IBADAN—AN Oyo State high Court has struck out a suit filed by Chairman of Oyo State chapter of the National Union of Road Transport Workers, NURTW, Alhaji Lateef Akinsola also known as Tokyo to gain recognition as leader of the union in the state.

The case was struck out by Justice Aderonke Aderemi who said the court lacked jurisdiction to entertain the suit.

Akinsola, had prayed the court to validate an earlier judgment of the National Industrial Court, NIC, which reinstated him as  chairman of the union in  2010.

But due to  reasons best known to him, former governor, Otunba Adebayo Alao-Akala did not obey the order of the court.

In the suit filed by Tokyo, the National President of the union, Alhaji Najeem Yasin had said no to the prayers of Tokyo to reclaim the union’s leadership through the State High Court.

Counsel to Yasin,  Waheed Olajide, had argued that the State High Court lacked jurisdiction to adjudicate the matter quoting section 254, sub-section (1d) of the 1999 constitution.

The section, according to the union’s National headquarters vested jurisdiction on matters relating to Trade union disputes on the NIC and not state High Court, stressing that the argument by Tokyo that he was denied his right to occupy the seat after NIC’s judgment was a mere exercise in futility.

Though Tokyo’s lawyer, Mr. Kareem Adekola held a contrary view but the judge in her ruling awarded a N5,000 cost against Tokyo in favour of the union’s National leadership and subsequently struck out the case for lack of jurisdiction.

A group within the union  urged Governor Abiola Ajimobi not to impose Tokyo or any of his cronies on the union again.

According to the information received, the Central government-appointed expert group was scheduled to have its fourth round of talks on 31st January 2012 (Tuesday) at 11.00 a.m. in the District Collector’s office, Tirunelveli.  The representatives of Peoples Movement against Nuclear Energy (PMANE) – Pushparayan and Jesuraj and 20 women accompanying them have been attacked by Goondas (hired thugs) near Tirunelveli Collecotrate on their way to attend talks with the Central Government Expert Panel. The women who tried to shield the PMANE representatives were also beaten up and they are in hospital now. The goons were said to have been hired by some local Congress leaders.

The activists came to meet the Central government-appointed expert group for the fourth round of talks but after stones were pelted at them, they decided to boycott the meeting.
The Koodankulam Anti Nuclear protest has stood out as a symbol of non-violent protest. This move of attacking movement leaders is a strategy of trying to create tension and turn the movement violent. The PMANE movement has withdrawn from the talks after the incident which gave clear indications of the Central Government’s backdoor working. Protests are happening in Tirunelveli and other southern Tamilnadu districts condemning the attacks.

It is note-worthy that for the past three months the activists have been said to receive threats from the goons of Congress Party. On the eve of the crucial talks, anti-nuclear activists had said that their representatives would not engage in any dialogue, despite promising their attendance.

The coordinator of the People’s Movement Against Nuclear Energy (PMANE) stated “We have no faith in the talks. None of the questions we had asked were answered and the documents we had asked for were not furnished. Meanwhile, our members have been assaulted when they had gone to participate in the talks. We are calling off the talks”.
A representative of the protestors in the expert panel formed by the State Government said that they would go to the meeting but would not engage in any dialogue with them. They also demanded that they needed to talk to the people living within a radius of 30 km (around the Plant) and to the expert panel.

The anti-KNPP agitators’ intensifying their stir, has come a day before the fourth and possibly, the final round of talks between the Department of Atomic Energy (DAE) nominated panel of experts and the state government’s committee, slated to be held in Tirunelveli on Tuesday, as part of a long-drawn exercise to dispel local people’s fears about KNPP.

It was expected that M Pushparayan, convener of Coastal People’s Federation and M P Jesuraj would represent the anti-nuke protestors as part of the state panel in the talks with the Central panel headed by E Muthunayagam. PMANE had initially protested that they would boycott the talks, but changed the stance.

The previous three rounds of talks between the panels held on the 7th and 18th of November and 15th of December 2011 had failed to make any headway towards commissioning of the first unit at the KNPP as local people protesting against the project were not satisfied with the answers given by the expert group to their queries.
The Central Government Panel has failed to answer most of the questions raised by the movements own panel and whatever answers given, were all unsatisfactory. Moreover the central panel and central government have also refused to meet the movement’s expert panel and have an open discussion.

