The leaders, especially MPs from over 15 districts complained that although they had been promised new constituencies by the President, their areas were not on the list of the new proposed counties.

The constituencies are to be carved out of existing districts and counties in various parts of the country.

Local government minister, Adolf Mwesige, last week moved a motion to create 39 new counties.

In petitions to the Parliamentary Committee on public service and local government currently scrutinizing a motion to create 39 new counties approved by cabinet recently, the petitioners said their demands were backed by their district councils.

In a petition to the committee chaired by Zombo Woman MP Grace Freedom Kwiyucwiny , MP Ephraim Biraro proposed that Buhweju East county be created from the one county district Buhweju.

He wondered why the district with a population of 130,000 was not included on the list, saying it was a high population.

The Local Government Act provides for a population of 70,000 for a new constituency to be created, among other considerations.

?I thought our case was obvious since the President had promised us a new county. This large district cannot develop with only one constituency. We need to take the services nearer to the people. The social services are too far from the people and the roads are too bad,? he argued.

Sarah Netalisire requested the committee to recommend that Manafa, constituencies of Bubulo East and Bubulo West, be further divided to create another two counties of Namisimbwa and Bukusu.

MP Gudoi Yahaya told the committee that in order to avoid tribal conflicts brewing between the Bagisu and non Bagisu in the area; Bungokho county north should be divided to give way for Bungokho East.

Other petitioners included MPs Julius Junjura Bigirwa and Steven Birahwa who requested that the current Buhaguzi county be divided to create Buhaguzi East and Buhaguzi West.

They argued that the area was highly populated.

Simon Tolit requested that the Omoro County be divided into Omoro and Tochi County.

?We had requested for a district but it seems this may not happen. So let?s get a county instead,? he said.

Former Mubende District speaker, Rev. Enock Kasirabo requested that Buwekula county be divided to create a new county Kitenga.

MP Jacqueline Amongin also requested the committee to have Ngora County divided to create a new county Ngora North.

Although the committee members supported some of the requests especially those with high population, they advised others to request for sub counties instead of counties.

?These are cabinet decisions. The committee has no powers to create more counties. I just sympathize with some of you,? MP Betty Namboze said.
