The dispute has pitted the proprietor of International University of East Africa (IUEA) Hassan Alawi and Haji Asuman Kibowa of Bisimillah companies, both residents of Muyenga tank hill Road.

This was after Hassan; a neighbor to Kibowa blocked the only access road to Kibowa?s premises and three others.

Kibowa claims the access road has been in place from the time he bought the plot housing his residence and the road was approved by KCCA standards in 2004.

It is alleged that Alawi wants to construct a hotel which Kibowa fears will block the road completely not only for him but other residents in the area.

?We have been using this road over 50 years back; we shall not allow any body to block it,? shouted residents.
Kibowa added that Alawi is insisting on going with the construction project, ignoring a warning from KCCA calling on both parties to first hold on.

?KCCA issued a letter blocking Hassan to dig the road before KCCA intervenes in the matter but he isolated the letter, our cars since Thursday are parked outside the gate,? Kibowa said.

It is alleged that, National Water and Sewage Corporation had earlier issued a warning to the general public not to buy or tamper with the piece of land in question as this has major water supply pipes to the city center.

Kibowa said that due to the act of Hassan to block the road he has been greatly affected as his ongoing project of contrasting a hotel at the hill has been delayed to lack of the access road to transport materials to the site.

The residents threatened to shade blood and forcefully open the road as they plan to go court the land division court to decide on their matter.

While Hassan said that he bought plot 33/33 Muyenga that included the access road which empowers him to remain with the Authority to use his plot the way he wishes.

?This is my land, the moment I propose to give them an alternative road, they insist,? Hassan said.

He added that he is planning to give an alternative access road to his neighbors? but it seems they want to fight him.

The Kampala Capital Authority Physical planning said that, they blocked anybody from blocking the road as the process of handling the matter is ongoing.
