Tanzania: Date set for DRFA polls

Dar es Salaam Regional Football Association’s general election will be held on March 18.

The chairman of the electoral committee, Muhidin Ndolanga, said forms for the elections were available to aspirants by yesterday.

Available posts for the elections include chairmanship and vice, secretary general and treasurer.

Ndolanga said aspirants have to part with 500,000/- as a fee to obtain the forms.

However, those aspiring to contest for the post of representing premiership clubs at the Tanzania Football Federation’s  annual general assembly will collect the forms at a reduced fee of  300,000/-.

The forms for the post of DRFA’s executive committee membership are available at 200,000/-.

Ndolanga said the forms are available until February 12 and must be filled and returned to beat the February 14 deadline.

The electoral committee is expected to announce to the public the line-up of those aspirants on February 15.

The former football body chairman, Ndolanga, said two days have been set a side to give room for those who intend to lodge petition against the contestants.

The electoral committee will be patient to wait for results of the petition that will be worked out by the football federation.

Undisputed names of the aspirants will be made to the public on February 22 and allowed to campaign up to March 17.

Ndolanga said his committee is expected to conduct free and fair polls without bias.

Elected officials of the DRFA will be eligible to represent the regional body at the TFF’s general assembly set for two days from March 24.

Holders Yanga will be out of action as they play their 16th round match at the same venue against Mtibwa Sugar on Wednesday.

At least 74 people were killed and many hundred injured when rioting broke out during and after a football match in the Egyptian port city of Port Said.

“After such a tragedy, it is essential to find out more about what happened. I hope an independent investigation into the causes of this tragic incident can be carried out swiftly,” said Mr Støre.

World Bank, AU hold high-level meeting on boosting intra-Africa trade

The World Bank and the African Union Commission (AUC) has held a meeting on how the continent can boost its intra-African trade.

The meeting which took place in the Ethiopian capital Addis Ababa January 31, 2012 on the heels of the recently held 18th African Union (AU) Summit themed “Boosting Intra-African trade”, reviewed ways and means of enhancing and maximizing the effectiveness of the World Bank’s support for the AU and Africa in boosting trade.

“Issues discussed at the meeting included: sub-regional and regional integration and trade; capacity building; agriculture and food security; funding; and mechanisms for the Bank’s support to the Commission,” said the World Bank.

The meeting was chaired by the Chairperson of the AUC, H.E. Dr. Jean Ping, who was accompanied by the Deputy Chairperson, H.E. Mr. Erastus Mwencha, while the World Bank delegation was led by the Vice President for Africa, Mrs. Obiageli Ezekwesili.

The World Bank team was made up of it’s Africa Director of Strategy and Operations, Mr. Colin Bruce, the Director for Regional Integration, Mr. Yussupha Crookes, the Trade Practice Leader, Mr. Paul Brenton, the Trade Programme Coordinator, Mr. Dominique Njinkeu, as well as the Special Assistant to the Vice President, Mr. Ikechi Okorie and three Senior Specialists: Mr. Waleed Malik, Mr. Andrew Roberts and Ms. Aileen Marshall.

While the Chairperson and Deputy Chairperson of the AUC were flanked by the Chief of Staff and Deputy Chief of Staff in the Bureau of the Chairperson, the Chairperson’s Political and Diplomatic Advisor, the Economic Affairs Advisor, as well as the Director of Strategic Planning, Monitoring and Resource Mobilization, the Director of Information and Communication and the Special Assistant and Coordinating Officer in the Bureau of the Deputy Chairperson.

AfDB, WCO sign pact on customs administrations to boost Africa’s intra-trade

The African Development Bank (AfDB) and the World Customs Organization (WCO) will work together to enhance the capacity of customs administrations in Africa after the two organisations signed a memorandum of understanding (MoU) to a partnership agreement.

The cooperation which was declared on the margins of the just-ended 18th African Union Summit in Addis Ababa, Ethiopia January 30, 2012 will help in boosting intra-African trade – an area in which customs administrations play a vital role in strengthening national and regional economies in Africa.

The MoU was signed by the WCO’s Secretary General Kunio Mikuriya and AfDB’s President Donald Kaberuka.

According to the AfDB, the enhanced cooperation with the WCO “will help advance the economic development of African countries by assisting customs administrations in their reform and modernization efforts.”

