Local Government workers demand immediate refund of wrongful deduction by CAG

Accra, Jan. 30, GNA – The Local Government Workers Union (LGWU) of Ghana Trades Union Congress (TUC) is asking the Controller and Accountant General (CAG) to as a matter of urgency, refund deductions made from members’ salary arrears in December 2011 and in January 2012.
Reminding the CAG, it said, members of the LGWU no longer pay dues to the Civil Servants Association (CSA) and the Union was therefore shocked in December when the CAG effected deductions from their arrears.

The Union said in a statement copied to the Ghana News Agency on Sunday signed by its General Secretary, Mr Joe Boahen that the deduction ranging from GHc150.00 to GHc500.00, had affected the LGWU members badly.

“The amount deducted did not make it possible for the affected staff to enjoy the three months arrears paid in December, under the Single Spine Salary Pay Policy.

LGWU is also asking the CAG not to deduct any dues from members of the LGWU for the Civil Servants Association with effect from February, 2012 in order to avert any industrial unrest.

The leadership said their investigation showed that the December 2011 dues deducted were made to the Civil Servants Association.

“The leadership of the LGWU, therefore wishes to register its reservation in the strongest term, why the CAG effected the deductions under the item headed Civil Servants Association, when in fact the affected members of the LGWU do not belong to that Association.”

The statement said LGWU’s Industrial Relations Officers had therefore been tasked to contact the Metropolitan, Municipal and District Assemblies to compile the names and staff numbers of the affected staff and to get the list endorsed by the heads or directors of the concerned staff to be forwarded to the CAG for necessary corrections to be made.

The Leadership commended the affected staff, who had wanted to stage a nationwide protest against CAG, for agreeing to put their decision on hold and urged them to continue to exercise restraint in these trying moments.

The leadership promised to hold discussions with the CAG on getting the issues resolve to the satisfaction of all, especially the union members concerned.

The leaders reiterated that they had forwarded to the CAG, the completed forms from January 2010 to December 2011 details of workers at the Metropolitan, Municipal and District Assemblies who had opted to pay dues only to the LGWU following the creation of the Local Government Service, a situation, which saw some categories of civil servants being transferred to the Service.

“It therefore came to the union as a surprise that the CAG had to effect such deductions making it possible for the LGWU members affected not to enjoy the SSSP arrears paid in December with the aim of cushioning against any hardship”

The Energy and Minerals Parliamentary Committee Chairman, January Makamba, intends to table two private motions including proposed Rental Housing Act in the current parliamentary session.

Addressing reporters in Dar es Salaam on Sunday, Mr Makamba said that the first motion aims at asking the parliament to demand the government to draft a bill on Rental Housing Act and present it in the next parliamentary session. According to him, there has been little control of the rental housing business especially in urban areas where about 60 per cent of urban residents reside in rental houses while 40 per cent of their incomes is spent on accommodation.

“There is need for the government to establish a specific law of controlling this business because its absence has made landlords wield so much power over their tenants,” he said. He said the law should, among other things, forbid landlords from claiming for yearly rental fees yet employees are paid salaries monthly, a situation that has been placing tenants in arrears while others engage in corrupt acts to afford the housing expenses.

He proposed for bi-monthly rental charges and that tenants should pay security deposits to allow tenants rent houses in a comfortable and affordable manner. Mr Makamba said the regulation would also ensure the recognition and regulation of brokers (middlemen) who have always caused conflicts in the business, adding that their identification would increase government revenue through taxes.

The second motion to be tabled by Mr Makamba intends to implore parliament to demand the government to present the bill on Financial Consumer Act during the next parliamentary session. According to Mr Makamba, there has been a rapid expansion of services in the financial sector with no control of consumer’s rights, a situation that has caused disturbances, fraud and abuse by the service providers.

“All these abuses and frauds are due to the lack of laws that regulate the rights of consumers in the financial institutions as well as the state organs to control their rights. “Currently, we lack a specific law that protects consumers’ rights in the financial sector as the laws used are only aimed at protecting the financial sector from economic crisis,” he added.

Rwanda: Skol to cut energy costs, increase production

Thomas Weingarten, SKOL’s Managing Director said, last week, that with the current expansion, there is need to be effective in production processes by producing at minimum costs.