The Indo-Russian joint venture ran into trouble with activists and local people going on protest citing safety concerns in the wake of the Fukushima Disaster in Japan early last year.
Simultaneously, pressure from various quarters including industry is mounting on Tamil Nadu government and the Central team to resolve the deadlock as the state’s power situation is taking a turn for the worse.
We are concerned that the attack on the activists was pre-planned and aimed at suppressing their genuine voices of protest against the Koodankulam Nuclear Power Plant in Tamil Nadu.

Appeal
I, therefore, urge you to immediately take necessary steps to

Guarantee in all circumstances the physical and psychological integrity of all the activists of anti-Koodankulam Nuclear Power Plant Campaign who were protesting in a peaceful manner;Initiate a departmental enquiry against the perpetrators who pelted stones and attacked the group of activists which included women and those behind them;Conform to the provisions of the United Nations Declaration on Human Rights Defenders, adopted by the UN General Assembly on December 9, 1998, especially:

– its Article 1, which states that “everyone has the right, individually and in association with others, to promote and to strive for the protection and realisation of human rights and fundamental freedoms at the national and international levels”;
– and its Article 12.2, which states that “the State shall take all necessary measures to ensure the protection by the competent authorities of everyone, individually and in association with others, against any violence, threats, retaliation, de facto or de jure adverse discrimination, pressure or any other arbitrary action as a consequence of his or her legitimate exercise of the rights referred to in the present Declaration”;
4. Ensure in all circumstances respect for human rights and fundamental freedoms in accordance with international human rights standards and international instruments ratified by India.

Farmers at Kenyasi petition President over lost money

Some farmers at Kenyasi in Asutifi District of Brong Ahafo Region have petitioned the President to help them to retrieve their monies from the liquidated Kenyasi branch of Tano Rural Bank.

Their monies totalling GH? 110,579.00 were deposited at the bank on behalf of the farmers by Newmont Ghana Gold limited as compensation for their lands acquired.

Abena Pomaah, Spokesperson of the farmers presented the petition to Mr Eric Opoku, Deputy Regional Minister.

A copy of the petition made available to the Ghana News Agency in Sunyani, said they had tried several avenues including the court for the past six years to retrieve their monies but had not yielded any fruitful results.

“We are therefore making this passionate appeal to your office to help us retrieve our monies,” she said.

The farmers said the “sudden disappearance of the bank” had worsened their plight, making it difficult for them to further their wards’ education and to satisfy other important personal needs.

“As a result, our children have dropped out of school and have joined “galamsey” (illegal mining) and chain saw operators in the area”, Mr Awal Iddrisu, one of the farmers said.

Mr. Opoku expressed dismay about the issue and assured them that the necessary investigations would be conducted into the matter as soon as possible. GNA

Settler cocoa farmers at Cocoase ejected from their homes

About 50 settler cocoa farmers at Cocoase, in the Mpohor Wassa East District of the Western Region, were on Tuesday evicted from their homes for failing to honour an agreement with the chief of the town.

The Spokesperson of the farmers, Mr Saviour Kwabogyie told the media in Takoradi that, they had an agreement with the Chief of Brofoyedur, who is the custodian of the land that, they would give out 45 kilograms of cocoa beans to him annually for releasing his land to them to cultivate the crop.

However, since 2009, the cocoa farmers had failed to honour the terms of the agreement hence the ejections.

The Chief of Brofoyedur, Nana Kwamina Damoah III, confirmed the story when he was approached by journalists on the issue.

Nana Damoah said the action was an enforcement of a ruling by the Tarkwa Circuit Court on March 26, 2011, which authorised the security agencies to eject the farmers for failing to honour the agreement they reached with his predecessor.

After almost three years of litigation in court, the court ruled in favour of the chief last year and impressed upon the farmers to pay GH?14,000 to the chief as damages.

However, the farmers refused to carry out the court orders hence the decision to evict them. GNA

These people are extorting monies from innocent persons under the pretext of getting them job placements in the company.
A statement signed by Management said: “Glo Mobile Ghana Limited has not authorised any individual or group of persons to recruit staff on its behalf.  Glo Mobile Ghana further reminds the general public that it will never demand any form of payment from any individual to be interviewed for any possible job placement in the organisation.
“We accordingly wish to caution the public to be wary of these scams and… fraudsters.”
The statement said the “Management of Glo Mobile Ghana strongly urges all persons who come into contact with these imposters to immediately report them to the nearest law enforcement agents”.
It said Glo Mobile Ghana periodically publishes vacancy advertisements and so any persons seeking additional reliable information about job opportunities at Glo Mobile Ghana should email to [email protected].

