Rwandan police on Monday said they arrested two officials including the former head of the national water body and the head of the energy body in connection with breaching tendering procedures.

Former Chief Executive Officer of the Water and Sanitation Corporation (WASAC) James Sano and Managing Director of Energy Development Corporation Limited (EDCL) Emmanuel Kamanzi were arrested on Saturday, the police said in a statement on Monday.

“Sano James was arrested over allegedly illegally awarding public tender and misuse of property of public interest. Investigation reveals that he illegally awarded a single source tender to Cerrium advisory Ltd,” said the police.

The tender was worth 61 million Rwanda francs (about 72,000 U.S. dollars), read the statement.

He also illegally awarded a bid for constructing a pumping water station in Kayenzi-Kamonyi in southern Rwanda worth 371 million Rwanda francs without a bill of quantity, according to the statement.

Kamanzi was arrested over alleged illegal award of public tender, and misuse of property of public interest.

The law enforcement action is in line with zero tolerance to corruption and public funds embezzlement which is counterproductive to national development and social welfare, according to the police.

“Investigation continues to identify any other accomplices and complete a case file to be submitted for prosecution.” Enditem
