At a Press Conference on Wednesday, 21st August, 2013 in Accra, the Hon. Nana Oye Lithur, Minister of Gender, Children and Social Protection, made known to the press that, the temporary hold on adoptions in Ghana since 24th March, 2013 was a positive and determined resolve on the part of the Government of Ghana to enhance a much more transparent and simple adoptions and foster care procedure that put the welfare of the child first.

She expressed the need of the moratorium/temporary hold on adoptions in Ghana, following the discovery of a worrying trend in the adoption of children in a way that is detrimental to their welfare, and these does not meet the Hague requirements.

Honourable Oye Lithur, was of the view that the temporary ban was therefore to enable the Ministry to ensure re-engineering and review of the adoption processes in order to ensure best practices for effective service delivery.

She announced the beginning of the establishment of a Central Database on foster care and adoptions for Ghana and called for proposals from the general public.

Hon. Oye Lithur, also, expressed the concern on emergency and special cases which would be determined and given attention, such as, health and family based adoptions.
