Nigeria breaks away from African Union at its own risk

Nigeria has threatened to pull out of the African Union just because its leader (Jonathan Goodluck) lost his bid to take over from the Equatorial Guinean leader (Theodoro Mbasago Obiang) as the Chairman of the AU. He lost to Benin’s Boni Yayi and is so peeved as to contemplate this action as a way to teach the AU a bitter lesson.

I hope this news report is not true. But we are far away from April 1 (April Fools’ Day).

Specifically, Nigeria is not just threatening to break away from Africa but it is threatening to form an independent continent of Nigeria. What else could be more ridiculous than “an independent continent of Nigeria”? Of course, Nigeria is a big country—probably, its size being a curse in disguise, something that would make the former Libyan dictator, Muammar Gaddafi agitate for the country to be split into three—but it doesn’t justify any politically suicidal move to turn it into a continent of its own. What malarkey?

The threat was contained in a terse press release signed by Mr. Reuben Abati, representing the Nigerian government. The rationale behind this threat? Here it is: “Since Africa does not consider our President, Dr. Goodluck Ebele Jonathan good enough for the Chairmanship of the African Union, then Africa does not deserve our presence on the Continent.”

The one-week’s ultimatum the Nigerian government gave the AU to regroup and crown Goodluck Jonathan as the head of the Union deserves nothing but disdain. There will be consequences for Africa but Nigeria itself. All of a sudden, we’ve been given the nasty part of the Nigerian leadership. Is this the sort of leadership that can help that country solve its hydra-headed problems? This threat is hollow, misguided, and politically misdirected. It won’t materialize to Nigeria’s advantage. It demonstrates incontinence and lack of respect for discipline and order.

This threat is characteristic of churlish losers of genuine competitions. Such churlishness doesn’t promote democracy. What does Goodluck Jonathan think he has to make him a better AU Chairman than Boni Yayi? To cut a long story short, Nigeria leaves the AU at a great risk to itself, not the rest of Africa. Specifically stated, Nigeria needs the rest of Africa more than ever to remain what it is.

Here is the reality, at least, gathered from the press release from the Nigerian government itself:

“Meanwhile, ministers, cabals, and members of parliament are believed to have secretly convened to decide how Nigeria’s breaking away from Africa should be organized to ensure that the Igbos and other Southerners do not use the opportunity to slip away into the Atlantic with their oil and also form their own continent.”

What could be more revealing of the danger looming over Nigeria than this situation?

Especially at this time that the Boko Haram terrorist group is intensifying its destabilizing activities, the Nigerian government will do itself a world of good if it stops giving nastily wrong signals forthwith. The threat posed to it by the Boko Haram threat can’t be neutralized with anything its leader does at the international stage. It can be tackled successfully if Nigeria depends on external support. It can’t handle that danger alone. That is why the Nigerian government must not make utterances or take any senseless action to annoy those whose help it needs to remain stable, if that is what its internal situation is now.

Then again, the aftermath of last year’s general elections is a clear pointer to the fact that there are many fault lines in Nigeria’s body political that are ready to cave in to plunge the country into chaos. At several levels, there are flashpoints. Ethnic tension is high, religious intolerance among the Muslims and Christians for each other is at a fever pitch. Politicians in the rival political parties (especially the ruling PDP and General Ibrahim Babangida’s camp) are at each other’s throat.

Beyond all is the general discontent among the citizenry over deplorable living conditions, neck-breaking bribery and corruption, and many other despicable tendencies that continue to threaten the country’s viability.

These faultlines are visible, and it is only a determined trouble-maker who will go out of his way to add more to it, especially as the Nigerian government seeks to do now.

Can’t anybody wear his thinking cap the right way to know that Jonathan Goodluck’s plate of troubles is already overflowing and that he needn’t more added to it?

What is it about the Chairmanship of the AU that will equip him with the skills that he needs to solve his own country’s internal crises even before turning to shoulder the responsibilities of an AU Chairman that is nothing but a bundle of thorns to wear?

Is the Nigerian government disputing the outcome of the voting that put Benin’s Boni Yayi in place as the AU Chairman to replace Theodoro Mbasago Obiang of the Equatorial Guinea whose tenure some of us can’t say we were proud of, his being a wicked tyrant who shouldn’t have been given the Chairmanship of the AU, in the first place?