Broadcast technicians Introduced to New Generation Transmitting Equipment

Radio and communication broadcast technicians have been advised to avoid the use of multiple earthing points as this has the potential to damage transmitting equipment during lightning storms.

The advice was given at a day’s workshop organised to upgrade the knowledge of radio and television broadcast technicians by EuroTel Broadcast Applications of Italy and Retelgy Limited from Ghana.

The participants were introduced to a new generation of radio communications and broadcast equipment with a capacity to function for 30 minutes during a power outage without any damage to the equipment. The new range of transmitters can function both as radio and TV transmitters with modifications and also have dual analogue and digital transmission capability.

Mr Antonio Orizzonte, Area Representative of EuroTel for Africa and the Middle East conducted the workshop jointly with Mr Rocky A. Wilson of Retelgy Ghana, Limited.

Mr Orrizonte introduced the technicians to the new generation of smart transmitting equipment, which he said, could be managed by remote control and to get feedback on the equipment’s performance as well as troubleshoot any problems using ordinary GSM telephone chips.

Among the issues dealt with during the training were – surge protection and prevention in lightning storms and GPS transmitter positioning for maximum transmission quality.

The EuroTel representative noted that “lightning should never be a problem for Radio Communication and broadcast equipment if the right approach of a single point grounding of equipment is used”.

He said: “It is important not to have multiple earthing points at one site including studio and transmitter masts as this opens up the equipment to damage when lightning occurs instead of a single earthed point.”

ILGS/GIZ awards excelling MMDAs

Three Metropolitan, Municipal and District Assemblies which excelled in the District Public Private Partnership (PPP) Project have been honoured.

Sekondi-Takoradi Metropolitan Assembly emerged the overall winner, followed by Offinso Municipal Assembly and Birim North District Assembly.
Each received desk top computers and accessories, a printer, plaque and a certificate.
The Institute of Local Government Studies (ILGS) with assistance from the German Development Corporation’s (GIZ) Support for Decentralisation Reform Programme instituted the Excellence Awards for Metropolitan, Municipal and District Assemblies (MMDAs).
The project initiated in collaboration with Ministry of Local Government and Rural Development was implemented between December 2010 and June 2011 to promote PPP as a tool for accelerated local level development.
The Kojokrom Market sheds project by the Sekondi-Takoradi Metropolitan Assembly which won the first prize involved the construction of stores, stalls, warehouses, cold stores, transport terminals and other ancillary services.
The Offinsoman Rural Bank Project by Offinso Municipal Assembly was a community based unit bank established for promoting small and micro enterprises within the municipality, resulted in multiple positive effects on other projects in the community including the School Feeding Programme.
The Capacity Enhancement for transparent, accountable, participatory and sustainable management of extractive resource revenue by the Birim North District Assembly which focused on infrastructural development assisted the building of more responsive, transparent and accountable management of natural resource revenues.
Mr Seth Terkper, Deputy Minister of Finance and Economic Planning, presenting the awards in Accra on Tuesday commended the winners for the tremendous achievements over the period and encouraged other MMDAs to strive hard at attaining excellence in their areas of jurisdiction to enhance local governance and development at the local levels.
He pointed out that engaging in PPP had been considered as a strategy for improving service delivery and infrastructural development and in the context of the changing roles and expectations of national governments, various countries had defined relationships that could exist between the public and private sectors in relation to financing, technical development, programme implementation, monitoring and evaluation.
Mr Terkper explained that the project challenged the assemblies to use PPP schemes to meet some of the challenges involving local government finances, making it a means by which central and local government mixed public and private funds in a financial plan to move the development agenda.
He stated that PPP plans enabled governments to start and complete projects with insufficient or no financing, which was a great advantage.

