Dr. Michael Kpessah-whyte, the immediate past Executive Director of National Service Scheme on Wednesday 8th February struggled to defend the “illegal appointment” made by him after the National Democratic Congress lost the elections to the main opposition party.

Dr. Kpessah-whyte who was called into the program by the host of Ghana Tonight Kojo Frimpong on TV Africa last night to seek his views on the news about the dismissal of the recruits by the current Ag. Executive Director.

A letter was released by the Ag. Executive Director Hon. Mustapha Ussif yesterday terminating the appointment of 205 last minutes recruits.

The new Ag.Executive Director told Richard Sky on Eyewitness News that, his predecessor erred in recruiting the new staff when he outsourced the recruitment process to a private company whereas the matter is under contention by the PSC.

“The NSS wrote to the Public Services Commission for approval to recruit, the approval was granted and the then head, [Michael Kpessah Whyte], started the process by outsourcing it. The most senior persons at the secretariat petitioned the Public Services Commission against outsourcing the recruitment to a private entity; but the director went ahead and carried out the recruitment process to a private entity without the Public Services Commission sitting on the panel.”

“Ordinarily, the panel supposed have to scrutinize the recruitment process must have the Public Services Commission represented ,” he argued.Mr. Ussif Mustapha challenged the ability of the affected persons to sue the Scheme, saying they were still under probation after receiving their appointment letter and thus could not be considered full staff of the Scheme adding to the non – conformity of due process .

The acting Executive Director said all persons affected by the decision will get the opportunity to reapply and be interviewed by a panel that will be “properly constituted” with the scheme’s Human Resources Department and Public Services Commission involved in the process.