What the Nigerian government is about to set in motion is horrendous and must be condemned with all the force at our disposal. Indeed, by this desperate move, all that Nigeria is telling us is that respect should be demanded, and not commanded. Such a move is empty, calamitous, and idiotic, to say the least.

The rotation of the AU Chairmanship is based on the atmosphere of trust (or is it conspiracy?) that exists among the various Heads of State of the member-states. It is based on the assessment of a candidate’s abilities to handle the tasks, not on anything that might be motivating the Nigerian government’s intended desperate move.

Has the Nigerian government done any homework, it would realize that Jonathan Goodluck is not experienced enough to become what is now being sought after with this kind of dangerous manouevre. He doesn’t command respect among the member-states of the AU.

At least, he may wait for his turn after passing the test as a leader who can command respect, trust, and confidence among his colleagues. It is only then that he will draw attention to himself for consideration. He has to know that a good thing sells itself. No one has to draw attention to it.

If he hasn’t succeeded in becoming the AU Chairman at the just-ended 18th summit of the AU, it’s not because of any conspiracy or mischief against him. It’s because his own colleagues don’t consider him fit for the position. What about this glaring fact is difficult to understand and accept?

Let the Nigerian government go ahead to pull out of the AU. Unlike Morocco, which broke ranks with the AU over its objection to the AU’s handling of the Saharoui Arab Democratic Republic’s status, Nigeria’s case is based on childishness and immaturity in international politics.

Instead of doing anything rash only to pay dearly for it, the Nigerian government should recant, swallow back its empty threat, and take measures to groom Jonathan Goodluck for the position in future. After all, he has about four more years to function as a Head of State. If he does what will appeal to his colleagues, they should change their impressions about him and place him above them as their leader in future.

For now, he should just accept his fate and concentrate on what he can do to solve Nigeria’s problems instead of seeking to bite off more than he can chew. Statesmen are not made through the issuing of empty threats. More importantly, he shouldn’t expect to know how to run without first learning how to walk. If Nigeria has a functioning railway network, it shouldn’t be difficult for someone who knows what the prominent warning signal at a railway crossing is: Stop! Look! Listen… before you cross! Will Nigeria’s Jonathan Goodluck look before leaping into danger?

The African Union may not be achieving much to justify the sacrifices made by citizens of the continent to maintain it; but it can’t do so just because it is a Jonathan Goodluck of Nigeria who will be at the helm of its affairs. Yes, we want to see results, but we don’t expect anybody interested in heading the Union to do so through unconscionable manouevres, including this arm-twisting move by Nigeria.

Indeed, some people will never learn to cut their coats according to their sizes. They will want to fly even before developing wings. And when they fail to take off, they blame others for their woes. Why won’t Goodluck Jonathan hasten slowly? Surely, he is over-speeding on the highway for no apparent reason but just because he wants to be where he hasn’t prepared himself to be at this time of his political career. He has more learning to do and should be content with what he is now. Nigeria needs him more than Africa does.

All too soon, is he also power drunk to want to plow the entire field for more to satisfy his ego? We are beginning to see how political power can mislead those who grab it into thinking that they can go to any distance at all, the sky being their only limit. Surely, Nigeria has started an action that will explode in its face.

Let the good luck that Jonathan Goodluck has be used to tackle Nigeria’s internal crisis first. Then, with experience from solving his country’s problems behind him as his best teacher, he can step out to handle more complicated challenges to move Africa forward. For now, the door is shut and he must remain where he is. An independent continent of Nigeria fits more into Don Quixote’s agenda than the reality on the ground in Africa.

Or is someone doing overtime to win the crown of the most celebrated comedian of the 21st century? Let some sound-minded Nigerians step in to help this Jonathan Goodluck before he goes haywire to mess things up all the more.

 

ECOWAS Commission to aid Centre for Scientific Research into Plant Medicine

The Economic Community of West African States (ECOWAS) Commission, is to solicit support from the West Africa Health Organisation and other collaborators, to upgrade the Centre for Scientific Research into Plant Medicine (CSRPM).

Mr Philip Victor Gbeho, President of ECOWAS Commission, who made this known, said the move would transform the facility into a centre of excellence in Africa by improving the uniform standards in research and manufacturing of herbal medicine to meet international standards.

He made this known, when he led an eight-member delegation from the ECOWAS Secretariat to acquaint themselves with the operations of the Centre at Mampong-Akuapem in the Eastern Region on Friday.

