The Board of the Ghana Statistical Service has attributed its decision to ask the Government Statistician, Dr Grace Bediako, to proceed on leave, to her poor management of some projects run by the Service.

The Board said a group of international partners comprising the World Bank, EU, and DFID who assessed the performance of the Service threatened to withhold funding to it.

A statement signed by the Board Chairman, Prof. Francis Duodoo, said the observations of the partners chimed perfectly with the Board’s own previous concerns.

The statement said in line with the Board’s efforts at restructuring the Service, Dr Bediako had to be asked to proceed on leave.

It added that while the Service was performing poorly, “Conversely, the international partners praised the delivery of the Multiple Indicator Cluster Survey (MICS), which had the Deputy Government Statistician, Dr. Nyarko, at its helm.”

This explains the Board’s decision to ask Dr Philomena Nyarko to act as Government Statistician.

The statement denied claims that Dr Bediako had been forced out to allow for a manipulation of the census results for political purposes.

The attention of the Governing Board of the Ghana Statistical Service (GSS) has been drawn to misrepresentations of our actions in The Chronicle of January 24th, 2012, that received further mention in various other media, including yesterday’s Daily Guide, which erroneously purport to explain the Boards appointment of Dr. Philomena Nyarko to act in the stead of the Government Statistician, Dr. Grace Bediako, as the latter initiates her leave.

Among the host of inaccurate attributions were the suggestions and indications that:

– The Government Statistician is being hounded out of the Service

– She was replaced because she would not accede to a request to her to alter census results

– The untrue suggestion of desired alterations had something to do with the 2012 elections

– The norm would have called for the Government Statistician to hand over to Mr. Opoku Manu Asare, purportedly her “First” Deputy

– The GSS had set April 4th as the release date for the census

– Some individuals, presumably on or related to the Board, are eager to take over control of a World Bank fund allocated to the Service

There was also a suggestion that it was inappropriate to replace Dr. Bediako while she was out of the country.

The Board categorically rejects these pronouncements and is disappointed in the exhibition of journalism that, prior to publication, refused to even verify supposed “facts”, which stood to undermine confidence of domestic stakeholders and international partners in a very critical national institution, the GSS, at what is a very significant juncture in the census cycle.

This press release constitutes a rejoinder to set the record straight.

Here are the facts as the Board saw them:

1. With the Government Statistician taking her leave, Dr. Philomena Nyarko was asked to act in her stead and three additional temporary/acting appointments were made, effective immediately, in an effort to shore up upper management and address fundamental concerns about the effectiveness of the Ghana Statistical Service;

2. There is no hierarchy of first/second deputy in the Service and, indeed, Dr. Nyarko was already acting for the Government Statistician during the latter’s very recent trip to South Africa. Thus, the statement that Mr. Opoku Manu Asare should have been the rightful replacement is simply untrue.

3. No one on the Board has asked anyone in management to doctor any figures on the Census, for any reasons including the 2012 Elections. Also, and for the avoidance of doubt, there has been absolutely no request or directive from Government in this direction. The Service will continue to remain independent in the delivery of its functions. Likewise, the suggestion that anyone is trying to take control of a World Bank fund (presumably the MDTF) is categorically unfounded, and is effectively impossible, given the Bank’s tight system of controls.

The entire nation is aware of the challenges faced in the recent census, and the Board has been actively considering ways of resolving the issues that have delayed the release of the census, at the same that it oversees a restructuring of the Service. However, the immediate events that culminated in the Board taking action the above actions are as follows:

1. A group of international partners comprising the World Bank, EU, and DFID have extended support to the GSS and the broader National Statistical System (NSS) through a Multi Donor Trust Fund (MDTF) to the value of seven million dollars to support implementation of the Ghana Statistics Development Plan. These partners conducted a mission visit to the GSS beginning on January 9th, 2012 to assess the progress of implementation of the project.