“It is our goal to use PPP financing as planned public policy to tackle projects with significant commercial value,” he said.
Mr Terkper indicated that government could also use the PPP model to bring in private sector management and expertise to run commercial projects on continuing basis.
He however cautioned that while admitting the enormous advantages of PPP, “We must be conscious of some PPP pitfalls”, observing that risk sharing must be balanced as with the benefits between the public and private partners.
Mr Terkper urged the assemblies to clearly identify user fees and revenues that were used to support PPP project that did not make positive returns.
He announced that government had given approval for a PPP Policy as part of several ongoing Public Financial Management Reforms and was currently before Parliament, to guide State institutions in their efforts to use PPP as a means of financing to set up projects, create jobs and facilitate development.
Mr Terkper stressed that implementation of such measures as deliberate government policies would help improve financial management including the prudent use of funds to implement PPP and other policies.

He stressed: “Ghana need these enhanced policies to be consistent with her new Lower Middle Income Country status as aid or grants received would decline and eventually become insignificant over time.”
He called for proper repayment plans of loans by MMDAs, without which local and central government financial systems could fail.
Mr Terkper commended sponsors of the programme and urged them to insist on fiscal and financial prudence as important aspect of the evaluation process.
Ms Abena Korang Acheampong Abaitey, Project Coordinator, explained that the common criteria for selecting winning assemblies included sustainability of the initiative, impact on the community, post-partnership prospects and the extent of pro-activity the assembly had demonstrated in the project.
Other criteria for assessment included partnership arrangement such as the role of partners, governance systems, processes, monitoring and evaluation, process for design, process for management and extent of skills transfer to the local community.

The project must also fall into the medium term development plan of the assembly.
She said the PPP arrangement involved a tripartite arrangement involving the district assembly, the Integrated Social Development Centre (ISODEC) Newmont Ghana Limited and focused on capacity, facilitating the relationship between the district assembly, the mining company, traditional authorities and communities through the support of an external actor ISODEC to foster sustainable and equitable management of the resources.
Dr Esther Ofei-Aboaye, Director of ILGS, expressed gratitude to Vice President John Dramani Mahama for his support for the awards and the sponsors for their support and expressed the hope that funding would be secured soon for the next contest to begin. GNA

IOPG to become sub-regional centre for training packaging expertise

Mr Ebenezer Mante, Chief Executive Officer of the Institute of Packaging Ghana (IOPG) on Tuesday said the vision of his outfit is to become a sub-regional centre for training and development of packaging expertise.

The body, he said also aims at becoming a leading packaging institution in Africa.

He said the IOPG provides world class professional training and packaging service to individuals and organisations operating in the packaging and trade sectors.

Mr Mante made this known when he granted an interview to the Ghana News Agency in Accra.

He said the IOPG is a registered professional body operating in Ghana and the West African sub-region, promoting packaging practice since November 2003.

“The institute provides training, advocacy, business advisory, research and consultancy services to the packaging and trade sectors.”

Mr Mante noted that to ensure high packaging standards, the IOPG had established mutually beneficial partnership with national and international institutions.

He said the IOPG collaborating partners at the national level includes the Ministry of Trade and Industry, Ministry of Food and Agriculture, Women and Children’s Affairs, Ghana Standards Authority, Food and Drugs Board and Ghana Education Service.

The others are the Ghana Export Promotion Council, Coalition against Counterfeit and Illicit Trade, Universities of Ghana and Science and Technology and the Rural Enterprises Project to provide training to micro entrepreneurs in effective packaging.

Mr Mante said the international collaborating partners also includes Institute of Packaging South Africa, Thai packaging centre, the international trade centre and pro-invest group which was funded by the European Union.

He added that the IOPG organises frequent seminars and workshops for its national collaborating partners to upgrade their knowledge in packaging.

The institute also offer 10 months professional diploma courses in packaging technology, in collaboration with institute of packing, South Africa for individuals and organisations.

Touching on the achievement, he said the IOPG has build the capacity of industry practitioners through the provision of professional, short term and refresher training programmes in packaging for Ghana, Burkina Faso and Niger since 2003.

Mr Mante added that the IOPG hosted the first World Packaging Organisation Board Meeting and Packaging Awards Ceremony (World Star) as well as the First Ghana Packaging Awards in May 2008.

It also started food packaging courses for final year students of the Food Process Engineering Department of the Faculty of Engineering Science of the University of Ghana.

Mr Mante said he arranged a study tour of European Packaging Institutions and participation in packaging fairs for Ghanaian packaging converts with support from the EU Pro-Invest and conducted research and published a Ghana Packing Directory and hand books with assistance from International Trade Centre.

