South Sudan: Country Produces More Oil Than Revealed – Minister

Juba — Undisclosed oil wealth have been revealed during the shutting down of South Sudan oil production and closure of pipeline whose crude for export runs through the Sudan pipeline to the port terminals.

According to the Minister of Petroleum and Mining Stephen Dhieu Dau, more oil wealth was discovered in the two producing oil States of Unity and Upper Nile during the shutting down of oil production in the Country.

He said it was discovered that oil production in Unity State was 600 barrels and above per day but the oil which was calculated for South Sudan in a day was much less than that quantity without giving more details.

“Some wealth of South Sudan were not accounted for during oil production,” the Minister said.

He told the Parliament that South Sudan was producing a lot of oil but Sudan did not account for it as it was assumed that there was less production without calculation.

The Minister said the halting of oil production has become a “blessing” to South Sudan that it has more resources underground while an alternative pipeline which will not pass through Sudan is constructed.

He said the construction of our own oil pipeline for South Sudan has become a top national project in the Country and assured that the Ministry of Petroleum would put measures in place to protect citizens on environmental effects which might result from oil production.

On Tuesday the National Legislature directed the Government to look for alternative pipelines that would be cheaper, to pass through one country that does not have any relations with the Sudan.

The Legislators have further said that before production of oil is resumed survey must be done to clearly know how much oil is pumped out per day.

At a joint press conference by the Kpone Traditional Council (KTC) and the Kpone Coalition of Youth Groups at Kpone, the people warned TDC that they would not tolerate any development of the disputed Kpone lands.

Addressing the press conference on behalf of the two groups, Mr Josiah Nuertey, their spokesperson, said it was regrettable that although Mr E.T. Mensah, Minister of Water Resources, Works and Housing, assured the people of Kpone that not until the impasse between the TDC and the KTC was amicably resolved, all activities on the disputed Kpone lands should cease, TDC was flouting the directive with impunity.

He alleged that TDC had hidden behind legislation to give out large portions of Kpone lands for the construction of warehouses.

He recalled that in 1974, 1998 and 2006, TDC released three tranches of land to the people of Kpone, adding that these releases totaled 729 acres or 1,724 plots, out of about 17,000 acres government acquired from the people.

Mr Nuertey said in spite of the many sacrifices by the people of Kpone by virtually donating their land towards the development of Tema, the town was the only one along the coast that had no Senior High School (SHS).

He said the parcel of land carved out of the meager stool land of Kpone, was woefully inadequate for the SHS project to take off and added that the people would need land to build infrastructure for the newly created Kpone-Katamanso District.

Appiah: John is a great player for us and when he plays we feel defence is safe and we would have loved to have him and his defensive partner Vorsah playing but these two boys, John Boye and Jonathan Mensah will fill in for them. Mensah played well in the center back role in the last World Cup and John was the only new boy in first game against Botswana and he played well so we are confident they will do a good job on Saturday.

Cafonline.com: What is the reaction and impact to you and the team when you see a side like Senegal getting knocked out of the tournament?

Appiah: I was surprised with what happened to Senegal and l thought they would recover from the first loss but it wasn’t to be. I wondered why they seem to play relaxed and only started to play after they were down. I don’t know exactly what it was down to but it has made our team stay even more focused and we tell them football is developed on the African continent and all over so you cannot underrate anyone anymore. We have watched these games here with our players are aware there are no lesser teams, so Mali will be treated with utter most respect and we will seek to give a through performance against Mali.

Cafonline.com: You saw Mali beat Guinea how do you intend to tackle them

Appiah: The team tactics and approach for this game will be not be too different from the first game but we will change a few things accordingly. Mali put up a solid display and mounted an effective defence against Guinea so we have been working on getting goals and to do so we need to find ways to break them down.

Cafonline.com: And finally how would you describe the mood in the Ghana camp ahead of the Mali game?

Appiah: It is a happy camp and all is well. The team is motivated and we had a visit from the Vice President of Ghana which was great and the boys are in jovial but focused mood.

Davos — PRESIDENT Jakaya Kikwete has made a case for massive investments in Africa, saying the continent has made big strides in different sectors.

He told a preparatory discussion panel at the World Economic Forum (WEF) here on Thursday that there was clear evidence Africa was growing at a notable pace.

“There is need for change of mindset on Africa as the continent has proved that there is every possibility for quick returns on investments”, he told the audience at the session chaired by former British Prime Minister Gordon Brown.

The panel also comprised Kenyan Prime Minister Raila Odinga, Ethiopian Prime Minister Meles Zenawi, South African President Jacob Zuma and Guinean President Alpha Conde. President Kikwete cited the case of Tanzania which, he said, had three tarmac roads during independence in 1961 against the actual needs of over 85,000 kilometres of road.

