Parliament Approves GH¢13.8bn Road Funding Under “Big Push” Initiative

Ghana’s Parliament has authorized multi-year funding for strategic road projects under the GH¢13.8 billion first phase of the government’s “Big Push” infrastructure program.

The allocation, part of the mid-year budget review, will be domestically financed from 2025 to 2028 using all oil revenues and mineral royalties, as captured in the 2025 national budget.

According to parliamentary records, a joint Committee on Budget and Finance confirmed feasibility studies and cost assessments were completed by technical teams. The “Big Push” prioritizes one major sector annually roads in 2025 with subsequent phases targeting hospitals and other critical infrastructure through 2028. Total projected spending under the program reaches GH¢70 billion by 2028.

Roads and Highways Minister Governs Kwame Agbodza dismissed opposition claims of regional bias in project allocation during a July 30 Government Accountability Series event. He emphasized all sixteen regions benefit equitably from the initiative, calling minority allegations “unfounded and politically motivated.”

“Every region has a ‘Big Push’ project. No region is left behind,” Agbodza stated, urging critics to consult verified data. He outlined project selection criteria prioritizing economic impact, community connectivity, and agricultural logistics, adding: “We build roads where they’re needed most to open communities and ease movement.”