2. On January 18th, 2012 they briefed the GSS Board on their findings, and reported that based on the “evidence of performance” and “poor delivery” of the project, the partners were inclined to recommend that funding flows from the Multi Donor Trust Fund be stopped; that meant the Government of Ghana would immediately lose more than $3.5 million in valuable support

3. Although she met with the mission at the beginning of their visit, the Government Statistician was at a conference in South Africa when the very disturbing findings were presented by the mission. The seriousness of the issues facing the MDTF was clearly outlined to the Government Statistician and her Deputies, and was reiterated at the beginning of each meeting with staff. Given the gravitas of the situation, a decision was made by the mission team to invite the Board Members to the planned debrief with the Deputy Government Statisticians on 18th January, 2012. As the Government Statistician was not present for the de-briefing, she missed the opportunity to give the head of agency response to the issues raised. Despite the ominous signal evident in the international donor’s request for Board members to attend the debrief, Dr. Bediako opted to remain at the conference in South Africa; the invitation to the Board members indicated that the partners had “extremely serious concerns about the future viability of the project” and were “considering no further disbursements and possibly even requesting unspent funds” be returned.

4. During the January 18th de-briefing, the partners not only outlined the real risk of losing funding from the MDTF, but also highlighted the more ominous view that the risk of loss of support transcended the MDTF, in that the likelihood that it would affect the follow-on $40m project (given the experience of the partners with GSS’ execution of the MDTF), and have wider implications beyond GSS to include other MDAs, was hardly trivial. So, this was not simply about saving the $3.5 million remaining to be disbursed in the MDTF, but also about salvaging more substantial, longer term support for Ghana.

5. In response to the Board’s question about what the international partners attributed the lack of progress and poor performance to, they referred to the lack of follow-up on actions through the entire organization, lack of delegation to staff and staff frustration with this, weak motivation and commitment of staff, disengagement of directors leading key assignments, etc. Essentially, the partners were explicit in their concern about the degree of centralized management and the lack of effective delegation, and particularly how these were inhibiting all MDTF activities.

6. There was also strong concern expressed about the insufficient and inconsistent responses the mission had received about the status of the census results and whether the Service would meet its March 31st (not April 4th) deadline; from their calculations, the pace of progress suggested to the partners that the results could not be completed before mid-April, and would most likely not come in before end of May.

7. Conversely, the international partners praised the delivery of the Multiple Indicator Cluster Survey (MICS), which had the Deputy Government Statistician, Dr. Nyarko, at its helm, and wondered how it could contrast so sharply with the delivery of the MDTF, given that both were being delivered by the same institution. The point was about how differently the MICS project had been set up and managed.

8. In response to the Board’s inquiry about what it might take to reconsider their position, the international partners indicated that after two weeks, they would have to complete their assessments and make final decisions, which could only be based on information they had at hand at that point.

9. The international partners’ findings reflected concerns the Board had already expressed to management (stemming from the Board’s own observations over time, information received from staff, the findings of the previous mission from July 2011, the MDTF memo of October 2011, etc.), and which the Board planned to address further through the ongoing restructuring of the Service. What was new from this most recent conversation about the mission was the urgency with which the findings had to be addressed; the Board interpreted all of this to mean that swift and decisive actions had to be taken in order to demonstrate our continued commitment to the Ghana Statistics Development Plan (GSDP) and the MDTF, and responsiveness within two weeks.

10. Thus, the Board’s actions should be seen as working in the direction of saving the MDTF for Ghana and the GSS/NSS, and to restore the confidence of the international partners so as to ensure continued support in the future. Right after the meeting with the international partners the Board convened an emergency session and took the decision to immediately implement certain changes in the way management is delivered, and regarding delivery of the census.

This is the extent of what has transpired at the Ghana Statistical Service over the last few days.

The Board wishes to express its appreciation to the general public for the support received over the years, and to state that the Service will work tirelessly to ensure the production of credible statistical information for national development. Most immediately, the Service will strive to release the 2010 Population and Housing Census results, by the stipulated goal of March 31st, 2012. All stakeholders, and particularly the press, are invited to lend their support to the Service to help it attain its national goals.