The partnership also includes collaboration in identifying, developing and implementing customs capacity building projects by observing internationally agreed best practices and supporting customs cooperation and regional integration in Africa.

“Under this partnership, coordinated efforts by both institutions to improve border management will help many companies in Africa conduct cross-border trade. This will in turn further deepen regional integration in the region,” said Donald Kaberuka in a statement.

While Kunio Mikuriya added “This MoU will facilitate relations between the WCO and the African continent, and provide a concrete basis for further cooperation on customs issues that will contribute positively to economic growth, social progress and leadership development.”

Canadian miner Golden Star Resources is set to restart its oxide plant at the Bogoso/Prestea gold mine in Ghana, according to a Reuters news report January 31, 2012 after the plant stopped operating in 2008 due to lack of oxide ore.

Citing a statement issued by Golden Star, the news wire said the plant is expected to generate up to 70,000 ounces of gold this year.

The company now expects 2012 output between 350,000 and 370,000 ounces of gold, up from 301,000 ounces it recorded in 2011 with full impact of the mill on production expected in 2012 second quarter, according to Reuters.

The United Nations Office on Drugs and Crime (UNODC) February 1, 2012 issued new forensic guidelines that will enable member states to effectively deal with drug-facilitated crimes as well as sexual assault.

The manual is known as the Guidelines for the Forensic Analysis of Drugs Facilitating Sexual Assault and Other Criminal Acts.

“These guidelines address forensic related issues that arise from the time a victim reports a crime to law enforcement; the process of proper and timely evidence collection by health care professionals; to the laboratory analysis by forensic scientists in order to produce reliable and accurate results for admissible evidence in court,” said the UN agency.

The guidelines, it said, will enhance the analytical capabilities of laboratories in different countries and raise awareness of the required synergies between forensic laboratories, investigation personnel and medical professionals in addressing drug-facilitated crime.

According to the UNODC, there has been a significant increase in reports of drug-facilitated crime worldwide but “unfortunately the nature and extent of the problem is not well established due to scarcity of accurate data.”

“Quite often, these crimes go unpunished because of lack of forensic evidence to convict the perpetrators as a result of poor, and often late collection and analysis of vital evidence such as urine, blood or hair samples,” said Justice Tettey, Chief of Laboratory and Scientific Section at the UNODC.

The guidelines were developed in response to Resolution 53/7 adopted by the Commission on Narcotic Drugs in 2010.

African leaders approve multi-billion dollar continental infrastructure programme

African Heads of State on Monday January 30, 2012 endorsed the launch of the Programme for Infrastructure Development in Africa (PIDA), a multi-billion dollar initiative that will run through 2040.

In a statement at the 18th African Union summit held in the Ethiopian capital Addis Ababa, the Heads of State approved the implementation of the recommendations in the study on PIDA presented to the summit.

The study is a joint initiative of the African Union, the African Development Bank and the New Partnership for African Development (NEPAD) Planning and Coordination Agency.

According to the AfDB,the endorsement by the AU summit “will now be followed by more detailed planning on the actual implementation of PIDA.”

The PIDA’s main goal is to accelerate the delivery of Africa’s current and future regional and continental infrastructure projects in transport, energy, information and telecommunications technologies, as well as trans-boundary waterways.

Its projects are designed to support Africa’s regional and continental integration. PIDA’s longer term goal is to enhance the physical integration of Africa, boost intra-African trade, and raise African competitiveness in the global economy.

PIDA sets out short-term goals to be achieved by 2020, medium-term goals to be achieved by 2030, and the long term ones by 2040.

Alex Rugamba, the African Development Bank’s director for NEPAD, regional integration and trade in a statement Febraury 1, 2012 said PIDA’s goals were ambitious but attainable and would also yield unprecedented benefits.

“Some of benefits we foresee include a doubling of intra-African trade from the current levels of 11 to 12 percent. PIDA will also increase Africa’s share of world trade by at least twice today’s share of 2 percent,” said Rugamba.

He adds that “We also foresee the creation of up to 15 million new jobs from the construction, operation and maintenance of PIDA projects. Many more millions of jobs will also be created indirectly through the increased economic activity that will result from PIDA projects.”

The Bank estimates that poor infrastructure alone saps Africa of 2% in economic growth every year.

