The Sekondi-Takoradi Metropolitan Director of the National Service Scheme (NSS), Ebenezer Asante, has admitted that some NSS coordinators demand for sex from female national service personnel before posting them to their areas of choice.

He has therefore told female national service personnel to be assertive enough and resist such demands from coordinators since sexual demands were not part of the code of conduct of the scheme.

“In fact it is true that some coordinators do ask some female service personnel for sex before posting them to places they ask for but let me state that, that is not part of our ethics,” he stressed.

Mr. Asante was reacting to a question by one of the service personnel after a talk on the need for employees to abide by the code of ethics of their respective organizations at the first general meeting of national service personnel in various communities in the Western region.

The questioner wanted to find out what female job seekers should do when they were asked for sexual favours in exchange for jobs by managers of companies.

The metropolitan director of the NSS indicated that it was appalling to note that certain managers who should know better, rather asked for sex from female job seekers before accepting them in their organizations.

He explained that it was mandatory for all graduates who were 18 years and above to do their national service after completing their tertiary education.

He bemoaned the situation where certain national service persons, after receiving their appointment letters, failed to go to their stations but connived with some people in their areas of postings and collected their allowances.

He also appealed to the service personnel to make good use of their productive hours in their respective organizations since they stood the chance of getting permanent jobs in the organizations after their service.

The Sekondi-Takoradi Metropolitan Coordinating Director, Mohammed Zakari, asked the service personnel to leave behind good legacies at their respective areas of postings.

The woes of the Electricity Company of Ghana (ECG) continue to deepen as new revelations have unfolded on how the board, led by Dr Kwabena Osafo, blew huge sums of money as sitting allowances.

The board, which was expected to supervise the company’s management and check it against the perpetration of any financial malfeasance, could not stand the temptation of excessive spending and ended up being dragged into it.

Investigations conducted over a period of eight months by Crusading Guide’s reporter, Anas Aremeyaw Anas, revealed that in all, a total of GH¢373,871.60, equivalent to $249,247.73, was paid to members of the ECG board between January and November 2011.

The rest are Samuel Cudjoe (GH¢29,551), Barima Kwame Nkyi XII (GH¢28,222), Nii Oakley Quaye Kumah (GH¢26,490.80), and Anthony Gyampo (GH¢14,030.80).

The three top earners (Kwabena Adjei Bambaata, Stephen Sumani Nayina, and Bernard Allotey Jacob), according to the report, were able to earn that much because they live outside Accra for which reason their transport and accommodation fees were factored into the payments. When reached for comments, the Public Relations Manager of ECG, Gloria Dua Sakyi, told CITY&BUSINESS GUIDE: “I cannot say whether the board members are entitled to the monies or not but they were appointed by the President in consultation with the Council of State. They are our bosses and we work under them so I cannot comment on the issue.”

But the Director of Customer Services at ECG, Dr N. K. Smart Yeboah, recently told Joy FM, an Accra-based radio station that he was scandalised, embarrassed and humiliated by the sheer scale of corruption and inefficiencies at ECG.

Meanwhile, a source at the Public Utilities Regulatory Commission (PURC), the regulator of the Ghanaian utility sector, told this paper yesterday the allowances received by the ECG board members were meager, compared to the amount paid to their counterparts at other public institutions such as the National Petroleum Authority (NPA).

The shocking investigations and revelations by Anas showed that different sums of fees were paid out to board members monthly, noting that the monies were paid net-of-tax i.e. either by cash or cheque. But in their case, the ECG board members preferred cash.

The fixed monthly board fees as at January 2011 was pegged at GH¢750 and GH¢975 for the board members and the board chairman respectively.

The amount, according to the report, was increased by GH¢225 from February until the reconstitution of the board was completed in November 2011.

Consequently, the board chairman earned GH¢1,267.50 as against GH¢975. The board chairman, by principle, always earned 25 percent more than the members.

The investigation further revealed that board sitting allowance for a member was GH¢300 while that of the chairman’s stood at GH¢400. Apart from that, each member of the board was also entitled to a monthly electricity subsidy of GH¢278 while that of the chairman was pegged at GH¢385.

In addition to the afore-stated, all board members resident outside Accra had their transport to and from their regions catered for by the ECG, which had performed badly over the years due to poor management and a laissez-faire attitude.

The calculation of how much a member took as transport fares was 0.60 pesewas and increased to 0.70 pesewas based on every kilometre travelled.