Defeated Sege MP alleges fraud in just ended primaries

The defeated Member of Parliament for the Sege Constituency in the Greater Accra region, Alfred Abayateye is calling for an audit of all candidates who contested in his constituency.

Alfred Abayateye who alleged spiritual attacks on him by unknown persons before the NDC parliamentary lost to Christian Odotei. He told Citi news he is not happy with the outcome of the elections.

“I would be glad if audits would be carried out especially in my area. Those who used company monies to do campaigns; the people’s hard-earned money. Anyway the Lord is my provider” the embittered MP told Citi News

Although he maintained that he has no qualms with Mr. Odotei, he however blamed the latter’s campaign team for plotting to kill him.

Honourable Abayateye has also assured Christian Odotei of his support.

Even Asiedu Nketia Has Gained Weight Due To Better Ghana Agenda – Allotey Jacobs

Controversial Central Regional Communication Director of the National Democratic Congress, Bernard Allottey Jacobs has praised the NDC government’s Better Ghana agenda arguing that, even their General Secretary Johnson Asiedu Nketia has gained some weight as a result of him enjoying a better life.

Speaking on the objective of the demonstration embarked upon by the Alliance for Accountable Governance (AFAG) on Adom FM’s political talk show, Dea Me Hunu on Wednesday night, Allotey Jacobs stated that, even the lifestyle and living conditions of the AFAG leadership and their NPP executives, who led the demonstration, exposed the demonstrators as dishonest people.

He described them as living well and driving in huge vehicles due to the economic growth achieved though the government’s prudent policies despite the global economic pressures.

He says apart from the dishonest AFAG members and their NPP ‘pay masters’, all Ghanaians appreciate that Ghana has improved since President Mills took over the reins of the nation.

But NPP Member of Parliament for Asokwa, Maxwell Kofi Jumah rubbished the claims.

Kofi Jumah also disregarded the latest reshuffle describing it as having cleared the best people leaving the ‘bad’ ministers who have underperformed.

He stated that the reshuffle will make the NPP’s campaign easier adding that if the current set of ministers were in NPP, they would not come close to a ministerial appointment.

He mentioned Okudzeto Ablakwa, James Agyenim Boateng, Baba Jamal and Betty Mould Iddrisu as lacking the experience and knowledge to manage individual ministries adding that the NDC lacks the qualified men to govern the state.

Though he admitted that experience does not necessarily make a good minister, he claimed the NDC ministers lack the requisite knowledge and skills to do the job.

In a quick rebuttal, the Majority Chief Whip, Gershon Gbediame said he trusts the selection of the president, adding that qualities of good leadership are abundant in the selection of the current team.

He challenged the opposition NPP to contest free and fair elections insisting that they would be shocked at their loss.

He acknowledged that after the current backlash over the fuel price increase, he believes that fuel issues should never be politicized adding that it always comes back to haunt the political parties

Nkrumah Would Have Rejected “China’s Gift To Africa.”

“And it came to pass, as soon as he came nigh unto the camp, that he saw the calf, and the dancing….anger waxed hot, and he cast the tables out of his hands, and brake them beneath the mount.”

The new African Union headquarters with a statue of Kwame Nkrumah in front, at Addis Ababa, labeled as a ?China’s gift to Africa? is very disturbing. In fact, it is not a gift. It is a bribe. In diplomatic parlance, a gift is a bribe. It is not an appreciative gesture like the Eiffel Tower. We haven’t done anything for them-or have we? It is the biggest open bribe in the history of the world- just like the Chinese fortune cookie proverb, ?If you want to do something in secret, do it in public.?

The gift, importantly, reminds me of a story I read in my teens. In the story, the richest and most respectful man in town was also the biggest Chief robber. He built the town a state of the art prison as a gift to much applause. When the Law finally caught with him, he was locked up in his prison. And he escaped. With the fourth in line of the Standing Committee of the Central Committee, Jia Quigin, in attendance at the ?opening ceremony of the Headquarters,? Edgar Wallace’s short story is the perfect Myth that could be employed in the future to easily and simply teach our children at a very early age ? age three perhaps – how the Chinese came to own Africa… in less than 50 years after Independence…why their names are now “Chan,” and no longer John or Jacques…not even Kwame.

