PwC Calls for VAT Reform Clarity in Ghana’s Mid-Year Budget Review

PricewaterhouseCoopers (PwC) has urged Ghana’s Finance Ministry to provide detailed implementation plans for proposed VAT reforms during the July 24 mid-year budget review.

The call comes four months after the government first outlined tax system changes in its March 2025 budget statement.

Vish Ashiagbor, PwC’s Senior Partner, emphasized the need for policy certainty, noting that businesses require clear timelines to adjust operations. “The March budget raised expectations about VAT reforms and potential removal of the COVID-19 levy, but implementation details remain pending,” Ashiagbor stated. The professional services firm recommends the government use Thursday’s review to confirm whether these measures will proceed as planned.

The proposed VAT reforms form part of Ghana’s IMF-supported Post-COVID Programme for Economic Growth (PC-PEG). Analysts suggest the changes could simplify tax administration and reduce compliance burdens if properly implemented. However, delayed communication risks creating uncertainty in the business community during a critical economic recovery period.

PwC’s intervention highlights growing private sector concerns about fiscal policy direction under the Mahama administration. The mid-year review will be closely watched for signals on whether the government maintains its commitment to both revenue mobilization and business climate improvements.