For instance, the distance from Cape-Coast to Accra for a board member, Bernard Allotey Jacobs, was 288 kilometres, which translated into GH¢202. From Kumasi, another board member, Kwabena Adjei Bambaata, was paid for a trip of 540 kilometres, adding up to GH¢378. Stephen Sumani Nayina also received GH¢921 based on a kilometric calculation of 1,316 kilometres by 0.70 pesewas.

Since the above-listed board members lived outside Accra, they were also paid accommodation fees of GH¢300 each per night on board duties. With regard to per diems for workshops, board members and the chairman were paid GH¢375 and GH¢500 respectively, according to the investigation. Another facility paid exclusively to the board chairman since July 2011 was mobile phone units of GH¢200 per month.

The investigation also compiled the list of the highest earning board member per month from January to November 2011. In January, it was revealed that Allotey Jacobs managed to top the list, having collected monies amounting to GH¢5,343 before being paid a supplementary fee of GH¢3,865. In total, Allotey Jacobs was paid GH¢9,208 for the month of January.

In February, Allotey Jacobs was upstaged by board chairman, Kwaku Osafo, whose GH¢8,023 stood above his other colleagues. With GH¢8,172 as his total for the month of March, Kwabena Adjei Bamtaaba clinched the top earner status. In April, Stephen Sumani Nayina entered the ECG board but smashed all records of previous months and set a new record with GH¢9,416 in just 30 days as part time service to Ghana. In May, Allotey Jacobs staged a come back to the top with GH¢6,890 payment.

The eight-month investigation conducted by the Crusading Guide reporter further revealed that before the board was reconstituted in November 2011, Stephen Sumani Nayina was the ‘star’ performer, receiving the highest money from July through November 2011. He was paid GH¢8,736 for the month of June, before signing for GH¢9,282, GH¢9,296 and GH¢9,256 for the months of July, August and September.

He added that key members of the party are already in the Brong Ahafo region to ensure all preparations continue smoothly ahead of the congress.

The National House of Chiefs and the Brong Ahafo Regional House of Chiefs, which have been jointly cited in a contempt case, have avoided being fined or imprisoned by the court.

A Kumasi High Court was billed to give its ruling yesterday in a contempt case brought before it by four paramount chiefs in the Brong Ahafo region against the National House of Chiefs and the Brong Ahafo Regional House of Chiefs.

However, counsel for the two respondents, on Monday night, acting on the orders of the two chieftaincy institutions, wrote a letter to Nana Obiri Boahen, counsel for the four aggrieved chiefs, indicating plans to finally enter their names into the register of the National House of Chiefs and induct them into the House, thereby ending the legal tussle.

The letter set aside March 8, 2012 for the swearing-in ceremony to officially induct the four chiefs – Nana Oduro Boama, Omanhene of Tanoboase; Nana Kwaku Yiadom Boakye, Omanhene of Tanoso; Nana Osei Kofi Abiri, Omanhene of Kenyase No.1 and Nana Asare Baffour II, Omanhene of Tuobodom – into the Brong Ahafo Regional House of Chiefs.

The court, at its sitting yesterday, had no option than to accept the plea of the respondents. It therefore gave them up to March 12 to return to the court to inform it about the outcome of events.

The National House of Chiefs and the Brong Ahafo Regional House of Chiefs, in a High Court ruling on November 29, 2010, were ordered to enter the names of the four paramount chiefs into the register of the National House of Chiefs after their elevation to paramountcies by the occupant of the Golden Stool in 1996.

Since the ruling was delivered about two years ago, the two respondents had failed to comply, giving cause for worry by the applicants and their people, a situation which led to the contempt suit.

What might have delayed the induction of the four paramount chiefs into the Brong Ahafo Regional House of Chiefs was the stiff opposition of some chiefs in the region, notably the Techimanhene, who had kicked against the elevation of three of the said chiefs by the Asantehene.

The Kenyase No.1 chief had his induction into the House stalled by a faction who challenged his legitimacy to the stool. However, the matter was settled after he was cleared by the court about two years ago. But the House had since failed to recognise the four chiefs even though there were no outstanding cases against them.

Killer farmer in court for beheading two farmers

A 42-year-old farmer suspected of murdering two other farmers on their farms at Anuuso, near Patrensa in the Asante Akim North district of the Ashanti Region last Friday, will be arraigned today.

The suspect, Kwabena Nazar, is alleged to have beheaded the farmers, Kwaku Agyapong, 52, and Kweku Dogbe, 60, on the evening of Friday at a cottage on their cocoa farm.

After murdering the farmers, the suspect allegedly beheaded the first and second deceased persons and placed the heads besides their bodies.

When he was arrested from his hideout at Abosomdwa, a suburb of Konongo, the suspect, according to DSP Richard Anaba Salifu, the Konongo District Police Commander, confessed killing Agyapong.

