In his first speech as a senator, Pacquiao, who is also a Christian preacher, said the use of capital punishment “for people who commit nefarious crimes” was lawful and moral “in the eyes of God.”

“When the government punishes, it’s not an individual act. That’s approved by God. That’s what the Bible says,” the eight-division champion said.

“Having read the Bible on a regular basis, I am convinced that God is not just a God of mercy, but he is also a God of justice,” he added.

President Rodrigo Duterte has called for the reinstatement of the death penalty, which was abolished in 2006, with the use of hanging.

Pacquiao said he supported death by hanging because it was a cheaper method than lethal injection, which had been the approved form of capital punishment in the Philippines.

“You’ll just kick the chair. We can also say the chair was just knocked down,” he said in jest when asked by a colleague if he was in favour of hanging because it was less expensive.