The Centre established in 1975 by the National Redemption Council Degree 344 as an agency of the Ministry of Health has the mandate to conduct and promote scientific research relating to the improvement of plant medicine and ensuring the purity of drugs extracted from plants.

It also establishes where necessary botanical gardens for medicinal plants cooperate and liaise with the Ghana Psychic and Traditional Healer’s Association, Research Institutions and Commercial organisations in any part of the world in matters of plant medicines.

Mr Gbeho said the Commission is sourcing support from its collaborators to tackle some of the challenges facing the Centre.

He noted that with the involvement and support of regional organisations the Centre would reach greater heights in Africa.

The ECOWAS Commission President thanked the chiefs and people of Mampong-Akuapem for hosting the Centre and for being part of the success story.

He commended the Government of Ghana for the foresight in establishing a place to research into plant medicine.

Professor Dominic Edoh, Director of CSRM, said the Centre provides practical attachment and training for students from tertiary institutions, organises orientation programmes for final year students, pharmacists and other medical students.

He noted that activities of the Centre included quality control and standardisation of herbal products, screening of medicinal plants for antimicrobial agents and development of propagation techniques for cultivation and conservation of useful medicinal plants.

The Centre manufacturers a variety of herbal products including Agetum, Antiaris, Herbal Laxative, NPK 500, Pile-C, Garibe Ointment, Aphrodicia Roots, Diodia and Pile mixture.

Former Mexico President to deliver 2012 Aggrey Memorial lecture at University of Ghana

Ghana Institute of Freight Forwarding advocates integration of related shipping bodies

The Ghana Institute of Freight Forwarding (GIFF) on Friday advocated the integration of the Ghana Maritime Authority (GMA) and the Ghana Shippers Authority (GSA) to prevent duplicity of functions and waste of public resources.

GIFF said what the GSA sought to do was what the GMA was mandated to do under their law, (Act 630) hence the need for  GSA to be integrated since its main objective was to serve the interest of shippers and could not be neutral in their dealings with other stakeholders in the shipping industry.

Mr Jonathan Amanor, Chairman of Tema District of GIFF, who made this known at a press conference in Tema said shippers could also be better served by the a private shipper association which had no allegiance to government and could hold them accountable.

He noted that GMA and the Maritime Authorities in developed countries are in charge of regulating the technical aspects of shipping while the commercial aspects are controlled by negotiations with education and support by private shipper association.

Mr Amanor  said there had been no audited accounts of the GSA to the shipping public, and stressed that the authority that negotiated the charges of other service providers had never provided a forum for the negotiation of the various fees paid by shippers.

He said GSA by its proposed regulation sought to control charges in the shipping industry and if GIFF found it relevant it would call for a consumer protection law to negotiate charges for all forms of consumptions in the industry.

Mr Amanor noted that under the proposed GSA law, it had power to negotiate service charges for shippers with the aim of protecting the shipper.

He said the move was not ideal for shippers.

He said freight forwarding was an international business and charges for services could be concluded outside the country or governed by contractual stipulations that excluded third parties like the shippers authority.

Mr Amanor said the GSA was proposing to charge an additional 25 Euros per bill of lading for every import and five Euros per bill of lading for every export as tracking fee, when tracking was done on the internet free of charge.

He said the proposal by the GSA was an exploitation of already cost drained and disenfranchised Ghanaian shipper.

President Mills asks World Bank to harmonise needs of Ghanaians

President John Evans Atta Mills has asked the World Bank for wider consultation on development programmes and fashion out interventions that would largely satisfy the needs of the people.

He noted there were situations where what the bank had listed some top priorities for the people, which were not what they needed most, resulting in civil disagreements.

President Mills however commended the Bank, a Breton Wood institution, for its assistance, saying it should be possible for Ghana to rely on the bank in times of great need.

President Mills made the call on Friday when a delegation of Executive Directors of the Bank, led by Ingrid Hoven, from Germany, on a four-day visit to Ghana paid a country call on him at the Osu Castle in Accra.

He thanked the Bank for its assistance in a number of areas in the Ghanaian economy over the years, adding that the financial entity came to Ghana’s assistance in recent times of difficulty.

President Mills said Government would continue to collaborate with the World Bank for mutually benefits.

He reiterated the need for people in public office to make the raising of the standard of living of the people their concern.

Ms Hoven commended Ghana for her recent economic gains.

She said the team is in Ghana to assess progress of World Bank assisted projects.

