Under their umbrella body, Uganda Public Workers’ Union, the employees want court to halt the exercise arguing that guidelines issued by the executive director have several irregularities and their implementation exhibits clear bias against the old staff.
The union branch chairman, Mr Kirega Musisi, said the guidelines were undermining people’s rights as government employees, who are supposed to receive terminal benefits.
“The executive director is either forcing us not to apply for the new jobs when she says those who fail interviews will not receive their benefits. KCCA is a new institution, we believe that all staff should be given their benefits and whoever wishes to work with KCCA reapply,” Mr Kirega said during the workers’ meeting in Kampala yesterday.
KCCA Spokesperson Peter Kaujju, however, said workers were misinterpreting the guidelines and advised them to seek advice from the relevant offices: “That’s not true, they should be guided on how correctly this exercise will be carried out.”
The employees also accuse KCCA of establishing a district service commission which does not exist. According to the guidelines issued by the executive director’s office, all positions below manager level will be recruited by KCCA management.