He said the institute benefits to its members are unaccountable, adding “the institute administratively is governed by a seven- member Executive Committee.” GNA

UN Yugoslav tribunal accepts plea agreement in contempt trial

The United Nations war crimes tribunal for the Balkan conflicts of the 1990s today accepted the plea agreement filed in the contempt of court trial of Jelena Ra?ic, who was accused of procuring false statements from witnesses in exchange for money.

Ms. Ra?ic had pleaded guilty to all five counts of contempt of court at her initial appearance before the International Criminal Tribunal for the former Yugoslavia (ICTY), which is based in The Hague, in September 2010.

She had been granted provisional release in November, pending the start of trial, the tribunal noted in a news release. The date of the judgement hearing in Ms. Ra?ic?s case will be confirmed in due course.

Ms. Ra?ic was the case manager on the defence team of Milan Lukic, a Bosnian Serb who was sentenced by the trial chamber to life imprisonment for crimes committed in the eastern Bosnian town of Vi?egrad.

She pleaded guilty to knowingly and willingly interfering with the Tribunal?s administration of justice by procuring a false witness statement from Zuhdija Tabakovic from Vi?egrad in exchange for ?1,000 in cash.

She also pleaded guilty to inciting Mr. Tabakovic to offer bribes and to procure false witness statements from two other individuals. Mr. Tabakovic was convicted of contempt in March 2010 and was sentenced to three months? imprisonment.

Eighteenth Ordinary Session of the African Union ends with postponement of Commissioners elections to June in Malawi

ADDIS ABABA, Ethiopia, February 1, 2012/African Press Organization (APO)/ — The Heads of State and Government of the African Union (AU), meeting at the 18th Ordinary Session of the AU Summit in Addis Ababa, Ethiopia, from 29 January 2012, on the theme “Boosting Intra-African Trade”, ended deliberation today 30 January 2012, at the new Conference Center of the AU in Addis Ababa, Ethiopia.

The Heads of States adopted 25 Decisions, one resolution and two Declarations. Amongst the decisions is the suspension of the elections of the Chairperson and Deputy Chairperson of the AU Commission, alongside that of the eight Commissioners. This came after long debate as none of the candidates for the chairmanship could obtain the 2/3 votes as stipulated in the AU constitution.

The summit resolved that an ad-hoc committee be set up as soon as possible to look into the election matter ahead of the next AU summit scheduled for June 2012 in the Republic of Malawi. The ad-hoc committee is expected to meet in March 2012. To that effect, the mandate of the present Commission was extended until the next AU Summit.

During the closing ceremony, Dr. Mohamed Moncef Marzouki, President of the Republic of Tunisia presented the vote of thanks to the Assembly, calling on the need for peace and unity on the continent. To the Chinese Government he extended his gratitude for offering the AU a magnificent conference center which will enable the African Heads of States to meet and discuss about issues of interest to the continent.

Addressing the final press conference that followed the closing ceremony of the 18th AU Summit, the Chairperson of the African Union President Yayi Boni of Benin informed the press that the Assembly discussed among others, peace and security issues. “We were able to agree on certain measures to ensure that peace is restored to the areas affected by conflicts”, he underlined.

The AU Chairperson announced that the AU was pleased to receive the new Libyan authorities into the Union, and that the AU will continue to support the efforts of the Libyans to ensure that peace and stability is restored and development enhanced. President Yayi Boni recalled that the issue of proliferation of arms in the region is of concern to the AU and needs urgent attention. “We want a new and safe Africa”, he said. Referring to the theme of the summit, President Boni commended the free trade area by the Common Market for Eastern and Southern Africa (COMESA), East African Community (EAC) and the Southern African Development Community (SADC), adding that Africa is looking to establish a continental free trade area by 2017, in order to promote the economic development and integration of the continent.

Amanful Catholic Boys school teachers threaten strike

Cape Coast, Jan.31 GNA- Teachers at Cape Coast Amanful Catholic Boys Junior High School (JHS), have threatened to strike if the Metropolitan Assembly fails to stop people from dumping refuse on campus and using the facility as a place of convenience.

Mrs Georgina Nkum, Head teacher of the school issued the threat on behalf of her colleagues, in an interview with the Ghana News Agency after a church service at the Amanful St Joseph Catholic church to climax this year’s Catholic Education week celebration.

He said most teachers have also threatened to leave the school.

She said numerous complaints to the Metropolitan Assembly had felt on deaf ears, thereby making teaching and learning unbearable.