“We want to reduce as much as possible the waste water and everything we do now is focused on reducing energy consumption which we have so far reduced by 18 percent for the last six months,” he said, during the launch of the first phase of the modern waste water treatment plant.

He added that that energy accounts for the largest fraction of the brewing costs, hence narrowing the profit margins and hindering the company’s investment plan.

BMC announced that it is installing new equipment to boost its capacity to meet its targeted 25 percent of the premium beer market from the current 16 to 17 per cent market share.

Mark Mugarura, its Marketing Manager, is optimistic that such initiatives will step up the brewery’s competitiveness.

The planned US$1.5m waste water treatment plant that is remote controlled via internet exceeds the current and future production requirements that will see the brewery step up its production capacity   by 50 percent from the current 100,000 hectalitres annually.

Weingarten noted; “They clearly demonstrate leadership in employing modern technology to reduce not only organic and inorganic waste, but also reducing their carbon footprint,’ he said, adding that the plant
also indicates BMC’s commitment to safeguarding the environment in which it operates.

Geoffrey Kyatuka, environmental expert at Kigali City Council (KCC) told Business Times that BMC’s move to build a waste water plant will assist in ensuring that industrial wastes are not disposed of in drainage channels that would in turn affect the environment and human lives.

“We are looking at industries setting up waste water treatment plants as their responsibility to protect their clients who buy their products and the environment they work in.”

Limited access to financial services is a key constraint on growth across the East African Community, according to the International Monetary Funds (IMF).

Through a working paper dubbed ‘Assessing Bank Competition within the East African Community’ that aims at estimating the degree of competition in the EAC banking systems, the IMF  challenged new entrants for not taking the advantage to include the large number of the unbanked population.

Despite large numbers of financial exclusions, the IMF says that new entrants into the market in recent years show there are no regulatory barriers per se to competition in the banking system of the EAC countries

It comes when more than half of the population in Rwanda and Tanzania has no access to financial services at all, a key policy challenge even in other EA member states.

According the IMF analysis, Kenya has the highest percentage of people with access to formal financial services, at 40 percent, Rwanda 21 percent, Tanzania 17 percent and Uganda with 28 percent.

“Why are these new participants unable to take advantage of the opportunity presented by the large unbanked segment of the population in each country to compete more effectively with the former state owned banks that retain a dominant position in each country?” the IMF asked in the paper.

The possible explanation for the high level of financial exclusion lies in the lack of competition within the banking system and economic literature, it states.

IMF team recommended that, to strengthen bank competition and increase access to financial services, policy makers will need to aggressively pursue reforms aimed at eliminating the structural barriers to contestable banking systems in the region.

On ranking depending on banking sector competitiveness, Kenya led, followed by Tanzania, Uganda and Rwanda.

The degree of competition is low due to a combination of structural and socio-economic factors.

According to the report, in Kenya, Rwanda and Burundi, their governments control majority shareholding in the largest banks although this is not the case in Tanzania and Uganda.

Some of the proposed ways to tap into the unbanked population is to adopt comprehensive microfinance policies that safely increase access to financial services for lower-income households and SME’s.

Mobile-banking revolution and the introduction of agency banking is an example of a microfinance initiative that is already accelerating financial deepening. Mobile-banking has particularly advanced rapidly in Kenya, but is also quickly gaining popularity in the other EAC countries.

“I remember that the last time I was able to wear shoes was October 10, 2011, the day I arrived in India for medical attention. My limbs were swollen and had turned rough like that of an elephant,” he said.

Dr Mwakyembe was speaking during church service at Glory of Christ Tanzania Church in Kawe (Ufufuo na Uzima) where the church’s Senior Pastor, Josephat Gwajima, initiated a weekly programme titled ‘Our Leader’s Wisdom’ which hosts senior government officials or political leaders to discuss issues of national interest.

The programme was officially launched in Dar es Salaam yesterday by the Minister for East African Cooperation, Samuel Sitta, who spoke of foreseeing a new Tanzania with leaders inclined on ensuring that the country’s vast resources benefit the majority of Tanzanians.

They were accompanied by Members of Parliament Hilda Ngoye (Special Seat – Mbeya CCM), Anne Kilango (Same East – CCM), James Lembeli (Kahama – CCM), former Vunjo MP (CCM)  Aloyce Kimaro  and the recently elected Chairman of University Presidents’ Council, Paulo Makonda.
