Following the sixth plenary session of the 18th CPC Central Committee, a conference held by the International Department of CPC Central Committee on Nov. 4, has stated that CPC members, particularly high-ranking officials, must set an example for the people and therefore must abide by even stricter laws.
The conference was given by members of the discipline inspection team who are part of the drafting group for the policy research. They stated that a new situation requires advancement in regulations to enforce Party discipline. They outlined some of the details of the two documents approved by the sixth plenary session: namely, the “Norms of Political Life Within the Party under the New Situation” and the “Regulation on Supervision Within the Communist Party of China.”
Tian Peiyan, director of Party Building Bureau, Policy Research Office of CPC Central Committee, introduced the development from the 6th plenary session led by Chinese President Xi Jinping: “The Party needs to purify itself.”
He said, “The Party will never shy away from problems such as weak convictions among some Party members, disloyalty, vote rigging, joining cliques and political plots.”
Peiyan continued: “Even senior figures have forgotten that we are a developing country and have acted out of their capacity, implementing in their regions their own version of central committee policy. Power without restrictions can lead to corruption—this is due to missing regulations. A power list is required to outline the expected responsibilities and bottom lines, and the new regulations contain more than 50 prohibitive rules for officials.”
“The highest ranking officials or the ‘key group’ must play an exemplary role in guiding the new practice of discipline. Some Party members are not united or centralized. Both practice and reality have shown that we are better able to achieve the two centenary goals by increasing democratic centralization by strengthening and upholding the authoritative role of the central committee with Xi Jinping as its core,” stated Peiyan.
Miao Qingwang, director of the Research Department, CPC Central Commission for Discipline Inspection, provided details on the regulations, explaining that trust cannot replace supervision and there are no exceptions to intra-Party supervision. He outlined the framework for the new regulations in a new guide containing eight chapters and 47 articles.
The Ethiopian ambassador asked the panel how the two systems of supervision, intra-Party and external, can be combined. Dr. Miao responded by saying that for the system to work, national organs, the people, the Constitution and the laws and regulations all must play their part.
He also added that, “Chinese officials must have stricter supervision than normal citizens so as to curb their power and set an example. Party discipline and Party law must come first before national law for Party members. This is more efficient, as sometimes members may not be breaking national laws, but are breaching Party discipline.”
