Deputy Minister-designate for Transport Dorcas Affo-Toffey has disclosed significant challenges in Ghana’s electric vehicle (EV) transition, revealing only 4 of 10 delivered electric buses are operational.

Testifying before Parliament’s Appointments Committee on July 25, 2025, Affo-Toffey attributed the 60% failure rate to faulty charging systems in the buses, part of a 100-vehicle order initiated under the previous Akufo-Addo administration.

The revelation threatens Ghana’s ambition to position itself as West Africa’s EV hub, casting doubt on technical readiness despite national plans for emission reduction and EV manufacturing.

Affo-Toffey confirmed Transport Ministry engagement with suppliers to resolve the issues but acknowledged operational risks. “Failure to maintain this small fleet undermines confidence in our scaling capacity,” she implied during questioning.

While reaffirming Ghana’s commitment to electric mobility, the deputy minister-designate stressed urgency: “Swift resolution is critical to demonstrate regional leadership.”

The setbacks highlight infrastructural gaps needing immediate attention before expanding the fleet. Affo-Toffey pledged collaboration with Transport Minister Kwaku Ofori Asiamah to accelerate fixes, noting global trends demand Ghana’s participation despite current hurdles.
