A quick FIFA diagnosis into the source of the illness steadily killing Ugandan soccer pointed at a substandard FUFA constitution and articles of association.
Primo Corvaro, an official from the FIFA’s Depart of National Associations, explained that the constitution did not put in place proper tools to resolve conflicts and many articles are wanting.
The FIFA official is in Kampala to resolve a standoff between FUFA and Uganda Super League (USL) over management of the league.
“The constitution and articles of association are not up to standard. They are not good. That’s the source of these issues. We are here on an assessment mission and shall not come with a final decision on this standoff but advise on how FUFA can resolve their difference,” Corvaro, who was flanked by FIFA development officer Ashford Mamelodi told journalists after meeting Uganda Super League (USL) officials at FUFA last evening.
Corvaro pointed out that the constitution and articles of association should be reviewed. “We have standard statutes national associations are supposed to prioritize when making their constitutions. It has now become urgent in Uganda and they need to review the constitution soon,” Corvaro stated.
Corvaro who also twice met the FUFA executive and USL will report to FIFA which will in turn send normalization guidelines to FUFA. “It’s an internal matter that FUFA can solve because it controls football in Uganda. We can only guide at this stage.
In Indonesia where there was a breakaway league, we considered the one run by the FIFA affiliated national association,” Corvaro explained.
Asked about USL chairman Kavuma Kabenge’s 11-year ban, he advised that he should appeal through the FUFA structures or court of sports arbitration but should not contest the decision in the public courts of law.
“They could even set arbitration committee locally. The issues can be resolved,” Corvaro observed.
Earlier on Monday, FUFA agreed to provide referees to run the league on condition that the banned officials Kabenge and USL chief executive officer Ebil Segawa respect the decision pending a review by a committee that state minister for Sports Charles Bakabulindi is due to name.