It had visited Tamale and had also held discussions with officials of the Ministry of Finance and Economic Planning.

Researchers task to ensure quality seeds for country

Stakeholders in the seed industry have called on agriculture research scientists in the country to confirm the superiority or otherwise of some imported seed maize varieties being introduced on the local market.

They noted that research is necessary in order for the country to avoid inferior seed varieties being introduced into the market out of the commercial interests by some seed companies.

This came out at a workshop organised by the West Africa Seed Alliance (WASA), for stakeholders in the seed industry in the Southern part of Ghana in Accra, on the new Plant and Fertiliser Law of the country and the draft regulation and policy.

The participants also called on the Ministry of Food and Agriculture (MOFA) to promote active development of the vegetable seed industry, since gradually large number of Ghanaian farmers are specialising in vegetable production.

The workshop called for the equipping of seed inspectors with means of transport to enable them provide the needed supervision and inspection for the development of the seed industry to compete favourably with the imported ones.

Speaking at the workshop, Mr Cletus Achaab, Head of the Seed Inspectorate Division of the MOFA, called on seed inspectors to be serious with their work to help reduce the number of complaints about the quality of seeds on the market.

He called on all in the seed industry to comply with the requirements of the law to help develop the seed industry and agriculture.

Mr Samuel Yao Adzivor, Ashanti Regional Seed Coordinator and a resource person at the workshop, called on seed inspectors to do thorough checking of seed farms to ensure that the products are picked from the most healthy, high yielding plants with good quality fruits.

He said diseased plants should be taken away from the seed fields and not to be destroyed on the farms to avoid infection.

Ms Angelina Dekpor of WASA said the alliance facilitated the workshop which was sponsored by the Alliance for Green Revolution in Africa, a non-governmental organisation.

Similar workshops had been organised for stakeholders from the three northern regions in Tamale and those in the middle belt in Kumasi.

Police arrest Woyome

Mr Alfred Agbesi Woyome, a businessman at the centre of a judgment debt pay out scandal, was arrested by the Police on Friday, a police source told the Ghana News Agency.

He arrest was recommended by the Economic and Organised Crime Office (EOCO) which issued its interim report on the matter to President John Evans Atta Mills on Thursday.
Mr Woyome is being held at the Criminal Investigations Department (CID) of the Police Headquarters in Accra, where scores of National Democratic Congress (NDC) supporters have besieged and demanding his immediate release.
Three of the supporters, all women, have been arrested for rowdy behaviour.
Dr Kwabena Adjei, National Chairman of the ruling National Democratic Congress (NDC), and Mr Richard Quashigah, Propaganda Secretary of the party, were also at the Police Headquarters.
Mr Woyome was arrested on his way to work in the morning and was virtually forced out of his car in traffic.
He had resigned his position as the Chairman of the Board of Directors of National Board for Small Scale Industries (NBBSI) to allow for investigations into the matter.
Police sources said Mrs Betty Mould-Iddrissu, Former Attorney General and Minister of Justice, as well as Senior Officials of the Attorney General’s Department and the Ministry of Finance and Economic Planning, would also be invited for questioning in connection with the report.
Mr Samuel Okudzeto-Ablakwa, Deputy Minister of Information, speaking to newsmen confirmed that Mr Woyome was arrested on the orders of President Mills.
He said: “President Mills ordered the arrest and this is one of the series of actions to be taken” and would not discuss subsequent actions but when such actions were undertaken, the general public would be informed.
Mr Okudzeto-Ablakwa indicated that President Mills was on top of the issues and would always maintain his integrity to ensure that his reputation was not impugned and will ensure that whoever was involved in this scandal faced the full rigours of the law.
“Today’s incident is one of the series of actions the President has outlined and this is just the beginning to ensure that the interest of public is served,” he added.
“President Mills is on top of the situation and there is no cause for alarm and whoever is mentioned in the report will be called for questioning adding, nobody will escape the net.” GNA

Parliament to consider two subsidiary loan agreements

Two subsidiary financial agreements covering one billion dollars between Ghana and the China Development Bank Corporation, were laid before Parliament on Friday by the Ministry of Finance and Economic Planning, for consideration .

The agreements include 150 million dollars package to finance the Information Communication Technology-enhanced Surveillance and Monitoring Facilities for the Oil and Gas Enclave Project, and 850 million dollars to finance the Western Corridor Gas Infrastructure Development Project.

