to infiltration by enemies, whose grand agenda is to penetrate the party to cause disputes and conflicts within in order to weaken it going into the elections. A porous party register can for instance even influence the selection of good candidates for parliamentary elections, and thus create disaffection and apathy within the party going into the elections. A review of the NDC party’s biometric register is thus a must going forward as has been rightly recommended by the committee.

Significantly, there were external factors as well that contributed to the loss of the NDC in election 2016. In this regard technical issues that were at play in the elections such as over voting, collation of election results and the issue of hacking should be given prominent attention in any serious review of the loss of the NDC in the elections. Strangely however, these technical issues have not been given much prominence even by the NDC. It is hoped that the Dr. Botchwey Committee report touched on these relevant technical issues for review. If not then the NDC would do well to research and review these technical issues as well.

Let’s not forget that in the 2012 elections, the NPP made political capital of the technical issues of over voting and chewed on it extensively with an unnecessary election court petition that lasted for eight months. This lead to a judicial decision on over voting which needed to be applied strictly to the results in the 2016 elections by the NDC in any review of elections results constituency by constituency. This exercise has to be undertaken by the NDC to establish its true strength going forward.

With reference to the issue of hacking which was officially acknowledged by the EC, a call for an official inquiry by the EC into the matter should have been recommended by the committee. The NDC should thus petition the EC for an official public enquiry to be instituted on this matter to let the truth behind the incident be known to Ghanaians. Let’s not forget that the incident was so significant that it caused the EC to suspend its operations for a while. The NDC therefore needs to call for an investigation of this significant event for the record. Even almighty America with its sophisticated IT security infrastructure has identified the issue of hacking as a subject for intense public scrutiny into the results of their 2016 elections. Why the silence on this issue in Ghana? Ghanaians need to fully understand what this hacking incident was all about.

The issue of intelligence gathering on voter sentiments as carried on by the NDC going into elections 2016 needs to be the subject of review by the NDC. For it appears that the NDC’s intelligence gathering strategy going into election 2016 was also very weak. A good intelligence strategy by the NDC for the elections would have obviously indicated to the party that its chances were not as solid as it made its followers and sympathisers believe. This would have killed all complacency within the party and government ranks to enhance its fortunes in the elections.

There were thus internal and external dynamics that contributed to the NDC’s loss in election 2016. Hopefully the committee touched on all these issues. However where the report has omitted to reflect on some of the key elements that contributed to its loss, the NDC should go beyond the report and institute appropriate measures to set the records straight and rectify its shortfalls in order to devise a better strategy for victory in 2020. A comprehensive study of the strategies and methods employed by the NPP in the elections should also engage the attention of the NDC. Good and effective strategies employed by the NPP should be replicated. However negative and offensive strategies employed by them should not be followed, such as employing sheer deception and the use of vigilantism to intimidate voters.

Those within the NDC, who have for parochial reasons resorted to the blame game especially against ex- president Mahama, should therefore hasten slowly. There were a myriad of factors that caused the NDC’s loss in election 2016. Each one of them as identified in the Dr. Botchway committees report should be worked on together with those that were not captured in the report. A holistic review of the NDC’s loss is thus required to seal the various loopholes that were taken advantage of by the NPP in the elections. Of course this is not to say that we should discount the internal and organizational issues that featured negatively in the loss; such as an obviously weak campaign coordinating team as compared to the 2012 team that secured victory for ex-president Mahama.

Chief Appeals to Government to Sustain NHIS

0

Nana Yamfo Esuako XI, the Omanhene of the Agona Asafo Traditional Area, has appealed to the Government to do everything possible to sustain the National Health Insurance Scheme (NHIS).

He said notwithstanding the serious financial and other challenges facing the implementation of the policy; “we must as a nation, strive to adopt a more prudent and workable measures to promote the aims and objectives of the NHIS.”

Nana Yamfo Esuako made the appeal when he addressed the people of Agona Asafo at a durbar organized by the management of the Agona Swedru branch of the NHIS to educate the citizenry on the aims and objectives of the Scheme at the weekend.

The Omanhene advised the citizens at home and outside who have not registered with the NHIS to do so to safeguard their health.

