Serious legal and infrastructural questions are emerging over plans to redevelop the Kasoa Old Market, as traders challenge the legitimacy of the project and warn of potential risks to critical public utilities.

In a petition presented to government the Ministry of Trades, Agribusiness and Industry (MOTAI), the traders argue that the land earmarked for redevelopment is under the jurisdiction of the Ghana Highway Authority, which permits only temporary structures due to its designation for road expansion.

Leading the traders, Appiah Roger presented the petition and indicated that they contend that constructing permanent market facilities on the site could violate existing regulations and interfere with future road infrastructure plans.

The traders further warn that the redevelopment could disrupt essential services, including pipelines operated by the Ghana Water Company Limited and electricity infrastructure managed by the Electricity Company of Ghana.

According to them, the current temporary structures already sit on sensitive utility lines, and replacing them with permanent buildings could increase the risk of damage, illegal connections, and service interruptions in Kasoa and nearby areas such as Mallam Junction.

The petition also raises allegations of possible conflict of interest, claiming that the redevelopment project may primarily benefit a select group of individuals rather than the broader trading community.

Traders say the lack of transparency surrounding the PPP agreement, combined with the limited number of proposed stores, has deepened mistrust and heightened tensions.

They are calling for a full review of the project, including its legal basis, financial structure, and potential impact on public infrastructure.

As pressure mounts, stakeholders are urging government agencies—including the Ministries of Roads and Highways and Local Government—to step in and ensure that any redevelopment aligns with national regulations and protects both livelihoods and critical infrastructure.

Receiving the petition on behalf of the Sector Minister, the Director in charge of Industry, Kofi Addo assured the traders that their concerns will reach the Minister for possible action to be taken.

He however asked the traders to remain calm and exercise patience and that government recognizes the work they do as traders and their contribution to the economy hence, steps will be taken to ensure that their businesses are protected.