Mrs Nkum said the school compound is also used as a football park for the surrounding communities, while the walls are defaced with posters.

On the Academic performance of the school, Mrs Nkum said most of the students are performing poorly and attributed the situation to truancy by most of them, who had to engage in child labour to fund their education.

This, she said is affecting their preparation towards the Basic Education Certificate Examination.

She said the school had decided to organise extra classes for the final year students.

An appeal for funds in aid of the celebration of the week yielded GH? 109,000 which was shared among St Michael’s, Amanful Catholic Boys JHS and Amanful Catholic Boys Primary School.

Two editors given jail terms in Central African Republic

NEW YORK, February 1, 2012/African Press Organization (APO)/ — The convictions of two journalists in the Central African Republic over their critical coverage of a top official constitute political censorship, the Committee to Protect Journalists said today.

On Friday, a judge in the capital, Bangui, convicted Ferdinand Samba, editor of the private weekly Le Démocrate, on charges of defamation, insult, and incitement to hatred over a series of opinion articles dating back to September 2011 that were critical of finance minister Sylvain Ndoutingaï, according to news reports. Only the incitement charge carried a prison sentence under the country’s 2005 press law, the journalist’s defense lawyer, Nicolas Tiangaye, told CPJ.

Samba, who has been imprisoned since mid-January based on a complaint filed by Ndoutingaï, was sentenced to 10 months’ imprisonment and a fine of 1 million CFA francs (US$1,976), news reports said. The judge also ordered the journalist to pay 10 million CFA francs (US$19,762) in damages to Ndoutingaï and imposed a one-year suspension on Le Démocrate.Tiangaye told CPJ that although he immediately filed an appeal upon hearing the verdict, authorities had already sealed the newspaper’soffices and returned the journalist to Ngaragba Central Prison in Bangui.

Another newspaper editor, Patrick Agoundou of the pro-government La Plume, was convicted in absentia on similar charges, according to news reports. The journalist had written articles criticizing Ndoutingaï’s management of public finances and had reported on allegations of abuse of power and embezzlement, local journalists told CPJ. Fearing arrest, Agoundou fled the country a few weeks ago, local journalists said.

“The judge’s decision to suspend Le Démocrate for one year and the prison sentences given to Ferdinand Samba and Patrick Agoundou were politically motivated in order to silence critical voices,” said CPJ Africa Advocacy Coordinator Mohamed Keita. “We call on the appeals court to reverse Samba’s jail sentence and urge authorities to free Samba immediately.”

African Union and World Bank Hold High-Level Consultations

ADDIS ABABA, Ethiopia, February 1, 2012/African Press Organization (APO)/ — On the heels of the 18th African Union (AU) Summit, the African Union Commission (AUC) and the World Bank (WB) held High-Level Consultations at the AU Headquarters in Addis Ababa, on the 31st of January 2012.

The meeting was part of regular consultations on the partnership between both organizations and was chaired by the Chairperson of the Commission, H.E. Dr. Jean Ping, who was accompanied by the Deputy Chairperson, H.E. Mr. Erastus Mwencha, while the World Bank Delegation was led by the Vice President for Africa, Mrs. Obiageli Ezekwesili.

The purpose of the meeting was to follow-up on the theme of the Summit – Boosting Intra-African trade – and review ways and means of enhancing and maximizing the effectiveness of WB support for the AU and Africa, in that respect.

Issues discussed at the meeting included: sub-regional and regional integration and trade; capacity building; agriculture and food security; funding; and mechanisms for the Bank’s support to the Commission.

The Chairperson thanked the World Bank for its support to Africa and emphasized the need for Africa’s Donors and Partners to follow through on their commitments and pledges to the Continent.

Chairperson Ping thanked Vice President Ezekwesili, who will be leaving her post in May, for her fruitful efforts to improve relations between the World Bank and Africa.

“I commend you for the excellent job you have done to improve relations between the World Bank and Africa. We understand the challenges you may have encountered in the process and appreciate your productive focus and tenacity. I wish you success in your professional pursuits and hope that wherever you go, you will not forget Africa,” the Chairperson said.

On her part, Vice President Ezekwesili thanked Chairperson Ping for making time to personally receive her delegation, despite his exhausting Pre-Summit and Summit schedule.