Nana Yamfo Esuako, the guest speaker of the occasion, said there was the need for the NHIS card bearers, especially those in the rural communities, to ensure timely renewal of the cards when they expired as directed by the NHIS officials to avoid any inconvenience in times of crisis.

He called on accredited healthcare providers who were alleged to take advantage of their accreditation to collect huge sums of monies from NHIS clients to stop the practice.

Nana Yamfo Esuako advised clients who encountered such treatment to report such health providers.

‘’This will be the best way to weed out the bad nuts among the service providers in the NHIS,” he said.

Mr Josiah Doam Kittoe, the Manager of the Agona West and East Branch Scheme, said it was about time service providers put a stop to illicit deals, otherwise when they are caught they would not be spared.

Mr Okru commended the citizenry of Agona Asafo Traditional Area for topping the number of registered NHIS clients in the records of the branch scheme and advised them to keep it up.

Ghana outlines major pillars to transform industrial sector

0

Ghanaian President Nana Addo Dankwa Akufo-Addo on Monday outlined 10 pillars aimed at transforming the country’s industrial sector.

The initiatives include building the competitiveness of existing local industries by facilitating access to medium to long-term finances at low interest rates; introducing strategic anchor industrial initiatives which will create new growth poles for the Ghanaian economy, and establishing at least one industrial park and special economic zone in each of the 10 regions.

Speaking at the second national policy summit in Accra, Akufo-Addo said these policy initiatives and programs would be complemented by other policy interventions across government to leverage optimal support to the development of the private sector and create job opportunities for the youth.

He said the government’s agenda for economic growth and job creation was underpinned by program of rapid and aggressive industrialization and value addition, especially in agro-processing and vibrant manufacturing.

The Minister of Trade and Industry, Alan Kwadwo Kyerematen, said Ghana was learning from the Chinese experience to drive its industrial transformation agenda.

Speaking to the investor community, Kyeremateng said the government was using policy as an instrument for change, a situation he said was employed by Chinese leaders some 30 years ago to turn the fortunes of the country around.

“First was the policy to open up to foreign investments to invest in China and secondly also not to rely on the domestic market of China but to take advantage of the export market. Two major policies have made China now an economic power. We in Ghana would like to use policies as instruments of transforming our economy,” he said.

The two-day Summit is under the theme of The Industrial Transformation of Ghana, and is expected to help government elicit feedback to enhance further policy development.

It assembled captains of industries and other stakeholders to examine critically the government’s industrial transformation agenda. Enditem

The BoG also assured the public that all customers could continue normal banking business at all the facilities of the UT and Capital Banks which were now branches of GCB Bank.

The assurance followed the announcement by the BOG on Monday that it had revoked the Licences of UT Bank Ltd and Capital Bank Ltd due to severe impairment of their capital, thereby transfering all deposits and selected assets of the two Banks to the GCB Bank Ltd which has been mandated to take over them.

“The UT Bank and Capital Bank branches and ATMs will continue to operate as normal as GCB Bank branches and ATMs. All staff in the interim will become staff of GCB Bank and GCB Bank will negotiate the terms of their contract,” the statement said.

He said the increase was crucial to help make Ghana an international financial services hub in the sub-region.
Mr Alhassan Andani, the President of the Ghana Association of Bankers said government had agreed to exclude the State Owned Enterprises from the Treasury Single Account (TSA)

The TSA is a unified structure of government bank accounts, which enables consolidation and optimum utilisation of government cash resources.

It is set to linked bank accounts through, which the government recognises all its receipts and payments and obtains a consolidated view of its cash resources at the end of the day.

He said government had been in talks with the Association looking at the impact of the implementation of the TSA for the industry.
“We are grateful looking at the kind of engagement we had, “he added.

He said the TSA would only be impacted by the accounts that were affected by tax revenue allocated to various pool, whether earmarked funds.

He said the level of co-operation between government and the Association in the implementation process was great.
He said the Association also made a number of suggestions to government which would turn the TSA into a pool of accounts sitting at the Central Bank.

Members would speed up the payments for goods and services supplied to government by the private sector.
“By and large, TSA will not really impact the industry,” he added.