Both agreements, under the master facility agreement between Ghana and the China Development Bank Corporation for three billion dollars for oil and gas development in the country, were laid by Mr Seth Terkper, a Deputy Minister of Finance and Economic Planning.

Mr Fiifi Kwetey, another Deputy Finance Minister, answered a question on the floor of Parliament, posed by Member of Parliament for Agona West, as to why total domestic revenue registered a shortfall in the 2009 fiscal year.

Mr Kwetey said there was a shortfall of 1.6 percent in domestic tax revenue in 2009.

He explained that though Liquefied Petroleum Gas, Premix fuel, and marine gas oil witnessed higher delivery volumes, there was drastic reduction of about 90 per cent in excise duties on those products in 2009, leading to substantial shortfall in petroleum tax revenue during the period.

Mr Kwetey said import duties during that period also registered a shortfall of 9.8 percent, primarily due to the non-restoration of import duty on rice, yellow maize, wheat and vegetable oil that had been factored into projections.

“In spite of the fact that there was a shortfall relative to the target, the growth in total revenue in 2009 was significant at 17.5 percent” he said. GNA

Trader remanded for posing as a journalist

A circuit court in Accra on Friday remanded Ato Benson, a trader, who allegedly posed as a journalist from Joy Fm radio station, and an aide at the Office of the Former First Lady, Nana Konadu Agyemang Rawlings.

Benson, who was believed to have also duped people of various sums of monies, pleaded not guilty to impersonation and stealing.

The accused would re-appear in court on February 17.

Deputy Superintendent of Police (DSP) Kofi Blagodzi said the complainants; Paul Aggrey is a teacher at St Joseph’s Roman Catholic Basic School and Rosemary Aidoo, the Proprietress of Marie Therese crèche, all at Adabraka.

He said in October, last year, the accused approached authorities of the schools and posed as a journalist from Joy Fm and also an aide to Nana Konadu.

DSP Blagodzi said the accused told the complainants that Nana Konadu was planning to donate some items to the schools, especially St. Joseph of which Former President Jerry John Rawlings was a pupil.

The court head that Benson told the complainants that he (accused) had been assigned to identify problems of the schools programmes line-up for their development.

DSP Blagodzi said the accused collected various sums of monies from the complainants and a Limix digital camera
and absconded.

The prosecution said on December 31, last year, Mr Aggrey arrested the accused and in Accra and handed him over to the Police.

DSP Blagodzi told the court that Benson admitted that he committed the offence. GNA

Former Mexico President to deliver 2012 Aggrey Memorial lecture

Mr Ernesto Zedillo, former President of Mexico is set to arrive in Ghana in March to deliver the 2012 Aggrey-Fraser-Guggisberg Memorial Lecture Series, which is organised annually by the University of Ghana.

The Aggrey-Fraser-Guggisberg Memorial lecture series was instituted in 1957 to commemorate the contribution made to the founding of Achimota College and the advancement of education, particularly higher education, in Ghana.

The lectures instituted in the honour of James Kwegyir Aggrey, Alexander G. Fraser and Gordon Guggisberg has become a great event to which the Ghanaian public looks forward to.

Mr Zedillo, Economist and Politician, is currently Director of the Centre for the study of Globalisation at Yale University.

He is a Professor in the Field of International Economics and Politics, International and Area Studies and Adjunct of Forestry and Environment Studies at the University.

He earned his Bachelor’s degree from the school of Economics of the National Polytechnic Institute in Mexico and his Master’s Arts and Philosophy degrees at Yale University. He was a Professor at the National Polytechnic Institute and El Colegio de Mexico.

Mr Zedillo served as President of Mexico from 1994-2000. Since leaving office in 2000, he has been a leading voice on globalisation, especially its impact on relations between developed and developing nations. GNA

AGI survey optimistic of business growth

Business executives are optimistic that economic activities will pick up in the first quarter of this year, although the overall business perception remained unchanged in the last six months of 2011.

This was revealed by a survey by the Association of Ghana Industries (AGI).

About 66 per cent of the 250 company executives, who responded to the survey, based their optimism on expected improved market, an anticipated enhanced consumer disposable income and hopes of winning private sector contracts.

On the other hand, eight per cent of the respondents expect their business to perform poorly in the first quarter of 2012 compared to that of quarter four of 2011, citing perceived increase in utility tariffs, impact of high level of taxation and high cost of raw materials.

