I enumerated various ways adopted by the Mobile Network Operators to out or stampede operations by the audit groups charged with the responsibility of ensuring that MNOS submit accurate information on their data base. Nobody with in-depth knowledge about operations of these Mobile Networks will kick against introduction of very efficient mechanisms to help unravel any act of misrepresentation of information or manipulation of data information to the national authorities.

Mobile network operators are making huge profit but in most cases,try to outwit governments when it comes to calls data declaration. If fraudsters are able to make over 33.5 million dollars within five months of their nefarious operations, then,we must all begin showing deep interest in the operations of these Mobile Network Operators. I get confused whenever Kwaku Sakyi Addo speaks on issues bothering the operators and their relationship with the state.The only mechanism we could adopt to check under-presentations is getting an outlet which would monitor the traffics vis a vis final calls data information declaration.

ATTRIBUTES OF THE CLEARINGHOUSE RELATED TO MITIGATING SIM FRAUD

1.The clearinghouse shall verify the identity of every potential subscriber against a national database before clearance is given to a service provider for any number activation to a service.

2.The clearinghouse shall maintain a database of verified identification of registered SIMs and shall block any unregistered SIM from calling or receiving national and international call.Meaning,all national and international calls shall be transited through the clearinghouse.

3.The clearinghouse shall maintain a database of verified identification of type approved telecom user equipment and shall block any user equipment from making and receiving call. SimBoxes are forbidden in Ghana and thus cannot be used to transit call with a clearinghouse in operations.

4.The clearinghouse shall operate various anti fraud management mechanisms to ensure that all manner of telecom fraud and unsolicited messages are mitigated.

I don?t think these solid principles and lines of operations must be rubbished in anyway.If the operators want to play the game on a fair and balanced turf,then I will say these measures will rather help sanitize their operations.The issue is,users of their network who are charged indirect taxes patronizing their products, must be protected from unnecessary manipulations and the state who provide safe environment for their operations,must also get its fair share of profits made.

Both entities which are the state and the networks stand losing huge profits if such measures are not instituted to mitigate against possible fraud. I see any challenge to this idea as exposing hidden intentions to perpetuate act of sabotage. Those speaking on the topic must also consider the existence of operators with less customers. They are competing with other operators with huge subscribers and solid international background, if fair and balanced measures are instituted,we may end up killing the smaller groups which could lead to market monopoly.