In truth, the prospect of Africa getting a worthy competitor in the ?Neo-Colonization? arena was an exhilarating thought to an ardent free marketer. Alas the West and our other Masters were about to get serious competition; the better for the consumer.

But Chinese pace has taken me by surprise. Naively, I had pegged the inevitable conquest in two generations, forgetting that the ?Year of the Dragon? was just around the corner, a generation ago. Comparatively, only Genghis Khan’s army had come anywhere near the current pace.

With this $200m colossus, the Chinese have, in a single swoop, laid down a deeper foundation, in a much shorter time than it had taken the West and our other Masters. In effect, the Chinese are going to do our political leaders what the West did to our forefather Kings and their tribes; though the latter didn’t know any better-yet many of them fought. This time around, there is a new breed of the Africa tribe, the post colonial tribe: the dictatorial tribes, democratic tribes, military tribes, religious tribes, the educated tribes etc and they have given up without a single protest.

At least once a year, every African leader will have to travel to the AU Headquarters. Factoring in the all year round Sub-committee meetings involving Vice Presidents, foreign ministers, AU representatives, permanent representatives, Army Generals Staff, NGOs and so on, the whole continent is now vulnerable. A $200m high tech structure will need the tech crews, engineers, repair, maintenance outfits on daily basis; mostly they will be Chinese or Chinese trained and specially trained by State agents and Commissars.

An Africa country with no official diplomatic ties to China needs not worry anymore. In any given day, an African Representative, from any part of the Continent, could bump into a Chinese Agent in Addis Ababa, ever ready with a hint, a helping hand, an inducement, a gift, recommendations; none of them coincidental; directly and confidentially sanctioned by the Politburo. One would not need to go to Beijing and leave behind tracks. Addis Abba is the cover story now.

Though we are all his children, we desperately need the worshipers of Nkrumah to decipher for Africa, the symptoms of Neo-Colonialism and Post-Imperialism; whether the Osagyefo had warned against gifts or had said anything about the East. However, we don’t have to expect much help from that quarter, judging by the way things are going, do we?For they are busy worshiping the Golden Calf in front of the Chinese Pagoda in Addis Ababa, hypnotized out of their senses.

?And he took the calf which they had made, and burnt it in the fire, and ground it to powder, and strewed it upon the water, and made the children of Israel drink of it.?

Ghanaians abroad to embark on operation “Occupy Ghana Missions”, if….

The Chairman of the Ashanti regional branch of the Ghana Shippers’ Authority (GSA), Joseph Amoah has stated that passing the Ghana Shippers’ Authority regulation 2011 will help to reduce unwarranted charges within our harbours.

He made this statement on Thursday on an American based Ghanaian radio station, Highlife radio (www.highlifetoday.com), during an interview on its flagship program ‘Ghanaians Abroad’ hosted by Yaw Ansah.

In the interview, Mr. Amoah stated that the financial compulsion faced by Ghanaians mostly those in the Diaspora during the clearance of their goods from the harbour is as a result of the numerous infamous bureaucratic tendencies that have engulfed the premises of our harbours. He said there are self-styled agents patrolling the premises of harbours without any authorization from the authorities in charge. These self-styled agents are always on the verge of finding vulnerable individuals to shot chain at every point in time ? he said.

In addition, he mentioned that the challenges faced by numerous Ghanaians at the harbours are of great concern to the GSA, and it is against these backdrops that the GSA has formulated a regulation that is in parliament for the house perusal and subsequent passage.

Mr. Amoah said the regulation when passed, will bestow much power on the GSA to have oversight responsibilities on the clearing and forwarding activities at the harbours. This he said will help the body to monitor and ensure that the appropriate business charges are what are preferred to customers.

Furthermore, he reiterated the commitment of GSA to weed out excess clearing and forwarding agents and agencies whose work on the site are just a mere duplication of officially certified agencies and agents ? an act which he said constitutes the litters of corrupt and deceptive practices at the harbours.

