Ghana and Germany Launch Jobs Programme Targeting Agribusiness and Digital Economy

Ghana’s Ministry of Trade, Agribusiness and Industry has convened a stakeholder rollout meeting for the Private Sector and Innovation Promotion (PSinno) Programme, a new German-funded initiative designed to accelerate job creation and private sector growth through agribusiness and the digital economy.

The programme is being implemented in partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and commissioned by Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). It forms part of Germany’s broader Invest for Jobs special initiative, which supports employment-led growth in eight African partner countries including Ghana.

Programme Manager Arlett Stankovic said PSinno is structured around strengthening Ghana’s economic development through innovation and strategic collaboration between public and private stakeholders. Participants at the rollout session were divided into thematic groups covering the business environment, agribusiness and the digital economy, with each group mapping priority reform areas including access to finance, regulatory bottlenecks and technology adoption.

GIZ job listings confirm that PSinno will operate an office in Tamale, signalling a deliberate focus on northern Ghana, where micro, small and medium-sized enterprises (MSMEs) face some of the country’s steepest structural barriers to growth. John Duti, who addressed the gathering, said the programme would target selected sectors nationwide with particular attention to the north, where it aims to leverage innovation to generate income and employment opportunities for smaller businesses.

The Invest for Jobs framework under which PSinno operates is designed to support Ghanaian companies in becoming more competitive by removing investment barriers, opening new markets, and promoting economic locations including business parks and industrial estates.

The session, chaired by Cynthia Djokoto, Director of Micro, Small and Medium Enterprises at the ministry, brought together government agencies and industry players to identify sector-specific barriers and map opportunities ahead of full programme implementation. Officials used the session to outline ongoing reforms and signal government readiness to improve the business climate for smaller enterprises.

The Invest for Jobs initiative is active in Ghana alongside seven other African countries and focuses particularly on creating decent jobs for women and young people through private sector-led growth.