“We have gone through tough times and managed to improve the infrastructure. We are confident that we have done a lot. What we need now is big investment to support these efforts”, he said. He said investments in energy, roads and telecommunications were key to take the economy to the next level.

“The opportunities are there. If you think you can invest in these key sectors and you are facing difficulties, come and see me”, he said. Asked by Mr Brown how Tanzania was working towards improving education through access to Information and Communication Technology (ICT), President Kikwete said a lot of work has been done but a lot more needs to be done.

“Before we address investing on ICT, we need to develop the road infrastructure so that people can move smoothly. This is the reason why I have always been saying that we need investments in road network”, President Kikwete explained. He added that the government needed to train more teachers and build more universities to cope with the high demand for new enrolments.

President Kikwete said the government was currently working on a project to link Tanzania, Rwanda and Burundi with a railway system that would cost 4 billion US dollars (about 6.5trn/-). “For this to happen as planned, we need investors on this project that will also connect the Eastern part of the Democratic Republic of Congo (DRC)”, he said.

Apart from the WEF session, President Kikwete held bilateral meetings with Kenya’s Prime Minister Raila Odinga, President of the Japanese International Co-operation Agency (JICA) Ms Sadako Ogata, among others. The five-day conference was opened on Wednesday by German Chancellor Angela Merkel who asked Europe to do more to fix their internal financial crises and avoid economic meltdowns.

GIPC Registers $7.68bn Worth Of Projects

The Ghana Investment Promotion Centre (GIPC) registered 514 projects in the country last year at an estimated value of GH¢11.52 billion (US$7.68 billion), representing a 500.74 per cent increase over the figure for 2010.

In 2010, the GIPC recorded 385 projects at a value of GH¢1.79 billion (US$1.28 billion).

By the number and value of projects registered last year, the centre exceeded its 2011 target of GH¢1.5 billion.

The Chief Executive Officer of the GIPC, Mr George Aboagye, who announced this at a news conference in Accra on Wednesday, said the “total initial capital transfers from the estimated value of the projects recorded for the year under review amounts to
GH¢319.94 million (US$213.29 million)”.

For the Foreign Direct Investment (FDI) component of the projects, he said the centre was able to record GH¢10.23 billion (US$6.82 billion), representing an increase of 514.41 per cent.

Among the projects registered in the country, those of Chinese origin continued to dominate with 79, closely followed by India with 77 and Nigeria and Lebanon with 39 and 36, respectively.

However, in terms of the value of the estimated projects, Korea topped the list with US$4.77 billion, beating Bermuda, whose value of projects recorded for 2011 was US$300 million.

Mr Aboagye said the GIPC was following up to get the actual figures in terms of employment creation by those investors, adding,

“We will be able to tell after the registration of the investors in the country.”

Meanwhile, he said, 46,761 jobs were expected to be created, with expatriates taking only 3,589 of them.

Mr Aboagye said all the economic indicators had shown positive signs and pledged the GIPC’s commitment to stay committed to its mandate.

He said the centre would continue to promote a variety of investment opportunities in Ghana which were geared towards the realisation of the country’s developmental goals and improve its business environment.

On the sectors that would continue to attract investments into the country, he said the services sector had become the major transformational tool across the globe.

“I foresee the services sector dominating once again, but, then again, the real estate sector, construction and manufacturing will perform creditably well,” he said.

Mr Aboagye said the agricultural sector would also see some growth and contribute meaningfully to the food basket of the economy, as more of the activities in that sector were being mechanised.

I am writing to express my serious concern over the case of Ms. Chandramohan Denusha of No: 01/B, Ambakotte, Kengalle in the Kandy District. Denusha is a student at Ambakotte Tamil Vidyalaya. She is twelve years old and studying in grade 8 of the school. Denusha’s father has been in remand prison for the last six years without trial; she has a younger sister and her mother, M Dayamani, has no regular income.

Ambakotte Tamil Vidyalaya is a mixed school and there are 469 children. It offers classes up to General Certificate of Examination, Ordinary Level and employs 29 teachers.

According to Denusha the teachers, especially Mr. Sudakaran, the discipline master who is also the vice principal, punishes the children by beating them brutally. He does this is in blatant violation of Sri Lankan law which prohibiting corporal punishment in schools, remand centres and prisons. The principal of the school, Mr. S Rajendran also beats the children mercilessly almost every day. One of the students, S Kavitha, a student of Grade 8 who was severely beaten in the first week of January 2012 left the school because of the continuous beatings.