However, he sounded caution to Ghanaians abroad to be weary of such nation wreckers. He said businesses at the harbours should be done with certified officials to ensure that the due process of the law is followed.

Numerous calls came from listeners when the phone lines were opened for call-ins. While questions ranging from shipping regulations to ‘duty’ charges were asked, other couldn’t hide their resentment as they narrated their ordeal in the hands of officials and other scrupulous self-styled agents at the harbours. Some of these narrated ordeals were so pathetic that callers became charged emotionally, and started throwing tantrums at the government for its lackadaisical approach to the issue at hand. It took the persuasive skills and experience of the host, Yaw Ansah to calm down on the program.

There were many shrieks from the callers to take ‘radical’ steps against various Ghana missions abroad. This they say will attract the needed and urgent attention of the government to their numerous but austere predicaments at the habours ? thus attracting the needed redress.

The avalanche of callers who called into the program sounded committed to ? in the near future ? lay down their jobs and time to occupy the premises of these Ghana missions in their respective country of calling ? if government does not duly respond to their inclement call.

As at the time wrapping up this story, consensus on operation ‘Occupy Ghana Missions’ (OGM) as indicated by many of the ?poised to action? callers from Europe (UK, France, Netherland etc), Asia (Japan and Saudi Arabia) and largely from America, was still in the build-up ? but likely to manifest if those concerns raised by them are not addressed. We are tired with governments handling this same old situation with kid gloves ? the callers stressed.

However, Mr. Amoah admonished the listeners to be cautious to do more background checks on those whom services they engaged. He called on them to exercise restrain while government and other stakeholders seek to bring sanity to the sites.

Campaign Websites-Did Okudzeto Ablakwa Get It Right?

It gives me great pleasure to write on this important topic especially as we prepare for this year’s Parliamentary and Presidential campaigns.

So far, apart from the Website of the Honorable Deputy Minister for Information, Samuel Okudzeto Ablakwa, www.okudzetoablakwa.com, which has been clearly advertised on facebook.com and other media, I am yet to see other individual campaign websites aside political party websites beaming with life and fairly ready for the campaign season.

The Official National Democratic Congress (NDC) website, nationaldemocraticcongress.com is inactive and the last time it was updated was 6th January 2012. The New Patriotic Party’s website, www.thenewpatrioticparty.org is better with the latest information of the party. The NPP seem to be ready with their online strategy to wrestle power from the NDC. It seems the ruling NDC is not serious about the power of websites. I am sure by the time they finish reading this article, something will be done to their web communications strategy.

As at the time of writing this article, the Vice President (vpghana.gov.gh) as well the President’s (presidency.gov.gh) websites were down. I am surprised that in a campaign season like this, where people would like to see activities by the President and Vice, their websites are down. It is very bad for political campaigns.

But well, they are being survived by their ?mother?, the ever charming and best website of all time-www.ghana.gov.gh. In fact I love this website, it is funny they call it a portal when it is clearly a website. Anyway, I love the layout, the color scheme, its features and the content. The government should submit this website for an award. Content on this website, especially news have saved the government. I visit this website and it is a pleasant feeling as a Visual Communications expert to see the dynamism of this website.

Well, before we look at the essence of a campaign website, I would like to comment on Mr. Okudzeto Ablakwa’s Official Campaign website, okudzetoablakwa.com. I am commenting on this website because it is a bold initiative and effort. More so when one reads news articles online coming directly from the campaign website and signed by it. This tells you how seriousness has been attached to the running of the website.

At a first glance of www.okudzetoablakwa.com, I must admit it is attractive. The colors are well used and the website professionally developed and informative. The issue of website usability is right and on point.

The use of social media on the website is encouraging. I saw a Facebook fan page integrated on the website, a YouTube video channel and a Picasa for the photo gallery. This clearly tells you that the young man is up to date with social media and knows how to use them. What I didn’t find was a twitter account which must be there because it is more popular now. Other tools maybe integrated.

I also didn’t find any Donation Widget on the website-a button soliciting for funds (maybe he has a lot of money for his campaign) but for us in abroad, there should be a system of making donations to help campaigns in Ghana.