With regard to her tenure at the Bank, Mrs. Ezekwesili said: “Improving relations between the World Bank and the African Union was the most natural thing for me to do. Dealing with Africa as a true partner and not simply dictating policy to the Continent is the right approach. It was not easy but I am proud of what we accomplished by working together and I promise that my successor will continue in the same vein. This is a good time for Africa, as all the key macro-economic indicators suggest. Africa and the African Union must continue to drive the agenda, with more emphasis on economics than politics.”

The Vice President assured the Chairperson of the sustained interest and determination of the World Bank to continue assisting Africa’s agricultural sector to help achieve food security for the people of the Continent.

Vice President Ezekwesili was accompanied by the Bank’s Africa Director of Strategy and Operations, Mr. Colin Bruce, the Director for Regional Integration, Mr. Yussupha Crookes, the Trade Practice Leader, Mr. Paul Brenton, the Trade Programme Coordinator, Mr. Dominique Njinkeu, as well as the Special Assistant to the Vice President, Mr. Ikechi Okorie and three Senior Specialists: Mr. Waleed Malik, Mr. Andrew Roberts and Ms. Aileen Marshall.

Meanwhile, the Chairperson and Deputy Chairperson were flanked by the Chief of Staff and Deputy Chief of Staff in the Bureau of the Chairperson, the Chairperson’s Political and Diplomatic Advisor, the Economic Affairs Advisor, as well as the Director of Strategic Planning, Monitoring and Resource Mobilization, the Director of Information and Communication and the Special Assistant and Coordinating Officer in the Bureau of the Deputy Chairperson.

HIV – AIDS at the center of discussions of the general assembly of the Organisation of African First Ladies (OAFLA)

ADDIS ABABA, Ethiopia, February 1, 2012/African Press Organization (APO)/ — The Organization of African First Ladies Against HIV/AIDS (OAFLA) held its General Assembly, today 30 January 2012, at the African Union headquarters in Addis Ababa, Ethiopia, under the theme: “An HIV/AIDS free tomorrow needs caring men and women today”.

The OAFLA General Assembly was chaired by Advocate Bience Gawanas, Commissioner for Social Affairs of the African Union.

The First Lady of Ethiopia, Mrs Azeb Mesfin was the first to address the audience in her capacity of hostess and former President of OAFLA. She stated that her three years as president of OAFLA gave her a lot of pride, OAFLA being a real step up for the role of First Ladies. According to First Lady Mesfin, the association not only fights against AIDS but also promotes values such as peace, good governance and women empowerment. She explained that, First Ladies have the capacity to influence change through their collective voices, “they have become the voice of the most vulnerable”, she noted. Mrs. Mesfin underlined the necessity to empower women, as empowerment is the key to protect them from HIV/AIDS.

Mrs Penehupifo Pohamba, First Lady of the Republic of Namibia and President of the OAFLA welcomed newcomers. They are: the First Ladies of Cape Verde, Comoros, Southern Sudan, and Zambia. She commended the establishment of a permanent Secretariat for the association in 2009 in Addis Ababa Ethiopia and the record attendance during a meeting of the technical advisers which took place last week in Addis Ababa. The meeting grouped 21 advisers sent by the First Ladies. The President of OAFLA then summarized the main achievements during her mandate including: the reduction of Mother to Child Transmission, the promotion of effective communication, advocacy, networking and mobilization of resources and the revitalization of the OAFLA membership. When concluding her speech, she recalled the importance of having an inclusive, comprehensive and flexible agenda in order to include other issues such as Tuberculosis, Malaria, gender-based violence and poverty. “OAFLA can no longer only be about HIV/AIDS”, she said.

Mrs Ban Soon-Taek, wife of the United Nations Secretary General, was the guest of honor at the AOFLA General Assembly. in her speech, Mrs. Ban stated that, the momentum is building and the support for this project is increasing, therefore an AIDS free generation can be reality in a few years. She said saving the lives of children and their mothers is the main goal. “The improvement of reproductive health services” she said, was also a means to decrease vulnerability factors while highlighting the advantages of couple oriented solutions and the need to have high profile champions in all countries to lead the process in the sensitization campaign.

Addressing the African First Ladies, Commissioner Gawanas underlined men involvement in the fight against AIDS. She said men are often blamed and left out when they also have sexual and reproductive health needs that have to be addressed. She recalled the campaign against HIV-AIDS and the effort of the Department of Social Affairs of the African Union to eradicate mother to child transmission to zero.