Presenting the fourth quarter 2011 findings of the AGI Business Barometer, which captures the prevailing business mood and expectations of Chief Executive Officers, Mr Seth Twum Akwaboah, Executive Director, AGI, said access to credit remained a topmost challenge to the business community.

Mr Twum-Akwaboah said the inability of businesses to get funding meant that they could not expand their operations and become competitive.

“The problem of access and cost of credit cut across the small and medium scale enterprises (SMEs) to the big firms as well as…the different sectors of the economy,” he said.

Whilst access to credit remained the key concern to the SMEs, depreciation of the cedi and competition from imported goods were singled out as obstacles to expansion of large and the very large firms.

On sectoral challenges, the agricultural sector identified access to credit, high cost of raw materials and price of credit as the top three factors limiting the players to provide food security and raw materials to feed the manufacturing sector.

Other obstacles to growth in the sector are lack of market for agricultural products, unfavourable weather conditions and inadequate raw materials.

In the construction sector, low access to credit, delayed payment and high cost of credit were the limiting factors to expansion.

Operators in the manufacturing sector cited high taxes, access to credit and high cost of raw materials as factors stifling growth.

Mr Twum-Akwaboah said the repeated mention of access to credit and cost of credit in the surveys conducted over the years was an indication that not much was being done to provide solutions to enable companies borrow at lesser cost to expand their operations.

Nana Owusu-Afari, President of the AGI, said the flat nature of the Business Barometer index over the years was a signal of stagnant growth in industry and urged government to bring out policies that would address challenges facing the sector. GNA

ACWA calls on government to mitigate effect of fuel hike

Mr Frank Boakye-Yiadom, Chairman of Arts Centre Workers Association (ACWA) in Accra on Friday called on government to institute measures to mitigate the effects of the recent increases in prices of petroleum products.

This, he said is affecting cost of production in the country.

Speaking to the Ghana News Agency in Accra, Mr Boakye-Yiadom said the hike in the prices of petroleum products had negatively affected the business of the ACWA because cost of production had increased to an “unbearable state” and demoralising producers.

He said the Arts Centre well known for the exhibition of African artefacts is one of Ghana’s most visited tourism sites but had not gain the prominence it was supposed to get.

Mr Boakye- Yiadom said the association in June last year organised a fair to revamp the centre but that was not beneficial because there had not been any significant increase in patronage of its services.

He appealed to the Ministry of Tourism to brand the country well, adding: “Ghana is known worldwide for Kente as Brazil is well noted for football.”

Mr Boakye-Yiadom asked the government to ensure that proper security measures are put in place at the borders to prevent individuals from importing inferior China made cloths into the country, which he said is killing the local textile industry.

He urged Ghanaians to be proud of made in Ghana products adding, “I wish all workers would wear Kente on Fridays… to portray the Africans that we are”. GNA

Armed robbers kill policemen during Bank robbery

About seven armed robbers have attacked the United Bank for Africa in Tema Community 4.

The robbery attack left a police man and another private security man on duty dead.

An eyewitness, name withheld told PeaceFM News a couple of minutes ago that the robbers stormed the bank premises on motor bikes and a taxi cab amid gunshots.

According to her, it seemed like a well thought-out robbery incident considering the swiftness and coordinated movements of the robbers, two of whose members were said to be resplendently dressed in suits.

The robbers shot the police and security man before bolting with their booty.

“They came on three motor bikes, six on two bikes and the other on another bike. They came firing gunshots in the air, which made all those around run away. The vehicle of Karbo knocked a motorist in the process.

He confirmed the accident to Citi News and regretted that they did everything to avoid the accident but did not succeed.

According to him, the accident happened at about 1. 30pm Thursday afternoon at a village called Nsuta.

“The accident happened on the road between Techiman and Sunyani in a little village called Nsuta where we saw the motorist on the middle of the road,” he said.

“My driver tried escaping him but he consistently maintained his pace and unfortunately we ran into the gentleman and we rushed him to the Nsuta hospital. ”

He said, “From there we made an official report to the police in Techiman and they accompanied us to the spot. ”

Karbo said they were driving towards Accra from Tamale.