On the contacts page, I only saw an email address and a contact form. I suggest they add a telephone number to that page and any other information for people to be part of the campaign.

I love the links, news, photos and video pages, they contain some good information but there is more room for improvement.

Overall, I will give www.okudzetoablakwa.com 85%. It is an excellent effort and for me the website as I can see would also serve as a digital archive of the Honorable Deputy Minister. I will urge the team working on it to continue feeding the website with lots of information to enhance the work of the Honorable Deputy Minister.

In fact campaigning online isn’t an option for politicians like Samuel Okudzeto Ablakwa, and political parties such as the NDC and NPP. It is indeed a necessity for presidential campaigns all the way down to parliamentary elections in Ghana. Voters are going online to research candidates and their positions, what they have done before, their future aspirations and all. And if people are interested in you and your campaign, they’ll be searching for you on the Web.

Perhaps the most misunderstood medium in all of politics is the website. Partly because it is (relatively) new, and partly because it is ?technical,? consultants, candidates and volunteers often overestimate the power of a website, and fail to see the real ways it can help their campaigns.

Despite what you may have heard, websites will not magically bring in fundraising dollars without effort or take the place of television advertising. Used right, however, websites can and will be a great benefit to your campaign.

Howard Dean who ran unsuccessfully for the 2004 Democratic presidential nomination campaign had many of the features of successful campaigns: press coverage, successful fundraising and exciting people. He achieved this not just through traditional campaign strategies but also by extensive use of the internet. He used his official blog and Meetup.com to bring people together and organize fundraisers. This was cheaper than traditional fundraising and resulted in a hug number of small donations, allowing him to avoid fundraising limits. However, his team missed the crucial element of converting enthusiastic participants into active voters. As Clay Shirky points out in Here Comes Everybody, Dean created a movement that strongly appealed to some people, but which participation became more important than voting.

Some of the same strategies Dean used were taken up by Barack Obama during his 2008 campaign. Barack Obama was called the King of Social Networking by the Washington Post as he became the first social media President. His campaign team was the first to fully understand and harness the potential of social media to communicate his message and energize supporters to donate and vote.

Barack Obama’s campaign team didn’t invent anything new but strategically used social media, websites, SMS and emails to establish his candidacy and win the elections; in fact he had a strong Web Communications strategy.

He didn’t use just one platform but ensured his message was spread across multiple sites that complemented his message of change. He engaged people, listened and used not only the major sites like Flickr, Facebook, MySpace, YouTube and Twitter, but also more specific sites like Glee and BlackPlanet.

The majority of Obama’s donations came from donors giving just $200 or less. He achieved this by ensuring that on each site there was a donation widget.

No politician can control how the media uses and spins his message. One way around this is using social media channels to distribute the message. Also, with a large community eager to listen it is important to speak directly to them. Obama used YouTube to announce his reelection campaign. Twitter is a far more popular tool now than in 2008, and Obama’s campaign team have given it more importance by setting-up separate Twitter accounts for all 50 states to target state-relevant messages to supporters.

The effectiveness of Obama’s online strategy to engage and mobilize people can be seen in some of the numbers [reference]:

No matter how big your campaign is, a website is a must. Don’t think your campaign is large enough to justify a campaign website? It is, and just imagines what your opponent will do when they see that you’re already online.

Simply put, your website will scare the heck out of them! With a campaign website early in the season, you’ll have the competitive edge. Your organization looks larger, your message is out there for voters and volunteers – and maybe you’ve even started online fundraising. With a solid Internet presence, your opponent will have no choice but to create their own website, forcing them to spend scarce money and resources just to keep up.

A political campaign website also helps to get information out quickly and cheaply ? The Internet is a great way to get press releases, issue papers, articles, and even campaign posters out to the public in a short amount of time. Of course, no one will know the information is there unless you tell them about your website (we’ll discuss promotion later), but the web is still a great way to make campaign materials available to your organization and the voters at large.

As a Ghanaian living abroad, it helps us to know how to support elections in our various constituencies.
