The Saccos say they gave the vendors money in two installments, the first being Shs400m two years ago before the first fire outbreak that destroyed the market.

The organisation manager in-charge of Kampala and its surrounding districts, Mr Joseph Michael Okello, said they are still looking for measures of convincing the vendors to re-pay this loan to enable other people benefit from the government programme.

“A catastrophe befell the vendors and we are waiting for the board to decide whether to reduce payment or re-schedule it,” Mr Okello said, adding that such hindrances disturb their operations because their role is to give loans and be refunded to benefit other people.

He said they have so far given about Shs9 billion to Kampala and several other districts. “It’s mainly fraud within the Sacco member boards that fail these other Saccos,” he said.

Mr Stephen Tayebwa, the senior field officer central region, said they have launched a training campaign of various stakeholders on how to operate their Saccos in the five Kampala divisions.

“We are now training local leaders and Sacco board members in different parishes starting with Kampala on their roles in their Saccos,” Mr Tayebwa said, adding that they have trained leaders in financial management and bookkeeping.
