John Byabagambi, Minister of Works and Transport said the east African country is going to restrict the entry of foreign workers especially in circumstances where local skilled labor is available.

The State of Uganda Population Report 2012 shows that Uganda is the one of the countries in the world with the youngest population.

A total of 78 percent of Ugandans are below the age of 30 years and 52 percent below 15 years, according to the report.

A 2013 study titled “Lost Opportunities” carried out by civil society organizations in Uganda showed that 61.6 percent of the youth in Uganda are unemployed.

These figures, Byabagambi said do not paint a good picture of the job market and the high number of unemployed youths could be an unstable factor to the country’s security and development.
He said in view of this, enterprises seeking to bring in foreign labor would first seek an endorsement letter from the government.

He added government would, for instance ascertain the credibility of a foreign engineer by cross checking with the professional body back home where he or she is registered. Byabagambi said short of that, the foreign engineer would not be given a work permit.

Byabagambi also urged foreign companies to pass on their skills to the local population. Enditem