Mr. Michel Sidibé, Executive Director of UNAIDS, on his part, assured the OAFLA members of his support. He congratulated the First Ladies for their efforts aimed at bringing a change in the way people perceived the pandemic and how this has improved the lives of many. He underscored the importance for African countries to look for its own source of financing. “We are now going through a “Make it or Break it” phase and we need to find ways to produce our own drugs and look into ways to transfer technologies”, he reiterated.

Other key speakers at the General Assembly of OAFLA include: the UNFPA Country Representative and Representative to AU and ECA, Mr. Benoît Kalasa, RAND Cooperation Representative with OAFLA Dr. Gery Ryan and African AIDS Vaccine Partnership Executive Director Dr. Chidi Victor Nweneka.

At the age of five, Tsatsi Rugege knew acting was her passion

Tsatsi Rugege

Tsatsi Rugege is barely seventeen years of age, but her acting skills cannot go unnoticed. She is currently pursuing International Baccalaureate Diploma programme at the Green Hills Academy, in Kigali. We recently caught up with her at the KWETU Film Institute, where she performed a sensational Broadway hit musical, FAME. Below are the excerpts.

Q: When did you realise your acting skills?

A: I have never thought of drama as a talent but rather as a passion. My first experience was the day I acted ‘Mary’ in a Christmas play about the birth of Jesus Christ. I was only five years at the time.

Q: Who is your role model in the creative industry – in theatre or films?

A: I do not have a person as my role model, but rather a story that inspires me, the Broadway hit musical, FAME! That is why I chose to do it at Green Hills Academy.

Q: Apart from today’s performance, have you acted before?

A: I have acted in two Christmas plays at pre-primary school. In primary school, I took part in a production inspired by Rudyard Kipling writings, The Jungle Book and a poetry performance. I also did Trolls, a male artists inspired production.

Q: What do you think about the film industry in Rwanda?

A: The film industry in Rwanda seems to be hot right now! It is rapidly growing and I am sure, it will soon be very lucrative. In a nutshell, Rwanda’s film industry is very promising.

Q: What impact do you think the establishment of KWETU Film Institute will have on Rwanda?

A: I see the institute contributing rapidly to the development of entertainment and hence Rwanda’s economy.

Educating people means ensuring their stability as far as an income is concerned, which is extremely important in any country. I also see the institute inspiring the youth to get into the creative sector where they will able to express themselves positively.
Q: Which is your favourite film and why?

A: My favourite film is ‘Finding Neverland’. It is really a sad story about the playwright and inspiration of Peter Pan, but the way the film portrays reality and imagination and its combination with music is absolutely amazing!

Q: Do you think films produced in Africa are weaker compared to Hollywood films?

A: I do not think so. In Africa, we had to give the first priority to pressing issues like infrastructure and suitable societies to live in. We are only a bit behind but, many countries, especially Rwanda, are catching up at a good pace.

We only need to keep trying, take constructive criticism and learn to ask for help where necessary.

Q: If an upcoming local filmmaker asked you to take part in their film, what would be your reaction?

A: First, I would be shocked.  But really, I would be thrilled to work with a local filmmaker!

Q: Where do you see yourself ten years from now?

A: I see myself combining my two passions; engineering and performing arts. Many people think the two are incompatible, but I think they have a major factor in common; movement. I don’t know how, but I will do it.

Q: What are your hobbies?

A: I really like attending Spoken Word Rwanda at Shooters’ Lounge, because I love reciting poetry and singing.

Q: Lastly, what message do you have for the young people who would love to join the creative industry, especially in acting?

A: Performing Arts is like a child. It requires love, strength, patience and it is the greatest gift!

Rwandan youngsters pass ITF circuit first round tests

Anatole Bizimana and Hakim Ntwali are through to the second round of the ITF East Africa 18 and Under Circuit in Nairobi after yesterday’s first round victories.

Ntwali dismissed India’s N. Adusumilli (ranked 1203) in straight sets 6-3 6-4.

Bizimana had an even easier walk into the second round after a 6-1 6-1 win over Burundi’s Shaban Kabura, who is ranked 1751 in the world.

Bizimana will now play Polish Peter Dobrzynski (943) in today’s second round while Nwali faces a stern test against Aviv Darmon of Israel. Both Dobrzynski and Darmon had byes in the first round.

The tournament will climax on February 4.