In January 2012, Denusha was severely beaten by the principle and as a result her left arm became swollen. When her mother questioned the principal he gave her oil balm, ‘Wintogeno’ as a treatment to apply. When Denusha refused to go to school the principal sent two masters to their house and they forcefully took her. If they did not receive the tacit approval of Denusha’s mother this is tantamount to kidnapping and it is believed that they did this in order to avoid any possible legal problems.

Denusha who is a very intelligent student, scored 132 at the year 5 scholarship exam and she fears that if she complains about the brutality of her teachers she will have to leave the school like Kavitha because the principal and the teachers would take revenge. This in itself is a common occurrence is Sri Lankan schools where the principals and teachers rule almost without control.

Her mother M Dayamani is even scared to go to the police as the police officers of Theldeniya have taken revenge from her husband by remanding him and delaying his trial which is a violation of his rights. Therefore she appeals for justice for her daughter.

I request your urgent intervention to ensure that the authorities listed below instigate an immediate investigation into the allegations of torture by the perpetrators, and the prosecution of those proven to be responsible under the criminal law of the country for misusing powers of state officers and for wrongful prosecution. The officers involved must also be subjected to internal investigations for the breach of the department orders as issued by the police department.

Judicious use of petroleum revenue will ensure Ghana’s economic transformation – Economist

A renowned Ghanaian economist, Mr Kwame Pianim, has stated that the quest to make Ghana’s oil a platform for economic transformation and  avoid the resource curse, is to ensure a judicious use of the oil proceeds.

He said the tools outlined in the Petroleum Revenue Management and the Petroleum Commission laws, clearly spelt out conditions upon which the oil proceeds would serve as a blessing to Ghana, including the involvement of local content policy and participation.

Mr Pianim said this Thursday at the third Graphic Business Forum organised by the Graphic Communications Group Limited (GCGL) in Accra.

He was making a presentation on the theme “Leveraging ICT and Oil & Gas Resources to Accelerate Ghana’s Economic Development,” during the second session of the forum, the focus of which was on oil and gas.  The forum which attracted high-profile participants including seasoned economists, bankers, politicians and captains of industry, was aimed at exposing the business community to the various opportunities in the oil and gas sector.

Mr Pianim who was the main speaker on the topic, recalled that at the inauguration of the Petroleum Commission (PC) in November 2011, the Minister of Energy underscored the strategic importance attached to local content, adding that the law mandated the PC to promote local content and local participation in petroleum activities as prescribed in the Petroleum Exploration and Production Law.

He defined Local Content as contained in Act 821 as the use of Ghanaian human and material resources, services and businesses for the systemic development of national capacity and capability for the enhancement of the Ghanaian economy.

The definition, he observed, mandates the PC to look beyond the petroleum industry and discern opportunities for linkages for transformational development.

Mr Pianim, who is also the Board Chairman of the United Bank for Africa (Ghana), listed environmental safety and health standards, using up-to-date technology to minimise costs and improve recovery and encouraging sustainable development through exploration, as some of the ingredients of international practice.

He explained that the Petroleum Revenue Management law,  mandates the prudent use of oil proceeds and the setting up of the Petroleum Holding Fund into which were to be paid revenues from direct and indirect participation by the Government of Ghana.

He expressed the belief that upgrading the capacity of local banks and financial institutions to fund the oil industry and co-manage the petroleum funds, was critical for the local content policy the government was pursuing.

Mr Pianim stressed the need for editors of media houses to be certified and for journalists to specialise in specific areas, rather than the current situation where reporters held themselves as masters in every field.

The Chairman for the session, Dr Robert Adjaye, who is also the Rector of Petroleum Skills Development Institute, an oil and gas training institution, urged the government to use the oil proceeds to develop the oil and gas infrastructure in Ghana.

The Vice-President, Mr John Dramani Mahama, has called on policy makers to take advantage of ICT to produce energy at a cheaper cost to feed industries and also reduce the cost of importing energy at high cost.

The development of the ICT infrastructure which is currently on-going, the vice-president noted, would facilitate information-sharing in real time that would help build confidence and openness in the oil and gas operations, including monitoring of volumes being produced and transported, he said.

Mr Mahama who made the call in Accra at the third Graphic Business Forum organised by the Graphic Communications Group Limited, said given the extensive gas deposits in Ghana, taking advantage of ICT would help boost industry and give it the capacity to employ more people.

He said it has been noted that the ICT dimension was frequently absent from private sector development strategies and that policy makers and small and micro enterprise owners in developing countries were not harnessing those new possibilities to the fullest.

“There is the need therefore, to establish close links between ICTs and Private Sector Development in order to make ICT a powerful tool for improving the competitiveness of the private sector,” he emphasised.

Touching on the oil and gas industry, Mr Mahama submitted that the government was encouraging the development of Offshore Broadband Network to extend optic fibre infrastructure to cover all the oil fields and areas under exploration.