He said upon further interrogation, the suspect again confessed that he had also killed Dogbe, a farm labourer who worked for Agyapong’s sister, and had hidden the body in the bush.

The district police commander noted that the suspect claimed he decided to kill the second person because he caught him red-handed committing the crime.

DSP Salifu told DAILY GUIDE in a telephone interview that the suspect was due for court on Monday but was adjourned because the judge of the circuit court was out of town.

He emphasized that the suspect, who is still in custody, would however be arraigned today for a remand sentence to enable the police to complete their investigations.

DSP Salifu disclosed that post-mortem examination had been completed and that the bodies of the deceased had been released to their families for burial and funeral rites.

The suspect’s father, the police gathered, had been in a protracted land dispute with the first deceased, Kwaku Agyapong, for about 30 years and that the matter even went before court where the court allegedly ordered him to vacate the said land and pay compensation to the suspect’s father.

In spite of the alleged court order, the first deceased, the police gleaned, continued to occupy the land in question till the death of the suspect’s father some six years ago.

The death of his father did not deter the suspect from continuing the litigation, as the suspect allegedly told people that he would teach the first deceased a bitter lesson.

In pursuance of his agenda, the suspect trailed the deceased to his farm, attacked and killed him before beheading him.

Realizing that Dogbe, who was then heading to the room of Agyapong, had seen what he was doing, the suspect attacked the second deceased and killed him in the same fashion.

“What we did was to contact the chief bailiff so that they prepare the proof of service and comeback and show it to them that their officers received this process as of yesterday and that there is evidence that they’ve been served. ”

Lawyer Vordoago added: “Now the latest is that the court bailiffs have gone back there and they are just going to heckle them here and there when they were trying to proof to them that they were served with the necessary orders. ”

Aeras, a Rockville, Md.-based non profit organization focused on developing vaccines and other products to prevent TB,  announced on January 31, 2012 that the National Institute of Allergy and Infectious Diseases (NIAID), part of the United States National Institutes of Health (NIH), has joined as a partner for a Phase II proof-of-concept clinical trial testing the safety and effectiveness of an investigational booster TB vaccine candidate jointly developed by Aeras, and Dutch biopharmaceutical company Crucell.


The trial began in October 2010 and is now ongoing at three sites in Kenya, South Africa and Mozambique.  It is sponsored by Aeras and receives funding from Aeras, Crucell and the European and Developing Countries Clinical Trials Partnership. The trial, which will enroll HIV-uninfected infants ages 16 weeks to 26 weeks, is testing the AERAS-402/Crucell Ad35 candidate TB vaccine as a booster immunization to the current Bacille Calmette-Guérin (BCG) TB vaccine. In countries where TB is highly endemic, the World Health Organization (WHO) recommends that all infants receive the BCG vaccine at birth. It is not routinely administered to infants in the United States. The BCG vaccine, first administered to humans in 1921, is the only licensed TB vaccine and reduces the risk of some forms of TB in children. However, it provides limited protection against adult pulmonary TB, the contagious and most common form of TB.
To allow for increased enrolment, the study is now being expanded to include up to six NIAID-supported clinical trial sites in sub-Saharan Africa. The first of these sites to join the trial is the Perinatal HIV Research Unit at the Chris Hani Baragwanath Hospital in Soweto, South Africa. Additional IMPAACT sites are expected to participate in the clinical trial when the next stage of enrolment opens in several months.
The AERAS 402/Crucell Ad35 vaccine is being given as a booster immunization to healthy infants who received the BCG vaccine at birth to determine if the investigational vaccine can increase protection against TB. The recombinant vaccine uses a live, non-replicating adenovirus (Ad35) to deliver three specific Mycobacterium tuberculosis antigens designed to stimulate the immune system and protect against TB. The vaccine does not contain live TB and cannot cause vaccinated infants to become infected with TB. The investigational vaccine had an acceptable safety profile in previous clinical trials among healthy adults and infants, as well as among HIV-infected adults and adults with latent TB.
The study was approved by ethics committees at each participating site as well as by national regulatory authorities in each of the participating countries. Additionally, an independent data and safety monitoring board regularly reviews the study data to ensure the protection of the study participants. Informed consent by a parent or legally authorized representative is required to enrol an infant into the study. The study is expected to be completed in 2015.
 “We are pleased to be able to tap into our existing HIV/AIDS clinical research infrastructure to help test promising investigational vaccines against TB,” said NIAID Director Anthony S. Fauci, M.D. The sites are funded by the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health. 
NIH has a long history of supporting TB vaccine development. However, this is the first time that NIH is leveraging its HIV/AIDS clinical trial networks to advance a tuberculosis vaccine candidate. Along with the recent announcement of NIAID’s new partnership in a Phase III TB drug trial, this collaboration follows the NIAID plan to leverage infrastructure originally intended for HIV-related clinical trials to also advance tuberculosis vaccine and therapeutic research for both HIV uninfected and infected populations.
“NIAID’s involvement in this important clinical trial will maximize return on U.S. government investment in clinical research infrastructure while accelerating progress against the world’s deadliest infectious disease after HIV/AIDS,” said Mary Woolley, CEO and President of Research!America, the nation’s largest not-for-profit public education and advocacy alliance committed to research.