“Now we have less than 11 months to another crucial election, well as we say in Ghana that the people have tasted both water and alcohol and they now know the difference between the two,” he said. “I believe the majority of the Ghanaian people are convinced that the NPP vision for Ghana is the most formidable preposition to develop our country. ”

Outlining his vision for Ghana, the former Attorney General and Minister for Justice promised that his government will “build an educative workforce to compete for better jobs for Ghana, strengthen social systems like schools and the National Health System to ensure that Ghana invests in the human capital, develop relations and infrastructure to lessen the burden of doing business in the country and across the region, enhancing public safety, protecting the environment on our borders, promoting Ghanaian entrepreneurs as critical partners in the country growing economy and promoting Ghana as a service and industrial sector for West Africa. ”

Nana Addo said his government will create a level playing field for both local and foreign investors to properly operate without any form of preferential treatment. The NPP flagbearer said his administration will not discriminate against investors from the West.

According to the former foreign affairs minister, although he welcomes the readiness of the world’s fastest growing economy, China, to assist Ghana with her development, his administration would ensure American investors are also featured in access to investments.

“The last few years have seen new hurdles thrown up in front of eager investors with preferential treatment given to one’s that may not have our national interest at heart, we must reverse this course and return to one of the transparent themes where all the investors compete on a level playing field,” Nana Addo stated.

Norwegian firm, Aker Solutions says February 3, 2012 it has signed a frame agreement with Tullow Ghana Limited to provide well intervention services for Ghana’s Jubilee and Tano deepwater oil fields offshore Ghana.
Under the agreement, Aker which has delivered well services to the country’s Jubilee field since 2008 said it “will provide slickline and coiled tubing equipment and services, which are conducted with the objective of maximising production of oil and gas.”

According to Aker, the initial contract period is for three years, “with two additional one-year options (3+1+1)” and it estimates that the agreement will generate annual revenues of approximately $4 million.
Head of well intervention services at Aker, Wolfgang Puennel said in a statement “We are pleased to be able to support their (Tullow) ambitious growth plans through providing our technologies and services to increase oil recovery ratios.”

“…this new and extended contract with Tullow provides us with a solid long term outlook for our operations there. We will utilise this to set up a more permanent presence in Ghana, which will also drive the need for a larger local workforce. This will put us in a better position to secure further oil service work in the country,” Puennel adeded.

The Global Code of Practice on the International Recruitment of Health Personnel
, which was adopted by all countries at the World Health Assembly in 2010, urges countries that recruit health personnel internationally to comply with ethical principles and practices. The first of these is that the Code discourages active recruitment from developing countries facing critical shortages of health personnel.  Ireland has become overly dependent on foreign trained doctors and nurses, many from middle income and some from low income countries. According to Professor Brugha, the effects of outward migration of expensively trained health professionals on these sending countries health systems need to be researched.

More attention needs to be paid by health policy makers to the central injunction of the Global Code:  every country should implement effective health workforce planning, education, training and retention strategies to sustain a health workforce that is appropriate to its needs.  Ireland provides first class undergraduate and postgraduate training for doctors. However, an unknown number of Irish doctors leave after graduation, or after undergoing specialist training.  This represents, from Ireland’s perspective, a huge waste of an expensive and precious resource.It should also be noted that the quality and breadth of contributions at this Conference, as well as the announcement yesterday (2nd February) by the Minister of State for Trade and Development on the ESTHER initiative, testify to how well Ireland is performing on some other elements of the Global Code.  Partnerships between Irish health professionals, researchers and NGOs with partners in Africa, many of which are supported by Irish Aid, are contributing to training and capacity-building of the health workforcein some of the poorest countries on the planet.Some of RCSI’s initiatives in this area are models of good practice: COST-Africa – which is a research intervention to bring life-saving major surgery to districts and rural populations of Africa, and the COSECSA initiative to train African doctors as specialist surgeons, are together addressing the health workforce crisis and the surgically avoidable burden of disease in Africa. This is preferable by far to bringing African doctors and other health workers to Europe and America for training, where the risk is that they will not return to their countries.  Supporting the undergraduate training of doctors and nurses in middle income countries is another sensible strategy for addressing the global health worker shortage crisis, as some of these countries are major recruiters of doctors and nurses from much poorer countries.This conference is putting the spotlight on many Irish contributions to strengthen the workforce in other countries, especially in Africa.  It also represents an opportunity to build global health workforce partnerships between researchers, practitioners and policy makers.  However these must be matched by equal attention to effective health workforce strategic planning and management in Ireland.An essential component of any comprehensive national workforce policy and strategy, and a requirement of the Global Code on the International Recruitment of Health Personnel, is the establishment of an effective information system for tracking entries and exits from the national health workforce.  Ireland needs to be able to monitor and report the numbers of overseas and Irish trained doctors and nurses entering and leaving the workforce. It also needs to be able to model and predict future needs and shortfalls, by type and speciality of health worker, so as to plan, train and retain a health workforce appropriate to Ireland’s needs.Researchers from the Division of Population Health Sciences at RCSI and the Centre for Health Policy and Management at TCD are in discussions with the Irish Medical Council with a view to providing the Department of Health with the information it needs to report to the World Health Organization in May 2012 on Ireland’s performance in implementing the Global Code.  At a time when huge demands are being put on the public sector, Irish academics and researchers need to support national policy makers through partnerships of this kind, so as to demonstrate Ireland’s significant and ongoing contributions to Global Health. Rwanda PM laments poor service delivery in health sector