The Bite that kills more than 1.2 million worldwide

According to new research from the Institute for Health Metrics and Evaluation (IHME) at the University of Washington, more than 1.2 million people died from malaria worldwide in 2010. Malaria is killing more people worldwide than previously thought, but the number of deaths has fallen rapidly as efforts to combat the disease have ramped up. IHME researchers say that perhaps deaths from malaria have been missed by previous studies because of the assumption that the disease mainly kills children below 5 years of age. IHME found that more than 78,000 children aged 5 to 14 years, and more than 445,000 people above the age of 15 years died from malaria in 2010, thereby suggesting that 37% of all malaria deaths were in people aged 15 years and older.  37,000 deaths occurred in India alone of persons above 15 years of age. However, the chances of someone dying from malaria in India have fallen rapidly since 1980.

The study also found that while the overall number of malaria deaths is higher than earlier reports, the trend in malaria deaths has followed a similar downward pattern.Starting in 1985, malaria deaths grew every year before peaking in 2004 at 1.8 million deaths worldwide. Since then, the number of deaths has fallen annually and, between 2007 and 2010, the decline has been more than 7% each year. The new findings were published today in The Lancet in Global malaria mortality between 1980 and 2010: a systematic analysis. The work is part of an ongoing series being generated by the Global Burden of Diseases, Injuries, and Risk Factors 2010 Study.

“You learn in medical school that people exposed to malaria as children develop immunity and rarely die from malaria as adults,” said Dr. Christopher Murray, IHME Director and the study’s lead author. “What we have found in hospital records, death records, surveys and other sources shows that just is not the case.”
In an interview given exclusively to CNS, Dr Stephen Lim, Associate Professor of Global Health at IHME and a co-author of the study said that, “In our study we documented a relatively high burden of malaria mortality in India. Unfortunately, currently there are no simple solutions to address the burden of malaria. Rather control strategies need to be multi-dimensional and include vector control such as insecticide treated bed nets, better diagnosis and prompt treatment with effective anti-malarial drugs. Other important vector control measures include reducing standing water to reduce mosquito breeding sites and indoor residual spraying. There are studies that suggest that children who are malnourished are more likely to die from
malaria.”
Unfortunately there are no studies that show a relationship between hygiene, e.g. hand-washing, and sanitation, e.g. use of improved toilet facilities, and malaria, although it seems that poor sanitary conditions would make more fertile grounds for mosquito breeding. Also in a country like India, certain regions and certain times of the year (like monsoons) are more beset with the problem than others. Poor healthcare systems coupled with lack of timely access to treatment, especially in rural areas, simply compound the problem.
However, progress in fighting malaria can be seen everywhere. Countries such as Zambia and Tanzania have seen the malaria deaths fall by more than 30% between 2004 and 2010. In Bangladesh, malaria deaths declined 39% in that period, and in Vietnam they declined 72%. The progress being seen in Africa is especially significant, given that malaria deaths there accounted for a quarter of all deaths in children under 5 in 2010.
Researchers say that the biggest drivers of the decline in malaria deaths have been the scale up of insecticide-treated bed nets and artemisinin-combination treatments (ACTs). This has been accomplished through the advent of the Global Fund to Fight AIDS, Malaria & Tuberculosis in 2001 and the creation of organizations focused on fighting malaria, such as the World Health Organization’s Roll Back Malaria Programs. Overall funding for malaria efforts grew from less than $0.25 billion annually in 2001 to more than $2 billion in 2009.
But the researchers also warn that these gains could be reversed if global economic troubles continue to stifle funding efforts. The announcement by the Global Fund in November, that it would cancel its next round of funding, casts a cloud over the future of malaria programs.
“If the Global Fund is weakened, the world could lose 40% of all the funding dedicated to fighting malaria,” said Stephen Lim.  “That kind of loss of funding poses a definite threat to the health of people in countries with a high malaria burden, which in many cases are some of the poorest countries in the world. We need to think of ways to fill funding deficits in order to insure continued progress on malaria mortality.”
Also, there is a need to look at the overall health impact, both in terms of mortality and morbidity, (and not just mortality) caused by malaria. Children who develop malaria may not die but can develop long-term neurological problems due to cerebral malaria. In addition, understanding the economic impact is important too.
