Health Minister Attributes Agenda 111 Delays to Contractor Capacity Issues

Health Minister Dr Bernard Okoe-Boye has disclosed that some local contractors engaged in the Agenda 111 project were replaced due to their inability to perform satisfactorily.

Speaking before the Parliamentary Committee on Government Assurances, Dr. Okoe-Boye outlined reasons for delays in completing the ambitious healthcare infrastructure initiative.

The Agenda 111 project, launched in August 2021 by President Akufo-Addo, aims to construct 111 hospitals across Ghana to enhance healthcare accessibility. Initially scheduled for completion within 18 months, the project has faced setbacks, prompting scrutiny and explanations from government officials.

Dr Okoe-Boye attributed the delays to difficulties securing suitable land in urban areas and the varying capacities of local contractors involved in the construction.

“In certain instances, local communities contested land allocation for Agenda 111 sites. Urbanized areas posed challenges in finding adequate land, thereby impacting project timelines,” Dr. Okoe-Boye explained.

He emphasized that the decision to exclusively employ Ghanaian contractors for the project, in line with its locally funded nature, presented additional complexities.

While some contractors demonstrated proficiency and progress, others struggled significantly, necessitating their replacement.

“The President emphasized local participation in Agenda 111, unlike previous health projects dominated by foreign contractors. This shift aimed to support local industries but highlighted disparities in contractor capabilities,” Dr. Okoe-Boye stated.

Acknowledging criticism over project delays, the Health Minister underscored ongoing efforts to address logistical and administrative hurdles to ensure timely completion.

“Despite challenges, progress continues on Agenda 111 hospitals across the country. We are committed to resolving issues swiftly to deliver enhanced healthcare infrastructure as promised,” Dr. Okoe-Boye assured the committee.

The Agenda 111 initiative remains a focal point in Ghana’s healthcare development strategy, reflecting efforts to bolster domestic capabilities while addressing critical healthcare needs nationwide.
