A statement issued in Accra by Mr Eric Kofi Dzakpasu, the Head of Communications at the Commission, said the tenderers were not able to meet the criteria outline for them upon careful examination of their proposal.

It said the decision to cancel the process was clearly defined on the basis that the tenderers failed to “meet the technical criteria and major deviations from the administrative criteria”.

The EC has, therefore, decided to revise the scope of the project in order to properly manage the election results in the December 7, general election.

It said the Commission has therefore resorted to augment its internal capacity to deploy modest results collation and transmission system for the election in place of the ERMS.

“This same system has been effectively used in the four parliamentary by-elections it has conducted since July 2015,” it added.

The statement said the Commission has promised to fine-tune the system and demonstrate to the political parties as well as other stakeholders before the period of the elections.

The ERMS is supposed to electronically collate and transmit Ghana’s December 7 general election results.

The ERMS procurement process started from March 2, this year with two vendors out of three shortlisted companies qualifying for technical demonstration and financial evaluation of their bids but could also not pass through the process.