It was alleged that the Shekarau administration reached an agreement as far back as 2004 to be paying a monthly support of N5 million to the group which was later raised to N10 million sometime in 2009.

Even though I’m better off financially I still want to get back to her. Without discussing with me first my mother has now arranged for me to meet with her friend’s daughter. I know she means well but I already know the woman I want to be with.

The whole family think I should not put all my eggs in one basket and all my siblings and family have said I should at least meet her. I feel I’m betraying my girlfriend if I go ahead to hang around with this new girl.

My brothers say at least if I don’t like the girl it’s no big deal. I feel much pressure not to disappoint and as the oldest of 5 I guess it’s expected of me to marry and set an example. I’m starting to wonder if I should go to the meeting.

Suspended Kampala Capital City Authority Director of Physical Planning, Mr George Agaba has been remanded to Luzira Prison over murder, two days after he was re-arrested and detained at Jinja Road Police.

Mr Agaba was remanded eight days after his bodyguard Santos Makmot was charged with similar case. Mr Agaba and his remanded bodyguard Santos Makmot were arrested ten days ago over a shooting incident in Port Bell, Luzira, after KCCA was trying to raze illegal structures from a road reserve, an operation that turned bloody leaving one person dead and three others injured following a confrontation.

Mr Agaba appeared before Nakawa Magistrates Court but he was not allowed to plead to the charge. The presiding magistrate informed Agaba that the court did not have the powers to hear his plea.

“You are not under duty to plead to this charge. You are hereby remanded to prison,” held Magistrate Gladys Kamasanyu before remanding him to February 8 for mention of the case.
Prosecution led by Mr Joseph Bayege told court that inquiries into the matter were still ongoing.

The state alleges that on January 22, at Portbell, Luzira Mr Agaba and Mr Makmot shot to death one Onyango and seriously injured three others.

According to a video recording of the incident, Mr Agaba walked to his official vehicle, only to return with a rifle in his hands. He initially attempted to shot into the crowd but the rifle was jammed. He later gave it to Mr Makmot, who indiscriminately shot at the crowd.

The International Football Association Board is set to decide at a meeting in England on March 3 if increasing the current quota of three replacements would help improve matches and reduce injuries.

“The FIFA Task Force Football 2014, the medical committee and the football committee support the proposal in order to maintain the technical level until the 120th minute and to protect the health of the players,” FIFA said Wednesday.

Goal-line technology tests will return to the agenda of the rules panel known as IFAB.

The panel will receive progress reports on tests involving eight systems, and decide which will proceed to a scheduled second round of testing starting in March.

FIFA said a final decision to approve goal-line technology can be taken at a further IFAB meeting on July 2. It could take place in Kiev, the day after the 2012 European Championship final in the Ukraine capital.

IFAB also will study trials of the five-referee system, using additional assistants beside each goal to support referees’ decision-making.

The panel will reconsider allowing Islamic female players to wear a hijab, five years after the headscarf was banned for safety reasons.

FIFA vice president Prince Ali of Jordan has urged IFAB to respect cultural traditions and approve a headscarf held in place by Velcro.

IFAB, which is comprised of the four British associations plus FIFA delegates, also could amend the so-called “triple punishment” of sanctioning certain fouls with a penalty kick, red card and suspension.

FIFA acknowledged that the current system is “widely considered to be too severe.”

“Current problems in running of the league have set us back and we have had to consult mainly foreign based players. We are running short on time but a squad will be announced tomorrow,” Kyambadde noted.

FUFA have not been so enthusiastic to prepare for the 2013 campaign like it was and officials at Mengo attribute to the aborted 2012 qualifiers.

Kenyan Average Coffee Price Falls 15% as Supplies Increase

Kenyan coffee prices fell 15 percent at an auction yesterday as supplies increased and as demand was subdued, the Nairobi Coffee Exchange said.

