The Zimbabwean government says it is finalizing the Standards Regulatory Bill which will pave way for the creation of the Zimbabwe Quality Standards Regulatory Authority to control importation of sub-standard goods into the country. In the interim, the government has engaged a French-based quality inspection firm, Bureau Veritas, to offer pre-shipment inspection services on imports coming into the country.
The company is due to start operations next month after signing a four-year contract with government last month.
“We are finalizing the Standards Regulatory Bill which will pave way for the creation of the Zimbabwe Quality Standards Regulatory Authority hence in the meantime, Bureau Veritas will carry out the operations on an interim basis,” Industry and Commerce Deputy Minister Chiratidzo Mabuwa said Wednesday.
She said at expiry of the contract, Veritas will hand over operations to government. Under the agreement, Bureau Veritas will inspect each batch of goods entering into Zimbabwe to curb the influx of cheap imports.
Under the arrangement, government will receive a five percent royalty on fees charged on all importers.
The deputy minister bemoaned the influx of substandard foreign goods on local market, saying these were impacting on industry growth and competitiveness.
“Companies are losing out on substandard goods and with an import bill totalling over 5 billion U.S. dollars, we need to get value for our money,” she said.
Importers, however, argue that the certification costs will bring additional costs to already struggling companies and will likely push small importers out of business.
Among the products liable to pre-shipment inspection are electrical products, clothing, timber, building products, food and agriculture as well as health products.
Bureau Veritas has a presence in over 140 countries worldwide. Enditem