Prime Minister Pierre Damien Habumuremyi has highlighted poor service delivery among health service providers as an issue that requires urgent corrective measures.

He made the observation yesterday during a meeting with heads of health centres and hospitals in the country to discuss ways of improving services.

“We have now embarked on the issue of improving service delivery. Therefore, we must ensure that everyone has access to adequate and required services. It was discovered that one in four tourists, who come to Rwanda, appreciate our health services. What about others?” he posed.

The Premier noted that instead of attending to patients, some doctors are busy talking on their phones, a practice he instructed should change forthwith.

“I went to a hospital recently and the doctor started receiving calls instead of attending to me. If they did that to me, imagine what happens to people upcountry or those without money. This is a bad culture that should be stopped immediately,” he said.

However, the meeting ascertained that the health sector faces numerous challenges that include poor buildings, inadequate materials, fewer doctors as well as lack of enough financial capacity to develop health centres.

The country’s top hospital, King Faisal Hospital, has in the past elicited most complaints as patients prefer to fly out of the country in search of better services.

In an exclusive interview with The New Times, the hospital’s director, Dr. Alex Butera, discounted the negative perception about his hospital saying it was unwarranted, saying service delivery had doubled recently.

“You cannot get international accreditation if you’re providing poor services. People are talking about only bad things. But they leave out the achievements. Things have changed and we are providing quality services,” he noted.

He added that many patients, especially top government officials in the region, seek treatment at the facility, adding that if the complaints were true, it would not attract such a calibre of people.

The  Minister of Health, Dr Agnes Binagwaho, pointed out that there was a communication breakdown between health providers and patients. She, however, revealed that a major campaign to change the image of the country’s health sector was in the pipeline.

“There is still the problem of language among nurses and doctors. One lady lost her child and doctors told her not to worry as she would get another one. Imagine if you were that mother, how would you feel? Therefore, we must change our language if we are to provide quality services,” she insisted.

Among the recommendations arrived at and read by the Minister in charge of Cabinet Affairs, Protais Musoni, it was agreed that doctors and other health providers should desist from using phones while at work while health workers ought to be exemplary in whatever they did.

Participants also agreed that suggestion boxes in all hospitals and health centres should be opened by mayors instead of hospital managers. Additional training among health workers was another recommendation.

It was further recommended that the phone-numbers of the heads of hospitals and mayors should be put at the entrance of health care facilities for people to call in case they are not attended to.

Prime Minister Habumuremyi tasked the Health Minister to assess whether the recommendations are implemented within the next three months.

FIFA President Sepp Blatter will make his second visit to Rwanda this year to see the latest football developments in the country.

Although the world football boss has not yet indicated the exact dates for his visit, Michel Gasingwa, the Chief Executive Officer of Ferwafa confirmed to Times Sport yesterday that Blatter had confirmed the visit.

“He (Blatter) will communicate in due course on when he will visit the country but he assured us that he will come this year,” Gasingwa said.

In 2005, Blatter made his maiden visit to Rwanda. During the visit, he officially opened the Ferwafa Headquarters.

The 75-year-old, who has been at the helm of world football for the last 14 years, is largely credited for developing football structures on the African continent.

Early this week, Gasingwa and the Ferwafa president Celestin Ntagungira met Blatter in Zurich.

Rwanda has benefited from two FIFA goal projects. The first Fifa Goal Project ($475,000) went into the construction of Ferwafa headquarters while the second helped in the construction of artificial turfs at Ferwafa, Nyamirambo and Rubavu.