The average price for all coffee sold dropped to $280.87 a 50-kilogram (110-pound) bag from $331.87 two weeks earlier, the Nairobi-based agency said today by e-mail. It didn’t hold an auction last week because of insufficient supplies.

The average price for the benchmark AA grade was little changed at $405.73 a bag, from $405.91 at the previous sale, after supplies rose, the exchange said. Supplies of the grade increased 7.2 percent to 5,267 bags, while sales fell to 584 bags from 2,396 bags, the exchange said.

“Prices were down because of low demand,” Kizito Keya, a coffee dealer at Mumba Coffee Ltd. said by phone from Nairobi. “It appears many buyers had already covered their positions and are waiting for new orders.”

Sales at the auction fell almost 17 percent to 6,564 bags valued at $2.24 million from 7,883 bags worth $3.2 million at the previous auction, the agency said.

Supplies of the beans at the third auction of 2012 climbed 12 percent to 26,902 bags from 23,962 bags, the agency said.

Kenya harvests the bulk of its crop from October through December, while a secondary crop is reaped from April to June.

The nation, whose output slumped 13 percent to 36,629 metric tons in the 12 months ended Sept. 30, from 42,096 tons a year earlier, is yet to make a forecast for 2011-12, Isaac Muchomba, an official at the Kenya Coffee Traders Association, said Jan. 17.

Are you looking for a corporate job?

For most people, after completing education, finding a ‘suitable’ job is the most difficult task. The most common reason for the above problem is due to the lack of clarity and understanding of what is a suitable job.

Many youngsters would generally prefer joining ‘big’ MNC’s to be the right choice. They believe that only MNC’s would give them the right exposure and knowledge required for their career. With such exposure and knowledge, they believe that they can build a long lasting career elsewhere.

While, some group may think that working with medium level organizations will be the right thing as focused learning is possible in medium level organization and such possibility is remote in ‘big’ corporate. Diversity and opportunity in plenty would make one a generalist and not a specialist.

While some group may think that working with small companies, to start with is the best option as care, recognition and satisfaction will be high in smaller organizations.

Which option is best? Who is right? The first group of people wants to use the MNC exposure and knowledge to build their career. They may be looking for the best opportunity to adapt (evolve) and with such adaptation they presume that, they can do better in the future. Evolution or adaptation is not just an event or preparation for future. Only the present cue or necessitate the adaptation of ‘an inclusive future’ or in other words, only the present grows to future. Future is not separate from the present. The best environment may ‘provide’ or ‘offer’ its best, but one would never become ‘best’ at the expense of the environment.

Those who chose to work with medium level organization are right in some way that ‘defined’ adaptation possibility is what they believe for success.

The last group looks for protection and, security and only such an evolution or adaptation is seriously sought after by these people.

If one look at the nature, one can acquire all the essential wisdom and knowledge for how to search and find a job.

Every adaptation has ‘habitat’ specificity or it is called ‘niche’. A kangaroo and a wild beast are herbivores. Both of them have adapted as herbivores. But a kangaroo may not survive in the habitat of a wild beast and vice versa. One must understand ‘adaptation within adaptation’. Adaptation should be a ‘dichotomous’ process. In the best ecosystem, no one would adapt. Look at a zoo purely from the biological point of view. The biggest business of all animals is food gathering and then procreation. In a zoo, all animals are provided with food in time. In many zoos, even the mate is also provided. Unfortunately, none of the zoo animals are ‘capable survivors’ in the jungle if they are released. From the basic food need per see, zoo is the best ecosystem. But the best will never make one best.

The employees who aspire to join the ‘big’ MNC’s must realize this fact. Acquiring the best exposure and, knowledge, need not help them in any way if they were to join other organization.

The other group, who chose to work with medium level corporate, looks for reasonable adaptation with ‘habitat specificity’. When someone adapts to a habitat ‘totally’, would find it difficult to survive in other habitats like how a kangaroo may not survive in African forest.

The last group of people who seriously wants to adapt with specificity are like the giant panda or a polar bear or a penguin.

Searching an opportunity or adapting within the opportunity (habitat) is not complete and all inclusive process for career success. While adapting in the given opportunity, also one must learn to modify the same and adjust with anything new.

Job seekers in MNC’s would always remain as ‘seekers’ if they join elsewhere. While, the people who opts the medium level corporate would prefer to be a specialist. Those who like to settle with small organizations may not develop the required capability to bring a change in the ecosystem of the organizations they join later, as they are too adaptation centric.

Adapt, adjust and bring change ‘within’ and in the ecosystem. It is not mere career success you can carve, a success that will be total and all inclusive.
